Book excerpt: The sustainable utilization of natural resources is a major element of rural livelihoods and economic development in Brazil. From 2011 to 2019, FAO implemented the project “Strengthening the national knowledge and information framework to foster sustainable forest resources management policies". This project helped to establish and consolidate a National Forest Inventory (NFI) model approved by, and agreed with, different partners and stakeholders in the forest sector. The focus given to institutional strengthening and data collection was strategic to achieve an unprecedented level of qualified knowledge on the topic. To date, there is some evidence on the use of NFI results for policymaking, promotion of sustainable management of forest resources, and biodiversity conservation. NFI results were also used in international forums and documents such as Global Forest Resources Assessments (FRA) 2020.

Book excerpt: Management decisions on appropriate practices and policies regarding tropical forests often need to be made in spite of innumerable uncertainties and complexities. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Brazil as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices in Brazil. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.

Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazils policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocated to programs promoting low-carbon agricultural practices. Another contradiction is the dichotomy between climate change policies and mainstream agricultural and rural development policies. Brazils overriding challenge is harmonizing and effectively coordinating these different policy agendas at their various levels of implementation so as to effectively manage trade-offs. The question is what measures can be put in place to enable continued growth of agricultural production while also reducing its negative social and environmental costs? The answer lies partly in increasing support for implementing and up-scaling initiatives to promote low emissions agriculture and providing other economic incentives for adopting more sustainable use and conservation-oriented agricultural and land-use practices. Ultimately, reconciling agricultural production with conservation and rural livelihoods requires greater coordination and harmonization among sectoral policies at various levels of government. Achieving this goal requires the adoption of a combination of a value chain-based and territorial approach to land-use planning with more integrated farming systems in order to enable making improved decisions according to multiple trade-offs and impacts.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Book excerpt: Although various frameworks were developed in the last few years for forestry sustainability assessments, none includes the importance of technical support in a comprehensive way. The proposed framework links the Sustainable Development Goals with indicators developed for the forest bioeconomy and the United Nations strategic plan for forests. It adds components related to partnerships, technology transfer, public opinion and image, which were recurrent topics at stakeholder interviews held in Brazil during 2017. One common proposition in such interviews was that technical support plays a key role in spreading sustainable practices among farmers. By analysing data from the Brazilian Census of Agriculture of 2006, it was possible to verify that 78% of farmers in the country donu2019t receive any technical support. In order to understand better the variables that influence technical support, a logistic model was used. It showed that the probability of farmers in the first quintile of income to receive technical support is 88% lower than farmers in the fifth quintile of income. The level of education was the variable with the highest odds: the odds of a farmer with any bachelor degree to receive technical support is 3,128 times that of a farmer without formal education, proving that the farmers with less education have much lower probability of receiving technical support. The state where the farm is located is not significant for determining technical support. Regarding farmers that plant trees for commercial purposes, they are 25% more likely to receive technical support than other farmers.
