Book excerpt: This book examines the fundamental role of politics in funding our public schools and fills a conceptual imbalance in the current literature in school finance and educational policy. Unlike those who are primarily concerned about cost efficiency, Kenneth Wong specifies how resources are allocated for what purposes at different levels of the government. In contrast to those who focus on litigation as a way to reduce funding gaps, he underscores institutional stalemate and the lack of political will to act as important factors that affect legislative deadlock in school finance reform. Wong defines how politics has sustained various types of "rules" that affect the allocation of resources at the federal, state, and local level. While these rules have been remarkably stable over the past twenty to thirty years, they have often worked at cross-purposes by fragmenting policy and constraining the education process at schools with the greatest needs. Wong's examination is shaped by several questions. How do these rules come about? What role does politics play in retention of the rules? Do the federal, state, and local governments espouse different policies? In what ways do these policies operate at cross-purposes? How do they affect educational opportunities? Do the policies cohere in ways that promote better and more equitable student outcomes? Wong concludes that the five types of entrenched rules for resource allocation are rooted in existing governance arrangements and seemingly impervious to partisan shifts, interest group pressures, and constitutional challenge. And because these rules foster policy fragmentation and embody initiatives out of step with the performance-based reform agenda of the 1990s, the outlook for positive change in public education is uncertain unless fairly radical approaches are employed. Wong also analyzes four allocative reform models, two based on the assumption that existing political structures are unlikely to change and two that seek to empower actors at the school level. The two models for systemwide restructuring, aimed at intergovernmental coordination and/or integrated governance, would seek to clarify responsibilities for public education among federal, state, and local authorities-above all, integrating political and educational accountability. The other two models identified by Wong shift control from state and district to the school, one based on local leadership and the other based on market forces. In discussing the guiding principles of the four models, Wong takes care to identify both the potential and limitations of each. Written with a broad policy audience in mind, Wong's book should appeal to professionals interested in the politics of educational reform and to teachers of courses dealing with educational policy and administration and intergovernmental relations.

Available in PDF, EPUB and Kindle. Book excerpt: Al Ramirez writes on the subject of how the public schools in the United States are financed and how other funds are raised for educational programs in elementary and secondary schools. A context for public school finance is provided throughout the volume by grounding each topic in historical, policy, political, and common practice, so the work spans both the theoretical and practical aspects of the subject matter. The text is written primarily for graduate students in programs for education leadership, administration, policy studies, public administration, public finance and public accounting. The content will also serve as a resource for practitioners and education policy leaders, e.g., school board members, foundation program officers, legislators, and policy analysts at the local, state and national levels. Each chapter is structured so as to enhance the book's value to pre-service students preparing for entry-level school administration positions as well as candidates for advanced degrees who need more research based theoretical content on school finance. The author recognizes that each state has its own unique funding approach and guides readers to state resources that supplement the books content.

Book excerpt: Excerpt from State Policies in Public School Finance The vast increases in school expenditure revealed by Table 1 are the result of the interaction of many different factors - the rapid increase both in total and in school population, the lengthening of the legal school year, the extension and increasingly effective enforcement of compulsory education laws, the placing by the community upon the school of a larger and larger number of functions, resulting In the introduction of many new types of studies and activities. It is impossible to consider here these various factors and the part they have played in increasing school costs. We may, however, show what is perhaps the most influential of all the above factors, namely, the growth in average attendance. In like manner, the increase in the annual average expenditure per Child epitomizes the net result of the interaction of most, if not all, of the factors at work} Data bearing upon these two factors are gathered together in Table 2, which shows by 10-year periods the increase from 1870 to 1918 in (1) the number of children in average attendance, (2) the annual expenditure per child in attendance, (3) the total annual expenditure. Book excerpt: The National Education Finance Academy has once again convened university faculty members, state-level administrators, officials from state level chapters of the Association of School Business Officials, and others to provide a single-volume reference of school funding mechanisms for each of the states, the District of Columbia, Indian Country, and the US territories. This volume supplements the annual “state-of-the-state” profiles produced by the National Education Finance Academy so that educators, policymakers, and researchers can have access to accurate and concise information on how K12 education functions are supported across multiple jurisdictions. In addition, each profile addresses state level efforts to provide education funding to support schools during the COVID- 19 pandemic. The second edition expands upon groundbreaking work in the first edition, which for the first time reported comprehensively on the multiple jurisdictions and mechanisms impacting funding for Native American students, by also reporting on policies and funding mechanisms for public schools in US Territories.

Book excerpt: Spending on K-12 education across the United States and across local school districts has long been characterized by great disparitiesâ€"disparities that reflect differences in property wealth and tax rates. For more than a quarter-century, reformers have attempted to reduce these differences through court challenges and legislative action. As part of a broad study of education finance, the committee commissioned eight papers examining the history and consequences of school finance reform undertaken in the name of equity and adequacy. This thought-provoking, timely collection of papers explores such topics as: What do the terms "equity" and "adequacy" in school finance really mean? How are these terms relevant to the politics and litigation of school finance reform? What is the impact of court-ordered school finance reform on spending disparities? How do school districts use money from finance reform? What policy options are available to states facing new challenges from court decisions mandating adequacy in school finance? When measuring adequacy, how do you consider differences in student needs and regional costs?

Strategies for using school finance in support of broader reforms aimed at raising student achievement. This book contains a comprehensive review of the theory and practice of financing public schools by federal, state, and local governments in the United States. It distills the best available knowledge about the fairness and productivity of expenditures on education and assesses options for changing the finance system.

Available in PDF, EPUB and Kindle. Book excerpt: Diverse economic, social, and legal concerns have brought renewed attention to the problem of financing public schools. The primary economic concern is preparing students to compete successfully in the international marketplace. The change in demographics of the United States also is a major social concern for education. Legal concerns focus on school financing systems that are equitable to students and taxpayers, and on providing adequate school funding. Despite complex state school-financing formulas, questions remain about what to fund, spending levels, revenue sources, and support from different levels of government. The answers to funding questions must be reached within the context of how schools function as well as the demographic, political, economic, social, and legal factors influencing school funding. This book is intended to help both educators and the general public better understand public school finance. Chapter topics include the context for public school finance, demographics and education, school finance policy goals and outcomes, state school finance equalization systems, the courts and school finance, taxation and sources of revenue for schools, and issues in public school finance. References accompany each chapter. (JPT)
