Book excerpt: The removal of fertilizer subsidies, and privatization of importation and distribution networks have been prominent features of recent policy reforms in MADIA countries to reduce budget deficits and the role of the public sector. This paper reviews the reform policies implemented during the 1980s in the MADIA countries and their impact on the development of fertilizer use. In particular, it explores the supply and demand constraints that hinder the process of rapid growth and diffusion of fertilizer use. This study recommends that : 1) donors should undertake long term, untied import support for fertilizers to promote sound intensification of fertilizer use on a sustained basis, 2) food and fertilizer stocks be financed at the national and regional levels to encourage governments to remove intra and inter country restrictions on trade, 3) improving the knowledge base on a location specific basis, especially the relative role of fertilizers vis a vis other more complex resource management needs, and 4) privatization offers great potential for improving fertilizer procurement and distribution.

According to the African Development Bank, agricultural activities comprise around 15 percent of the continent’s gross domestic product (GDP) and agricultural employment represents around 58 percent of total employment in Sub-Saharan Africa. The region’s population is expected to double to 2 billion people by 2050. Along with expected income growth, the population increase will lead to a substantial rise in food requirements. To meet food demand, FAO estimates that agricultural production would have to increase 112 percent between 2013 and 2050. Meeting this demand will not be easy, as agricultural productivity in SSA remains low and shows slow growth. The vast majority of African smallholder farmers produce low-yield food crops using a minimal set of inputs. Inadequate access to improved inputs such as fertilizers presents a major constraint for smallholders. In the region, more nutrients are removed with harvested crops than are applied with fertilizer or manure, resulting in unsustainable soil nutrient depletion. Improved fertilizer use will help to counteract this trend while substantially improving food security.

Book excerpt: Given the central role that agriculture plays in the rural economy of Africa, several countries have implemented supply– and demand-driven policies and programs to promote sustainable fertilizer use, with mixed results. However, not much has been said about the market structure or competitive behavior along the supply chain in the highly concentrated fertilizer industry, nor about how this affects fertilizer uptake in the region. Globally, the industry has only a few producers, and African countries are highly and increasingly dependent on imported fertilizer. Locally, fertilizer distribution channels are also characterized by a limited number of market actors, often with a poor dealer network.

Book excerpt: This open access book discusses the current role of smallholders in connection with food security and poverty reduction in developing countries. It addresses the opportunities they enjoy, and the constraints they face, by analysing the availability, access to and utilization of production factors. Due to the relevance of smallholder farms, enhancing their production capacities and economic and social resilience could produce positive impacts on food security and nutrition at a number of levels. In addition to the role of small farmers as food suppliers, the book considers their role as consumers and their level of nutrition security. It investigates the link between agriculture and nutrition in order to better understand how agriculture affects human health and dietary patterns. Given the importance of smallholdings, strategies to increase their productivity are essential to improving food and nutrition security, as well as food diversity.

Book excerpt: "Fertilizer Use in African Agriculture : Lessons Learned and Good Practice Guidelines summarizes the findings of a major study undertaken by the World Bank to Identify promising policy options for promoting increased fertilizer use in Africa, with the ultimate goal of boosting agricultural productivity in smallholder farming systems and reducing poverty. The book summarizes lessons learned from past efforts to promote fertilizer in Africa, provides an overview of the current state of knowledge about technical aspects of fertilizer use in Africa, and presents good practice guidelines for promoting sustainable increases in fertilizer use. The good practice guidelines - which form the basis of an interactive policymaker's tool kit included on a CD accompanying the book - relate not only to the more focused problem of encouraging increased fertilizer use by farmers, but also to the broader challenge of creating the type of enabling environment that is needed to support the emergence of efficient, dynamic and commercially viable fertilizer marketing systems."--Résumé de l'éditeur.

Book excerpt: This paper assesses whether fertilizer subsidy programs can be better targeted to resource-poor farmers using the case of Ghana and proxy means test approaches. Past fertilizer subsidy programs in the country have not been particularly targeted to the poor, even as targeting poor and smallholder farmers has become key in the program implementation guidelines. As a result, many poor farmers have not benefited from past programs. Our results show that targeting approaches based on proxy means tests that use the correlates of poverty to select beneficiary farmers can potentially improve the poverty outreach and costeffectiveness of Ghana’s fertilizer subsidy programs. Therefore, we propose that the proxy means test approach should be considered for implementing Ghana’s fertilizer subsidy programs, first in a pilot project involving a few communities, and later, if found successful, in a full-scale program.

Book excerpt: This study examines the role of research in agricultural policy making in Malawi at a time when the Africa Union and the New Partnership for Africa’s Development have been seeking to promote greater evidenced-based decision making in agriculture. Drawing on both theory and actual past experiences documented in the literature, results are intended to improve our understanding of the extent to which research has played any role in influencing policy change in Malawi. This is done in the context of the evolution of the country’s fertilizer subsidy policies. Results point to some general lessons. First, strengthening the Ministry of Agriculture’s capacity for policy analysis and becoming more proactive in the policy process proved critical in the earlier years of Malawi’s long history of fertilizer subsidies. Second, the government’s experience of bargaining with donors may have actually strengthened its own ability to position and assert its legitimacy in shaping policies. Third, while research may have played a historically marginal role, researchers have been able to influence policy choices whenever a window of opportunity arose for technical input—such as at times of crisis. However, researchers would also benefit from engaging more with the policy debates and policymaking process. Finally, while the paper draws on existing theoretical frameworks to understand the role of research in the policy process more generally, a better framework still needs to be developed in describing the standard experiences and realities of the African agricultural policy landscape.
