Book excerpt: There is concern that agricultural land use planning in British Columbia (BC) has become too focused upon and driven by the Agricultural Land Commission's (ALC) application process. According to Richard Bullock, former Chair of the ALC, too much prominence has been given to the application process and not enough to long-range planning. Given the importance of Bullock's statement and the potentially significant implications, it is critical to further investigate Bullock's assertions. Therefore, the purpose of this research is to analyze Bullock's statement and assess whether the ALC is driven by the application process and the extent to which it supports or undermines long-range agricultural land use planning. Data were collected through a content analysis of ALC application archives, Agricultural Advisory Council (AAC) meeting minutes for the City of Kelowna, and key informant interviews with planning professionals. Results reveal that Bullock's statement is valid, but only to a limited extent because the application process does not hinder long-range planning for farmland protection in BC the current legislative framework hinders it. The results of this study expose how the effects of a few legislative details have had the double effect of increasing the prominence of applications and constraining what long-range planning that the ALC can do. --Leaf 2.

Book excerpt: Farmland conservation policies typically use zoning and differentiated taxes to prevent urban development of farmland, but little is known about the effectiveness of these policies. This study adds to current knowledge by examining the impact of British Columbia's Agricultural Land Reserve (ALR), established in 1973, which severely restricts subdivision and nonagricultural uses for more than 4.7 million hectares of farmland. To determine the extent to which the ALR preserves farmland by reducing or removing the development option, a multilevel hedonic pricing model is used to estimate the impact of land use, geographic, and zoning characteristics on farmland value near the capital city of Victoria on Vancouver Island. Using sales data from 1974 through 2008, the model demonstrates a changing ALR impact over time that varies considerably by improved and unimproved land types. In 2008, landowners paid 19% less for the typical improved farmland parcel within the ALR versus that outside it. This suggests that would-be developers expect permanency in the zoning law, and prefer non-ALR zoned land. However, ALR land that is unimproved has a premium of 55%, suggesting that this land is more valuable for agriculture than for development. Farmland located closer to the city or the commuting highway commands a premium if it has a residence on it, with a residence also explaining why smaller agricultural properties sell at higher prices. However, it appears that zoning by itself is insufficient to protect farmland; other policies likely need to be implemented in conjunction with zoning to protect agricultural land.

Book excerpt: In this study, I investigate methods of strengthening British Columbiás Agricultural Land Reserve, which protects farmland by restricting non-farm uses within its boundaries. Surveys of BC residents have consistently shown support for the Reserve, yet the quality of its land and the strength of the legislation protecting it have decreased over time. The Agricultural Land Commission, the body that manages the Reserve, continually approves applications to exclude prime farmland from the Reserve while including land into it that may never be suitable for agriculture. I examine the management policies of four successful North American reserves and discover that they have several main characteristics in common. Drawing on these findings, I propose four policy alternatives. After evaluating these alternatives based on a set of criteria, I recommend that the Agricultural Land Commission place a moratorium on applications to exclude land from the Reserve after completing a planning process with municipal governments.
