Although previous efforts have been directed toward understanding baseline fatigue crack growth behavior of TC-128B steel as a function of material lot, orientation, and environment, little is known regarding how load interaction impacts crack growth behavior in a typical tank car steel. Load interaction occurs when the variable amplitude character of the loading results in crack growth that differs as a function of load history effects in the wake of the crack. The focus of this testing effort was to determine empirically how TC- 128B behaves under these types of simplified loading conditions. The data provided in this report links the constant amplitudeloading regime to the more complex variable amplitude-loading regime that tank cars experience during in-service use. The data can also be used as modeling guidelines to better understand the role of variable amplitude loading on TC-128B.

Book excerpt: The railroad tank car industry is moving toward damage-tolerance-based inspection intervals to maintain the safe and efficient transport of hazardous materials by rail. One aspect of this effort is predicting fatigue crack growth rates that result from railroad tank car service conditions. A fracture mechanics parameter, H, is proposed to relate the crack-tip driving force under a railroad tank car spectrum to the resulting crack growth rates. This approach will allow the direct application of fatigue crack growth rate data resulting from laboratory tests to models for crack growth under railroad service conditions. However, for this approach to be successful, it is essential that similitude between lab tests and the structural application is maintained, so that fatigue crack growth rates are predicted correctly. Two crack-closure-based models are used to predict the effects of various laboratory test design parameters on fatigue crack growth rates for the loaded vertical coupler force (LVCF) spectrum, which describes the vertical coupler forces for a loaded railroad tank car. Random ordered load blocks are predicted to result in growth rates approximately twice as great as those resulting from either low-high or high-low ordered blocks. Truncating even the smallest amplitudes from the spectrum was predicted to affect crack growth rates. The most significant effect predicted was that of the far-field stress level. Although changes in stress level are predicted to have only a minor affect (approximately 20%) on constant-amplitude fatigue crack growth rates, corresponding changes in stress level are predicted to affect variable-amplitude fatigue crack growth rates by up to a factor of six. These results suggest that tests designed to determine fatigue crack growth rates for the LVCF spectrum must be considered carefully, and that crack closure based models for fatigue crack growth are a valuable tool for designing such tests.

A three-degree-of freedom (3-dof) surface crack is employed to account for an asymmetric stress field existing at a fatigue critical location in tank car structures. A fatigue life prediction program using the Walker equation to account for stress ratio effects is developed for the 3-dof surface crack model. A component reliability problem is formulated as a limit state function and solved using a first-order reliability method along with importance sampling method within the commercial reliability software, STRUREL. The methodology is demonstrated using illustrative railroad tank car examples. The results show that: (a) failure probability, Pf, increases as tank car mileage increases; (b) welding residual stresses in the tank structure can significantly increase Pf ; (c) uncertainty in the stress amplitude also has a significant effect on Pf; and (d) the correlation between initial crack depth and initial crack aspect ratio is an important parameter.

Materials with fracture toughness ranging from 50 to 100 ksi/sq. in., but with the same yield strength of 220 ksi, were examined. Variations in fracture thoughness do not have a strong effect on crack growth rate at stress intensity levels within the log-linear portion of the crack growth curves. Different environments, such as dry air, laboratory air, and distilled water, were found to produce different fatigue crack growth behavior at 1 Hz but not at 10 Hz loading frequency. The lowest crack growth rate occurred in dry air, while the aggressive environment of distilled water affected the crack growth rate more severly at lower stress intensity levels. The effects of temperature over the range from -40 to 175F are a uniform shift of the growth curve to low crack growth rates and a lowering of the stress intensity level for the onset of rapid fatigue crack propagation. Suppression of crack growth rate following high prior stress cycles is the most significant effect of stress history. This effect cannot be explained in terms of the relative plastic zone sizes alone. (Author).

Constant-amplitude ratios, Rl = Plmin / Plmax, were + 1/2, 0, -1/2, -1 and -2. The single overload test program excluded Rl = +1/2, and the intermittent overload program was for Rl = 0 only. A new simplified mathematical model was introduced which assumes that fatigue crack growth retardation is primarily a function of the overload ratio and the load ratio. The model predicted intermittent tensile overload life within 57 to 112 percent of the experimental life. The average prediction was 77 percent of experimental life. For Man-Ten steel, constant-amplitude crack growth rate versus positive ?? fell within a reasonable scatter band for Rl = 1/2 to -1. However, substantial decrease in life occurred with Rl = -2. Negative values of Rl following a single tensile overload substantially reduced retardation life. Thus compressive stress, either large or small, cannot be neglected in spectrum loading fatigue crack growth life predictions.
