Book excerpt: In response to a Headquarters Air Force Logistics Command thesis proposal, this research demonstrated the feasibility of measuring technical productivity in a depot maintenance environment. Linear fractional programming techniques called Data Envelopment Analysis (DEA) and Constrained Facet Analysis (CFA) were used to show that the productivity of not-for-profit maintenance organizations can be reliably measured and directly supportive of management decision making. DEA/CFA analyses can measure multiple inputs and outputs simultaneously and display results in an easily understood format. This research stresses close cooperation between modelers and managers in selecting input/output variables so that information derived from the analysis can be used effectively. The results of this research were accepted by using managers as accurate, simple and useful in their decision making. Additionally, DEA/CFA techniques appear to have a wide range of potential uses in many Air Force organizations where productivity, capacity and resource allocation analysis are needed. (Author).

Book excerpt: This thesis developed from a recommendation by an earlier research effort, sponsored by HQ AFLC, to expand the application of Data Envelopment Analysis (DFA) and Constrainted Facet Analysis (CFA) to measure technical productivity in a depot level maintenance environment. Two levels of productivity within an Air Logistics Center, the Resource Cost Center (RCC) and the Section, which is composed of several RCC, were analyzed to support management decisions for improving the efficiency of production. Each organization was analyzed over a time period of twelve quarters. This research proved the DEA/CFA model is an effective tool for total productivity measurement and demonstrated the need for careful selection of input/output measures. The use of the DEA/CFA model and results of this research were accepted by management as a useful method for analyzing, the productive efficiency of an organization and determining the impact of sub-units (RCCs) on the overall productive efficiency on the next level up (Section) in the organization. Book excerpt: This research advances the application of the Data Envelopment Analysis (DEA) and the Constrained Facet Analysis (CFA) models to measure total factor technical productivity on maintenance levels above the Cost Center at Headquarters Aerospace Guidance and Metrology Center (HQ AGMC/MA). Input resources consumed and output quantities produced for eighteen Cost Centers, five Branches, four Divisions and the Directorate within AGMC/MA were collected, evaluated aggregated and applied to the DEA/CFA models for the Fiscal Year 1983 through the second quarter of the Fiscal Year 1985. Eleven Cost Centers, four Branches, two Divisions and the Directorate were then compared against themselves over those ten observation quarters and the analyses were discussed and validated by different HQ AGMC/MA management levels. The results of this research were deemed acceptable by these using managers as a useful aid to their decision making and demonstrates the capability of the DEA/CFA models to measure total factor technical productivity on maintenance levels above the Cost Center.

Book excerpt: The objective of this research was to measure the productivity of the Tactical Air Command's Accounting and Finance Offices (AFOs) for calendar years 1983-1985. Two separate approaches, both using a methodology called Data Envelopment Analysis (DEA) as their base, were used to measure productivity changes over this period. Both approaches (windo analyses and program versus managerial efficiency) used a two input, seven output DEA model for the analyses. The window analyses approach is analogous to smoothing techniques used in econometrics and involved subdividing the annual data into quarterly data and creating moving windows consisting of three quarters of data for each AFO. The program versus managerial approach eliminated managerial inefficiencies for each year and then compared each year's activity (program) for productivity changes that were programmatic. Productivity changes were checked through the use of regression analyses. Even though each approach showed signs of productivity increases, the corresponding statistical tests failed to provide conclusive evidence to support an actual increase during this period.

Book excerpt: This investigation measures the productivity (efficiency) of the San Antonio Air Logistics Center, Aircraft Division between October 1983 to May 1985. This thesis consisted of developing a multiple input, multiple output Data Envelopment Analysis (DEA) model and a multiple input single output regression model to measure productive efficiency. The data base consisted of time series data drawing only from the Aircraft Division. The results of the DEA models showed the Aircraft Division to be 100 percent relative efficient during four of the 20 months studied as well as five out of the seven quarters. Extensive interpretations of the DEA results was restricted due to having data for only 20 months. The regression analysis only showed that perhaps total labor hours (direct labor hours + overtime hours) could be a predictor of total aircraft produced. No regression model for measuring productivity could be developed from the data due to the limited availability of data. Book excerpt: This monograph describes a model for evaluating the combined capacity of organic (U.S. Air Force owned and operated) and contractor maintenance assets to meet aircraft programmed depot maintenance (PDM) workloads. The PDM Capacity Assessment Tool (PDMCAT) forecasts the average number of aircraft that will be in PDM status each year over several decades, based on the initial number of aircraft in PDM status, the physical capacity of the facility or facilities (number of docks available for conducting PDM work), the PDM induction policy (the period allowed between the completion of one PDM and the start of the next), and the minimum hands-on flow time (the minimum time it would take a facility to complete a PDM if only one aircraft were in PDM status). While not directly part of the model, the derived induction data can be used to estimate both near- and long-term obligation authority requirements for different induction policies, labor rates, and workload forecasts. To illustrate the model's operations and capabilities, we applied the model to evaluate the U.S. Air Force's current capacity for supporting KC-135 PDM and examined several options for improving both near- and long-term availability. In the process, we discovered that, while future annual fleet costs increase and availability decreases with age and workload, they do so rather less rapidly because the aircraft induction rates (the number of aircraft inducted each year) decrease as the PDM flow time increases. This leads to a less-drastic cost and availability forecast than usual.
