Book excerpt: The UK has benefitted from having strong scientific advice available to Ministers and developing nations would see a huge benefit from being able to draw on strong home-grown institutions to inform policy decisions. A previous report by the Science and Technology Committee had criticised the Government for not paying enough attention to building the science base of developing nations. While concerns remain, MPs considered that the Department for International Development had made improvements in using a more robust evidence base and developing its own in-house expertise. An important feature raised in this report is that there had to be more attention paid to ensuring that scientists, especially those trained through UK support, were facilitated in staying in their home country and utilising the skills they had acquired. More support was needed to permit scientists from developing nations to build and develop their early career within in their native country. Only then could programmes to build scientific capacity eventually become self-sustaining. UK science benefits from collaborations in developing nations and through building connections with growing economies of the world but the MPs found that current funding streams actively discourage the participation of UK scientists. The MPs recommended that exercises such as the Research Excellence Framework recognise the contribution made by these scientists beyond their publication record.

Over two years ago the Committee launched an inquiry to examine the effectiveness of the Business Appointment Rules in ensuring propriety in the future employment of former Ministers and senior Crown servants; and to consider the potential of the Big Society agenda to increase traffic through the "revolving door" between the public sector and business and the voluntary sector. The report "The Business Appointment Rules" was published on 17 July 2012. Some twenty months later, the Government has not responded to the Report. The Committee has raised this matter both through correspondence with the Rt Hon Francis Maude, Minister for the Cabinet Office, and by way of Parliamentary Questions. The Committee views the Government failure to respond to a Select Committee Report as unacceptable behaviour and in this instance as obstructive and secretive, both showing a cavalier attitude in its responsibilities towards Parliament and thereby deliberately impeding a cross-party scrutiny of Government policy in this area.

Book excerpt: "Administrative justice" includes the procedures used by public authorities for making decisions in relation to individual people, the law that regulates decision-making, and the systems (such as the various tribunals and ombudsmen) that enable people to challenge these decisions. There are around 650,000 administrative justice hearings each year - more than three times the number of criminal justice hearings - and it is estimated that resolving citizen's complaints costs central government over £500 million per year. The functions of the Administrative Justice and Tribunals Council (AJTC) include keeping the whole administrative system under review and considering ways to make the system accessible, fair and efficient. The Government proposes to abolish the AJTC using powers in the Public Bodies Act 2011, and to give its functions to the Ministry of Justice. It is expected to bring forward the necessary secondary legislation later this year. The Committee finds that the Government's rationale for winding up the AJTC is questionable, that the Ministry of Justice may not have either the resources or the expertise to take on its functions and doubts the level of cost savings that the Government estimates will be achieved. The Committee also recommends that the House of Commons Justice Committee take its findings from this inquiry into account when it considers the Government's proposed legislation.

PASC started the investigation after recent resignation of the former Secretary of State for Defence, the Rt Hon Dr Liam Fox: regrettably the then independent adviser Sir Philip Mawer was not consulted in the course of the events leading up to the resignation of Liam Fox. The retirement of Sir Philip shortly after the resignation of Dr Fox provided an opportunity to demonstrate the value the Prime Minister places on having complaints against Ministers investigated in a demonstrably independent way, but this opportunity was missed and the appointment of Sir Alex only became public knowledge after the event.

PASC have produced a number of recommendations to overcome the barriers to working strategically in Government. Central to these recommendations is that the Government should publish an annual 'Statement of National Strategy' in Parliament which reflects the interests of all parts of the UK and the devolved policy agendas. The report states that the Cabinet and its committees are accountable for decisions, but there remains a critical unfulfilled role at the centre of Government in coordinating and reconciling priorities across departments, and of long-term and short-term goals. The report concludes that the government's six strategic aims as provided to PASC are "too meaningless to serve any useful purpose". The strategic aims of the Government, informed by public opinion, should reflect the UK's national character, assets, capabilities, interests and values, and provide an indication of the objectives which policies must achieve

Book excerpt: This report examines the events leading to the qualified audit opinion on the Equality and Human Rights Commission's 2006-08 accounts and on the continuing weaknesses in the Commission's controls. The Commission took up its new powers, and those of the former Commission for Racial Equality, the Disability Rights Commission and the Equal Opportunities Commission (the Legacy Commissions), on 1 October 2007. Serious errors were made in setting up the Commission, not helped by three changes of sponsor department in the months immediately before its launch. The Commission now accepts that it was not ready for business when the doors opened on 1 October 2007 and that its set-up process, which cost £39 million, was flawed and inefficient: it did not have in place sufficient senior staff, a transition strategy, business strategy, organisation design or job descriptions. Skills gaps were filled by bringing back former employees of the CRE as consultants, even though they had all received severance payments. The Treasury, which should have been consulted about these appointments, did not grant approval retrospectively as the Commission could not prove that the re-engagements gave good value for money. This expenditure was therefore deemed irregular and the Comptroller and Auditor General issued a qualified opinion on the Commission's 2006-08 accounts. This is not the way that the Public Accounts Committee expects public bodies to be run. Strong controls need to be in place to ensure that such errors do not recur.

