Book excerpt: An evaluation of groundwater monitoring at non-Nevada Test Site underground nuclear test sites raised questions about the potential for radionuclide migration from the Faultless event and how to best monitor for such migration. With its long standing interest in the Faultless area and background in Nevada hydrogeology, the Desert Research Institute conducted a field investigation in FY92 to address the following issues: The status of chimney infilling (which determines the potential for migration); the best level(s) from which to collect samples from the nearby monitoring wells, HTH-1 and HTH-2; the status of hydraulic heads in the monitoring well area following records of sustained elevated post-shot heads. The field investigation was conducted from July 27 to 31 and August 4 to 7, 1992. Temperature and electrical conductivity logging were performed in HTH-1, HTH-2, and UC-1-P-2SR. Water samples were collected from HTH-1 and HTH-2. Lawrence Livermore National Laboratory (LLNL) also collected samples during the July trip, including samples from UC-1-P-2SR. This report presents the data gathered during these field excursions and some preliminary conclusions. Full interpretation of the data in light of the issues listed above is planned for FY93.

The purpose of the wells at the time of construction was to provide subsurface access for the emplacement, testing, and post detonation evaluations of underground nuclear devices. If contamination is found at any of the 15-surface CASs, the extent of contamination will be determined in order to develop an appropriate corrective action.

The CNTA is located in Hot Creek Valley in Nye County, Nevada, adjacent to U.S. Highway 6, about 48 kilometers (km) (30 miles [mi]) north of Wann Springs, Nevada. The CNTA was the site of Project Faultless, a nuclear device detonated in the subsurface by the U.S. Atomic Energy Commission (AEC) in January 1968. The purposes of this test were to gauge the seismic effects of a relatively large, high-yield detonation completed in Hot Creek Valley (outside the Nevada Test Site) and to determine the suitability of the site for future large detonations. The yield of the Faultless test was between 200 kilotons and 1 megaton. Two similar tests were planned for the CNTA, but neither of them was completed (AEC, 1974).

Book excerpt: This report documents data collection, results, and interpretation of the expedited site characterization (ESC) pilot project conducted from September 1996 to June 1997 at the Central Nevada Test Area (CNTA), Nye County, Nevada. Characterization activities were limited to surface sites associated with deep well drilling and ancillary operations at or near three emplacement well areas. Environmental issues related to the underground nuclear detonation (Project Faultless) and hydrologic monitoring wells were not addressed as a part of this project. The CNTA was divided into four functional areas for the purpose of this investigation and report. These areas include the vicinity of three emplacement wells (UC-1, UC-3, and UC-4) and one mud waste drilling mud collection location (Central Mud Pit; CMP). Each of these areas contain multiple, potentially contaminated features, identified either from historic information, on-site inspections, or existing data. These individual features are referred to hereafter as s̀̀ites. ̀̀The project scope of work involved site reconnaissance, establishment of local grid systems, site mapping and surveying, geophysical measurements, and collection and chemical analysis of soil and drilling mud samples. Section 2.0 through Section 4.0 of this report provide essential background information about the site, project, and details of how the ESC method was applied at CNTA. Detailed discussion of the scope of work is provided in Section 5.0, including procedures used and locations and quantities of measurements obtained. Results and interpretations for each of the four functional areas are discussed separately in Sections 6.0, 7.0, 8.0, and 9.0. These sections provide a chronological presentation of data collected and results obtained, followed by interpretation on a site-by-site basis. Key data is presented in the individual sections. The comprehensive set of data is contained in appendices.

Book excerpt: This Corrective Action Decision Document (CADD) identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 417: Central Nevada Test Area Surface, Nevada, under the Federal Facility Agreement and Consent Order. Located in Hot Creek Valley in Nye County, Nevada, and consisting of three separate land withdrawal areas (UC-1, UC-3, and UC-4), CAU 417 is comprised of 34 corrective action sites (CASs) including 2 underground storage tanks, 5 septic systems, 8 shaker pad/cuttings disposal areas, 1 decontamination facility pit, 1 burn area, 1 scrap/trash dump, 1 outlier area, 8 housekeeping sites, and 16 mud pits. Four field events were conducted between September 1996 and June 1998 to complete a corrective action investigation indicating that the only contaminant of concern was total petroleum hydrocarbon (TPH) which was found in 18 of the CASs. A total of 1,028 samples were analyzed. During this investigation, a statistical approach was used to determine which depth intervals or layers inside individual mud pits and shaker pad areas were above the State action levels for the TPH. Other related field sampling activities (i.e., expedited site characterization methods, surface geophysical surveys, direct-push geophysical surveys, direct-push soil sampling, and rotosonic drilling located septic leachfields) were conducted in this four-phase investigation; however, no further contaminants of concern (COCs) were identified. During and after the investigation activities, several of the sites which had surface debris but no COCs were cleaned up as housekeeping sites, two septic tanks were closed in place, and two underground storage tanks were removed. The focus of this CADD was to identify CAAs which would promote the prevention or mitigation of human exposure to surface and subsurface soils with contaminant concentrations above preliminary action levels. Based on the potential exposure pathways, several risk-based CAAs were developed and evaluated against the individual CAS requirements. It was determined that a combination of the CAAs would be recommended to meet all applicable state and federal regulations for closure of these sites and to eliminate potential future exposure pathways to the TPH-contaminated soils.

Book excerpt: The Central Nevada Test Area (CNTA) is in the Hot Creek Valley of south-central Nevada, approximately 70 miles northeast of Tonopah. The CNTA consists of three parcels totaling 2,560 acres. The parcels are spaced approximately 3 miles apart along a roughly north-south line. The total acreage is currently withdrawn from all forms of appropriation associated with mining laws and leasing. The U.S. Atomic Energy Commission, a predecessor agency of the U.S. Department of Energy (DOE), acquired the CNTA in the early 1960s to develop alternative sites to the Nevada National Security Site (formerly known as the Nevada Test Site) for underground nuclear testing. Three emplacement boreholes (UC-1, UC-3, and UC-4) were drilled on the three parcels at the CNTA for underground nuclear testing. The initial underground nuclear test at CNTA, Faultless, was conducted in borehole UC-1 at a depth of 3,199 feet below ground surface on January 19, 1968. The yield of the Faultless test was estimated to be 0.2 to 1 megaton. Its purpose was to evaluate the environmental and structural effects that might be expected if subsequent, higher-yield underground nuclear tests were conducted in this vicinity. The test resulted in a down-dropped fault block visible at land surface. In addition, seismic results supported the indication that the site was not favorable for larger detonations. The nuclear detonation created a cavity with a radius of approximately 328 feet. The Faultless test did not release any radioactivity at the surface, and no additional tests were conducted at the CNTA.

The suspected contaminants and critical analyte s for CAU 214 include oil (total petroleum hydrocarbons-diesel-range organics [TPH-DRO], polychlorinated biphenyls [PCBs]), pesticides (chlordane, heptachlor, 4,4-DDT), barium, cadmium, chronium, lubricants (TPH-DRO, TPH-gasoline-range organics [GRO]), and fly ash (arsenic). The land-use zones where CAU 214 CASs are located dictate that future land uses will be limited to nonresidential (i.e., industrial) activities. The results of this field investigation will support a defensible evaluation of viable corrective action alternatives that will be presented in the corrective action decision document.

The range in values of excess risk can be reduced with additional field data from the site; however, incorporation of additional data, which would likely be obtained at great expense, is unlikely to result in significant refinement of the results.
