The portion of the Proposed Action analyzed in the Final Environmental Impact Statement/Report (FEIS/R) and approved in the Record of Decision involves the construction of new facilities to convey sewage from the STPs downstream through a system of pumps and pipelines to percolation ponds in the Lemon Grove area of MCB Camp Pendleton. The ultimate disposal of the effluent, which may include advanced treatment, is considered in detail in this Final Supplementary Environmental Impact Statement (FSEIS). Alternative 1 would provide facilities for discharge of secondary effluent, after irrigation of the Marine Memorial Golf Course, by enhancement of the Lemon Grove ponds with cased vertical drains filled with sand and gravel. Alternative 2 would add advanced wastewater treatment of effluent from STPs 1 and 2, for irrigation of the Marine Memorial Golf Course, with the excess to the Lemon Grove ponds with cased vertical drains.

The effluent from STPs 3, 8 and 13 would be disposed at the Lemon Grove ponds with vertical drains. Alternative 3 would provide tertiary treatment and nutrient removal for STP 13 effluent, blending with secondary effluent from STPs 1, 2, 3, and 8, with discharge at the Ysidora Flats section of the Santa Margarita River. Alternative 4 would provide advanced wastewater treatment facilities for disposal of the total volume of effluent by gravity injection wells at the Lemon Grove ponds.

Book excerpt: The United States Marine Corps (USMC) proposes to construct a flood control project including a levee and stormwater management systems to prevent damage to property and disruption of essential operations at Marine Corps Base (MCB) Camp Pendleton and Marine Corps Air Station (MCAS) Camp Pendleton. In addition, the USMC proposes to replace the temporary Basilone Bridge across the Santa Margarita River in the southeast portion of MCB Camp Pendleton. The bridge would need to be able to withstand a flood event of up to 100 years in magnitude. Related to these projects, the U.S. Army Corps of Engineers, Los Angeles District is evaluating the issuance of a permit under Section 404 of the Clean Water Act (33 USC Section 1344). As part of this evaluation, an alternative screening analysis was performed to evaluate the engineering feasibility of alternative structures and facilities for both flood control and bridge replacement. A U.S. Army Corps of Engineers floodplain analysis, a MCB Camp Pendleton traffic engineering study, and other engineering studies identified three feasible flood-control structure alternatives and three feasible bridge replacement alternatives. The Santa Margarita River Flood Control Project includes two components: A flood control structure (a levee) to provide protection to MCAS Camp Pendleton, the Chappo (22) Area, Sewage Treatment Plant No. 3, and the Santa Margarita Ranch House Complex from a flood event of up to 100 years in magnitude; and a stormwater management system to direct runoff from MCAS Camp Pendleton and the Chappo(22) Area into the Santa Margarita River without creating a flood hazard.

Book excerpt: Marine Corps Base (MCB) Camp Pendleton and Marine Corps Air Station (MCAS) Camp Pendleton maintain and operate facilities and provide services to support operations of aviation activities and units of operational forces of the United States Marine Corps (USMC). MCB Camp Pendleton is the USMC's only west coast military installation where a comprehensive air, sea, and ground assault training scenario can be executed. Facilities and operations in the southern portion of MCB Camp Pendleton adjacent to the Santa Margarita River are located in the 100-year floodplain for the river. Heavy rainfall in 1993 resulted in the flooding of MCAS Camp Pendleton, portions of MCB Camp Pendleton and the destruction of Basilone Road Bridge. The readiness and ability to support the missions of MCB Camp Pendleton and MCAS Camp Pendleton were seriously jeopardized because of the flooding and resulting damage. The flood damage caused operations to cease in the flood damaged areas and reduced the ability of the installation to perform the required missions for a period of 7 months. The flooding threatened the safety of personnel working in a portion of MCB Camp Pendleton and MCAS Camp Pendleton. The flooding also damaged structures and facilities, including buildings in the historic Santa Margarita Ranch House complex, structures in the Chappo (22) Area, and Sewage Treatment Plant (STP) No. 3. To prevent future damage to property and disruption of essential operations, the MCB Camp Pendleton has proposed construction of a flood control project.
