Book excerpt: To determine the Marine Corps requirements for the development of an automated combat casualty care system, Naval Health Research Center (NHRC) conducted a rigorous systems analysis of the current methods and procedures used by field medical personnel during combat. This resulted in the functional specifications for a casualty care system and a list of equipment necessary to make it operational. In order to determine the survivability and utility of the elements of the proposed system, it was determined that field testing in a rugged environment was essential. A step-wise approach over an eight-month period allowed for the sequential evaluation and ultimate upgrade of the system and its components. The field tests culminated in a field demonstration where a completely automated system was set up, demonstrated, and subjected to a typical working environment. The system successfully handled patient processing, data transfers, and report generation in a manner superior to the current hand processing methods. The use of such an automated system could relieve between four and six medical personnel from administrative burdens, thus making them available for medical duties. Subsequent workshops have identified specific functional enhancements which could be integrated into an automated system for combat casualty care. The objective was to develop the conceptual design of an automated system that would meet combat casualty care information management requirements to maintain a combat medical history, perform patient tracking and logging functions, and facilitate the continuity of casualty care. A prototype of a Combat Casualty Care Medical Information System (CCC/MIS) was developed and demonstrated by the Naval Health Research Center for the Marine Corps. The system utilized micro-computers and various pieces of peripheral equipment linked together by a Local Area Network (LAN). The specially developed software allowed the system to perform functions which addressed issues identified through a rigorous systems analysis of Fleet Marine Force medical data collection procedures during combat conditions. From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities.
