Book excerpt: Many developing countries are looking to tourism as a potentially promising avenue for economic and human development. This is a relatively new position for some countries, and reflects the rapid increase in tourism in terms of both numbers of arrivals and revenues for several economies in recent years. FDI is one of the routes through which developing countries can carry out tourism, but the dynamics of FDI in this dynamic sector, and its implications, have been relatively little studied. A significant part of tourism's development potential stems from the fact that it links together a series of cross-cutting activities involving the provision of goods and services such as accommodation, transport, entertainment, construction, and agricultural and fisheries production. On the other hand, tourism is a sensitive sector that is vulnerable to external shocks - economic, environmental and political - as well as potentially creating problems of its own. Contrary to common perceptions, one finding of this study is that FDI in tourism is relatively low, compared to other globalized activities (including services such as telecommunications or finance), and compared to domestic investment. FDI exists in only a small number of the many diverse activities that comprise what could be called the "international tourism economy". The main investments are in hotels and restaurants, with little FDI in airlines (although this is growing) and in high profile and important activities such as tour operations or global reservation systems. Tourism-related FDI is also largely concentrated in developed countries.

Assesses the trade-investment nexus and analyzes the effect of FDI in countries’ GVC participation and upgrading at the country level. 2. MNCs shape GVC development. Highlights MNCs' contribution to global economy and how their business strategies shape the evolution of GVCs. The chapter also compares MNCs' business strategies in terms of outsourcing and offshoring, risk mitigation and increasing market power across GVC archetypes. 3. Domestic firm perspectives on GVC participation. Looks at the various paths domestic firms can take to internationalize their production and trade. Investigates domestic firm characteristics that predict higher GVC participation, and the effect of GVC participation on firm performance. 4. Investment policy and promotion: what is in a government’s toolbox? Summarizes the various policy instruments governments have at their disposal to help attract MNCs to their country and facilitate GVC participation of domestic firms. 5. Integrating countries into GVCs. Draws on a range of case studies to illustrate how governments can develop coherent strategies and policy packages to integrate their countries into GVCs. 6. FDI and GVCs in the wake of COVID-19. Reflects the impact of COVID-19 on FDI and GVCs, the response from multinationals and suppliers, and the implications for GVC reconfiguration. In addition, there are seven case studies that offer more nuanced analysis on the GVC participation in selected countries and sectors: • Five qualitative case studies: Five countries have been selected that managed to use FDI to stimulate GVC participation using a range of approaches. By design, these five countries also cover five different GVC archetypes. These countries are: (1) Kenya (horticulture); (2) Dominican Republic (textiles); (3) Mauritius (tourism); (4) Malaysia (electronics); (5) China (software). • Two quantitative case studies: Rwanda, West-Bengal (India). Book excerpt: International tourism is one of the largest export industries in a great number of developed and developing countries. In many of the latter it is the main source of foreign exchange revenues. The tourism literature tends to ascribe to transnational corporations (TNCs) and foreign direct investment (FDI) a large and often dominant role in international tourism of developing countries. References - usually general, not substantiated with data - to a very high or even excessive dependence of developing countries' tourism on foreign ownership are frequent. This contrasts with an almost total lack of interest in tourism in TNCs and FDI literature. Except for a few articles, usually very old, on the hotel industry, the TNC literature, which typically examines thoroughly industries with significant TNC roles, has not paid much attention to tourism. Furthermore, an increasing number of developing countries has been trying, with mixed success, to attract FDI into tourism. Is there then too much or too little FDI in tourism in developing countries? This may, of course, vary from country to country, but if there is "too much", what would be policy implications? Should countries with too much FDI try to reduce it or, at least, not to let it grow, by imposing, for example, entry restrictions on foreign investors in tourism? This would be out of line with the dominating trend in developing countries' FDI policy, which has not only been, for some two decades, its liberalization, but increasingly, also FDI promotion. The purpose of the paper is, applying concepts, definitions and methodologies from the TNC literature, to look into some of these puzzles, especially those related to the role of TNCs and FDI in tourism in developing countries. Given the prominence attributed to TNCs, how globalized is tourism in terms of foreign ownership and the role of foreign affiliates, as compared to other industries? If TNCs are so dominant in tourism in developing countries, and tourism is a large or often one of the largest activities in these countries, tourism should also be one of the largest FDI industries, accounting for a high share of foreign capital inflows. The paper, after addressing these questions, examines also the impact of FDI in the hotel industry and includes a case study on the role of FDI in Tanzania's tourism.

As there is a widely accepted belief that tourism plays a fundamental role for developing countries to achieve economic growth and development, tourism development has become an important target for most governments, especially in developing countries. Foreign Direct Investment (FDI) is an important source of capital for the development of the tourism sector in any country. The study investigated the causal relationship between foreign direct investment in tourism (FDIT) and the number of foreign tourist arrivals (TOUR) in Sri Lanka/Foreign Exchange Earnings from Tourism (FEE) using quarterly data for the period 2005:1 to 2013:4. The analysis reveals that the time series TOUR and FDIT/FEE and FDIT are not cointegrated. The VAR systems in first differences of the variables were used to investigate the causality between the variables. The results show that there is uni-directional relationship from FDIT to tourism and FDIT to FEE.
