The book argues that these patterns have enabled the resilience and survival of authoritarianism in the country, and have led to the failure of democratization. Ethnic conflict in Ethiopia stretches back to the country’s imperial history. Competing nationalisms begin to emerge towards the end of the imperial era, but were formalized by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) from the 1990s onwards. Under the EPRDF, ethnicity and language classifications formed the main organizing principles for political parties and organizations, and the country’s new federal arrangement was also designed along ethnic fault lines. This book argues that this ethnic federal arrangement, and the continuation of an elite political culture are major factors in explaining the continuation of authoritarianism in Ethiopia. But, there is no any single study has conducted to look at the practical serene coexistence of Ethiopian federal system and the right to freedom of movement and residence. Thus, the main issue addressed in this paper is whether the federal system has implemented properly in congruent with the right to freedom of movement and residence of individuals in Ethiopia. The thesis has also tried to explore whether the institutions put in place to safeguard the right to freedom of movement and residence has worked efficiently and effectively by way of giving the required remedy in case of violation. In doing so the writer has analyzed cases with integrating interview responses as well as explores other countries experiences. After conducting serious analysis, the writer has, eventually, reached to the following findings: ethnic federal setup of Ethiopia has practically negative implication on the right to freedom of movement and residence; ethnic based political parties are also responsible for the violation due to their contribution to the increasing ethnic consciousness of the society. Governmental safeguard institutions are not properly safeguarding this right from the pitfall of Ethiopian ethnic federal system; Misuse of ethnicity for political game by the ruling EPRDF party has aggravated the impact of ethnic federal system on the violation of such freedom.

This paper attempted to conceptualize federalism as a tool for ethnic diversity accommodation through reviewing the existing literature on federalism, FDRE and south regional state constitution, city proclamations, and primary data from interview made and with researchers’ interpretive arguments. The finding reveals that federalism at city government status contributes to accommodate rights, interests, needs and claims of competing ethnic groups, especially of ethnic minorities better at kebele institutional structures than at city institutional structures. At city institutional structures the indigenous groups are better protected rather than the non indigenous groups. Hence, the success of this process highly depends on the mechanisms adopted for sharing powers and responsibilities; the nature, subject and degree of decentralized power; and the willingness of authorities to allow the groups to exercise those powers, with other factors. Finally, This Paper tries to recommend complementary legal instrument for farther enhancement of ethnic diversity accommodation at city government status.
