Widner charts the transformation of the Kenya African National Union (KANU) from a weak, loosely organized political party under Jomo Kenyatta into an arm of the president's office, with "watchdog" youth wings and strong surveillance and control functions, under Moi. She suggests that single-party systems have an inherent tendency to become "party-states," or single-party regimes in which the head of state uses the party as a means of control. The speed and extent of these changes depend on the countervailing power of independent interest groups, such as business associations, farmers, or professionals. Widner's study offers important insights into the dynamics of party systems in Africa. Identifying fundamental principles and concepts of ecosystems sci ence and the determination of their importance in understanding and pre dicting the responses of ecosystems to stress, the description of the basic mechanisms that operate within ecosystems, and an examination of the stability of ecosystem structure and function in the face of stress. 2. Testing the applicability of those theoretical concepts to problems of concern to the EPA through a consideration of retrospective and other case studies. In line with these goals, the Hudson River ecosystem provided the basis for the first major retrospective study undertaken by the ERC. The goal of the project was to develop recommendations concerning how ecosystem monitoring can and should be carried out in support of EPA's regulatory responsibilities. Our hope was and is that the experience gained from this study will be broadly applicable to a range of manage ment problems involving estuarine ecosystems, and will lead to more effective regulation.

As the invincible pitcher of the Boston Club, previous to the formation of the National League, his book of so many pages is an interesting record of events dating from the beginning of the great American pastime. It is not exactly a history of the game, but deals largely with incidents during the author's career, who was a player in the late 1860s and early 1870s, and helped organize the National League in 1876. One chapter, devoted to sundry topics, gives an account of the sale of the immortal "King Kelly," the original "$10,000 beauty," by Chicago to the Boston Club in the late 1880s. Other Chapters are devoted to the literature of the game, quoting several instances of the baseball paragrapher's art and also specimens of the distinct poetry of the pastime, of which "Casey at the Bat" is probably the most widely known. The Cincinnati Red Stockings Mr. Spalding gives credit as being the pioneer professional organization. It was not, however, until 1871 that professional baseball playing, as recognized today, was instituted. Mr. Spalding shows how cricket could not do for Americans. He says it is suitable for the British temperament, but not for the Yankee hustling spirit. He also tells how he worked into the game through a one-handed catch when a small boy. To lovers of baseball, whose name is legion, and whose number increases yearly, this book comprises in itself a whole library of useful information.

Book excerpt: Kenya is one of about 42 African countries which have enacted framework environmental laws. 14 January 2000 was the Date of Commencement of the Environment Management and Co-ordination Act (EMCA) after its adoption in December 1999 and receipt of Presidential Assent on 6 January 2000. From that date, all sectoral laws were expected to be reviewed or amended to ensure consistency with the requirements of EMCA. Under Section 148 of EMCA: "Any written law, in force immediately before the coming into force of this Act, relating to the management of the environment shall have effect subject to modification as may be necessary to give effect to this Act, and where the provisions of any such law conflict with any provisions of this Act, the provisions of this Act shall prevail". This book is an appraisal of the extent to which this provision has been implemented. It critically analyses environmental law in Kenya with a view to identifying the convergences and divergences between select sectoral laws and EMCA. The ultimate objective is to support internal harmonization of the corpus of environmental law in Kenya.
