The first task of to-day is the efficient and unresting prosecution of the war to a successful end, and no other question. Howsoever important in itself, should be allowed to interfere with that endeavour. Yet, as experience so far has shown. The silver bullet is as effective as the lead one, and if the war drags on indefinitely. Financial strength and soundness will be not least among the determining ele ments. With Great Britain compelled to give four and a half per cent. For money, our own borrowing is bound to become more difficult, and the question of ways and means more seri ous than in the easy-going past. And quite aside from the demands of the war, there is urgent need for at least discuss ing now how we are to meet the demands of the reconstruction period after the war is over. Book excerpt: Excerpt from Prentice-Hall Tax Service for 1919 This allowance is not based upon the difference between the actual war cost of such facilities and what they would have cost at pre-war prices. Obviously the taxpayer is not entitled to recover or extinguish through amortization more than the difference between the war cost of such property and what he can sell the property for after the war, or if he continues to need and use it in his business, what it would have cost him after the war. As the rule is expressed in Article 183 of the Regulations: The total amount to be extinguished by amortization, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value (either for sale or for use as part of the plant or equipment of a going business) under stable post war. Book excerpt: Excerpt from The Federal Reserve System and the Banks The more important this market grows, the stronger will be the position of the Federal Reserve Banks, for the greater or lesser volume of purchases of such accept ances will Offer one of the Federal Reserve Banks' most efiective means of exercising a wholesome influence upon the fluctuation of interest rates. As normal conditions are reestablished in the world, this acceptance market will become an important factor in protecting our ex change position with foreign countries and, incidentally, our gold holdings. It has taken some time to develop this market, but I am confident that, from now on, its growth will be rapid. One of the obstacles that made the start difficult was found in the fact that many accept auces, which are made for the purpose of financing im portations and exportations, have to be drawn and sold in foreign countries. Book excerpt: Excerpt from An Examination of the Federal Role in School Finance This line of argument, while repeated frequently in many subsequent law suits and within state legislatures, is now understood to be flawed. The flaw is not in the laudable goals behind past and current school finance policy discussions. The debate recognizes problems with both the overall trend in school performance and the inequities that currently exist - and these problems become the motivation for the subsequent calls to action. The flaw in the traditional school finance debate is that the entire discussion centers on funding and school spending. Spending is (often implicitly) equated to school quality or performance. The difficulty is that, despite the continual increases in the level of spending and declines in the variation of spending across districts that we have observed, the performance problems continue. It also ignores the substantial scientific evidence that shows little relationship between performance and resources employed in schools. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Development of Federal Reserve Policy Owing to the unusual character of the period during which its policy has been developed, many misconceptions have become current regarding the nature and purpose of the Federal Reserve banking system. Some of these misconceptions are so far-reaching as to create serious difficulties for its management. No central banking system can be administered efficiently in an atmosphere of prejudice and misunderstanding. The business public, in its appraisal of the system's management, must be led to apply the tests of sound principles of economics and finance rather than those merely of immediate, individual advantage. It, accordingly, has been the writer's endeavor to do what little his capacities permit to stimulate a proper spirit of inquiry regarding Federal Reserve matters. It has appeared to the writer that a careful examination of the development of the reserve system could be made most opportunely by one not connected with its management. As a minor spur to the writer's efforts there has been the belief that no study offers superior opportunities for investigating the working of the principles of money and credit under contemporary conditions of business and industry. While the book was written for the general reading public, rather than for classroom purposes, it may serve as a second book to follow the reading of one of the elementary texts in college courses in Money and Banking. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Outlines of Public Finance I. Public Finance Has Distinguishing Characteristics. - Man is by nature a social being, and consequently seeks the association of his fellow creatures. As this association develops and becomes more complex, the need for establishing and enforcing certain regulations appears, and governments are inaugurated to safeguard property and insure the orderly conduct of the com munity. The extent of governmental activities depends largely Upon the degree of advancement in civilization. Among the primitive and backward peoples, the functions of governments are few and ill defined; whereas in highly civilized states they are numerous and, although often Very complex, they are, nevertheless, well defined. The march of progress in the development of government is from the Simple to the complex, and the more complex the organization the more numerous and difficult are the problems which present themselves. The members of an advanced social group frequently fail to comprehend the extent to which they are indebted to their government for the services which it renders them. The Constitution of the United States, for ex ample, guarantees to the citizen the protection of life, liberty, property, and the pursuit of happiness; yet he often forgets that this guarantee entails the maintenance of armies and navies, of legislatures and judicial systems. Book excerpt: Excerpt from Restructuring of the Federal Government The rif costs are more substantial because, of course, we have to pay severance pay and unemployment costs. We have to pay the salary for those who are bumped, and they keep their same level of salary, and the transfer of station costs, as opposed to a buyout, which will only be a severance pay lump sum cash allow ance and a 9 percent payment to the retirement fund. So, again, the difference to rif 850 employees in the Forest Service is million, as opposed to buyout of million, and that is an incredible difference. If reduction in force is used, there will be a disproportionate loss to women, minorities, and our younger workers in general, and we have been striving over the last several years at the usda to in crease our representation of women and minorities in our work force. Regrettably, if we have to resort to rifs, we will lose some of these gains. In fact, California, Region 5 of the Forest Service, has been under a consent decree to increase the numbers of its women employees. So at the usda, we would like to have authorization for use of this buyout as early as possible this year if we are to be able to finance the payments and avoid salary and benefits expenses for Fiscal Year 1995 and beyond. Confidence must then be reassured and the commotion calmed before the credit system will resume its former regular mode of operation. Cash, or legal tender money, is the best assurance which the credit sys tem can have, but when financial alarm is aroused, it is found that there is only one quarter or one sixth or one eighth or one sixteenth of the cash on hand needed to meet all demands. Book excerpt: Excerpt from The Home Market and the Federal Surplus In the administration of finance the revenue should not rise above the expenditure. If substantial equality can not be maintained, a slight deficit is preferable to a marked excess, since the latter subjects the government to the reproach of an unjust tax-gatherer. Yet a surplus is sometimes taken as a sign of government wealth; in truth it is rather a Sign of unthrift on the part of the tax payer. This notion of government wealth is in itself the parent of misconceptions which go to the root of our democratic institutions. Our government possesses no wealth which can be applied to general public wants. And this not alone in the abstract sense that in a democratic state as the government itself is of the people so are its possessions, but in the fact that the property to which the government holds title is not a source of net income. The government owns ships, buildings, material, etc., practically inconvertible. It holds the title to a vast domain which as a financial investment has proved a failure, since the cost of its acquisition and develop ment already exceeds the receipts from sales by about This domain has been at times treated as a source of general revenue; again, as the spoil of corpora tions; but the true policy is to develop the land for its highest destination, its purchase at low, even nominal prices, by actual settlers who in time build up self-sup porting States.
