(ABB-ES), prepared this Feasibility Study (FS) Report for Area of Contamination (AOC) 43G at Fort Devens, Massachusetts in accordance with the U.S. Army Environmental Center (USAEC) Contract DAAA15-91-D-0008, Delivery Order 005. On December 21, 1989, Fort Devens was placed on the National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Supertund Amendments and Reauthorization Act (SARA). In addition, under Public Law 101-510, the Defense Base Realignment and Closure (BRAC) Act of 1990, Fort Devens was selected for cessation of operations and dosure. In accordance with these acts, numerous studies, including a Master Environmental Plan (Biang et al., 1992), Enhanced Preliminary Assessment, and Site Investigations (Sis) have been conducted which address potential areas of contamination referred to as Study Areas (SAs) at Fort Devens. A current total of 76 SAs have been identified and placed in 13 priority groups. These SAs are subject to a Federal Facility Agreement (FFA) (Interagency Agreement AG) between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA) for environmental investigations and remedial actions (USEPA, 1991a).

(ABB-ES) at Fort Devens between May 1992 and January 1994 at twelve Study Areas (SAs) and nineteen historic gas station sites in Groups 2 and 7. As a result of the SI for SA 57 in Group 2, SA 57 was divided into two areas of concern. Area 1 was identified as the storm drain outfall (at Cold Spring Brook) which drained the Building 3713 area. Area 2 was defined as the drainage swale associated with Building 3757, and immediate surrounding area, including a portion of Cold Spring Brook downstream from Area 1. Area 1 has subsequently been included for study under the installation-wide AREES-70 storm water study. Based on the SI findings, and results of a subsequent removal action, a remedial investigation and feasibility study (RI/FS) has been recommended at SA 57/Area 2. This Draft Work Plan provides a history of investigation activities and findings at SA 57, and outlines proposed plans for the RI/FS. In this Work Plan and all subsequent plans and reports, SA 57 will be referred to as Area of Contamination (AOC) 57. ABB-ES will conduct RI and FS activities at AOC 57 in accordance with the plans and rationale presented in the Work Plan and in conformance to the methods, procedures, and requirements set forth in the Final Project Operations Plan (POP) prepared by ABB-ES for activities conducted at Fort Devens.

Both AOC 4 and 18 are located within the bounds of the Shepley's Hill Landfill. landfill operations at Shepley's Hill landfill began at least as early as 1917 and stopped as of July 1, 1992. The landfill received household and military refuse, and during its last few years of use, operated using the modified trench method. From 1941 until the late 1940s ash from the sanitary landfill incinerator was buried in the landfill.

This FS is intended to identify and establish cleanup objectives for contaminated media, to evaluate and refine a list of alternative technologies that are being considered to remediate the contaminated sites, and to analyze in detail a short list of feasible alternatives. E & E conducted a Remedial Investigation (RI) of AOCs 32 and 43A and collected samples of environmental media to characterize the sites and to support ecological and human health risk assessments. Future use of the AOCs in Functional Area II (the Main Post) is expected to be of an industrial nature, similar to the current use of the sites. These expected uses were considered when the risk assessments for Functional Area II were developed.

(ABB-ES) has prepared this Remedial Investigation (RI) Report on Area of Contamination (AOC) 43J, the former waste oil and historic gas station gasoline underground storage tank (UST) in the 10th Special Forces motor pool, at the Fort Devens U.S. Army Installation, Massachusetts (Fort Devens) to support Task Order 005 of Contract DAAAl5-91-D-0008 with the U.S. Army Environmental Center (USAEC). This RI Report details the results of the RI and previous investigations completed at the AOC 43J,- which were completed in accordance with relevant U.S. Environmental Protection Agency (USEPA) and USAEC guidance. Fort Devens is currently on the National Priorities List (NPL) and AOC 43J is considered a subsite to the entire installation. The RI field investigation was conducted at AOC 43J during September and October 1994 and included a seismic survey, subsurface soil sampling for field analysis at 47 locations using ABB-ES' TerraProbe% system, installation of six water table groundwater monitoring wells, completing 15 soil borings with subsurface soil sampling for field and off-site laboratory analysis, and two rounds of groundwater sampling from six new and seven existing monitoring wells. The scope of work for this RI at AOC 43J was specified by the USAEC based on previous studies and investigations, and USEPA and Massachusetts Department of Environmental Protection (MADEP) comments on previous investigations and reports. USAEC directed this RI at Fort Devens to evaluate the nature and distribution of the contamination in soil and groundwater downgradient and crossgradient of the former waste oil -and historic gas station UST. In general, the efforts associated with this RI have generated a conceptual model that identifies the source of the detected soil and groundwater contamination to be waste oil and gasoline floating on the water table and in the soil at and directly east (downgradient) of, the former UST locations.

Book excerpt: Due to the presence of contamination in soils at the Cannibalization Yard (SA 44) and the Table of Distribution and Allowances (TDA) Maintenance Yard (SA 52), these two sites were designated as AOCs and are being looked at as one operable unit. The USAEC has directed ABB-ES to conduct a FS for the unsaturated soils in AOCs 44 and 52. Should investigation indicate that groundwater has been affected by AOCs 44 and 52 soils, remediation of groundwater will be addressed under a separate operable unit. As part of this Feasibility Study, general response objectives were formulated for the soils based on contaminants of concern defined during the Site Investigation, quantitative risk evaluation, and analysis of site-specific applicable or relevant and appropriate requirements. The following general response objectives were identified for the soil medium at AOCs 44 and 52: * Minimize direct contact/ingestion and inhalation with AOCs 44 and 52 surface soils which are estimated to exceed the USEPA Superfund target range of 1E-4 to 1E-6 excess cancer risk for carcinogens. * Reduce off-site run-off of contaminants that might result in concentrations in excess of ambient surface water quality standards and in background concentrations in sediments. Reduce or contain the source of contamination to minimize potential migration of contaminants of concern which might result in groundwater concentrations in excess of the Maximum Contaminant Levels. Specific remedial action objectives were developed and response actions for soils in AOCs 44 and 52 were then developed and include the following: No Action, Limited Action, Containment, In-situ Treatment, Collection/Removal, Treatment, and Discharge/Disposal.