Ministers therefore need to do more to demonstrate that is the case and consistently reflect the Government approach in all their communications, especially with the media. The report also criticises the BBC for its reporting on the issue. It points out that BBC News teams continue to make mistakes in their coverage of climate science by giving opinions and scientific fact the same weight. The BBC is called to develop clear editorial guidelines for all commentators and presenters on the facts of climate that should be used to challenge statements, from either side of the climate policy debate, that stray too far from the scientific facts. It is important that climate science is presented separately from any subsequent policy response. Government should work with the learned societies and national academies to develop a source of information on climate science that is discrete from policy delivery, comprehensible to the general public and responsive to both current developments and uncertainties in the science

We need around 82,000 engineers and technicians just to deal with retirements up to 2016 and 830,000 SET professionals by 2020. On the plus side, the Government's proposal to include computer science as a fourth science option to count towards the EBac is welcomed. The Committee also welcomes the EBac's focus on attainment of mathematics and science GCSEs but is concerned that subjects such as Design and Technology (D&T) might be marginalised. A Technical Baccalaureate (TechBac) is being designed but if it is to be a success, schools should be incentivised to focus on the TechBac by making it equivalent to the EBac. Reforms to vocational education following the Wolf Review meant that Level 2 of the Engineering Diploma, a qualification highly regarded, would count as equivalent to one GCSE despite requiring curriculum time and effort equivalent to several GCSEs. The Engineering Diploma, however, is currently being redesigned as four separate qualifications. The Committee also expressed concerns over the Department for Education's (DfE) lack of clarity on its research budget, and use of evidence in decision-making. The DfE needs to place greater focus on gathering evidence before changes to qualifications are made, and must leave sufficient time for evidence to be gathered on the effectiveness of policies before introducing further change. Book excerpt: Since October 2001 565 service men and women have been seriously injured in Iraq and Afghanistan, some 125,000 troops based there have sought medical help for minor injuries and illnesses, and a further 1,700 for mental health conditions. Nearly all seriously injured troops who return back to the UK for medical treatment go first to the NHS hospital at Selly Oak and then to Headley Court for rehabilitation. The care of the seriously injured to date has been highly effective, and support for the families of seriously injured troops is good. The main challenge the Department faces, should casualties increase significantly, is to ensure that all military patients will receive the same standard of care they currently experience at Selly Oak and Headley Court. Some soldiers have suffered severe life changing injuries and will require specialist care for many years. This presents a further long term challenge not only for the Department who provide specialist care for them and support for their families while they remain in the Services, but also for the NHS and other government departments who will become responsible for the medical care and support of seriously injured soldiers after they leave the Armed Forces. Minor injury and illness are a lesser issue but still have the potential to impact on the fighting strength and morale of our Armed Forces in Afghanistan and the increase in rates from 4 to 7 per cent since 2006 is of concern.

The Order will give the Assembly powers in respect of the structures and work of local government in Wales at all levels. The proposed Order will allow the Welsh Assembly Government to fulfil its commitment to seek legislation to address issues identified in the 2003 'Aberystwyth Report'. The Committee agrees that a clear need for the proposed LCO has been identified and is consistent with the Government's commitment to build up the capacity of town and community councils. The proposed Order is drafted in broad and accessible terms with the minimum of exceptions and interpretation. The Committee is concerned, however, that there are now many terms used to describe the various tiers of local government in Wales and agree with the suggestions put forward that the Minister should speedily undertake a review of terminology relating to local government. Specifically the term 'community' is cited as having various meanings dependent on context. Furthermore, given that there have already been several LCO proposals identified in terms of local government, to call this the National Assembly for Wales (Legislative Competence) (Local Government) Order introduces the potential for confusion. A title such as 'National Assembly for Wale (Legislative Competence) (Community Councils) Order or similar is suggested
