Book excerpt: The purpose of this synthesis was to document the past and current experiences of public transit agencies that have planned, implemented, and operated fare-free transit systems. The report concentrates on public transit agencies that are either direct recipients or sub-recipients of federal transit grants and provide fare-free service to everyone in their service area on every mode they provide. The report will be of interest to transit managers and staffs, small urban and rural areas, university, and resort communities, as well as stakeholders and policy makers at all levels who would be interested in knowing the social benefits and macro impacts of providing affordable mobility through fare-free public transit. A review of the relevant literature was conducted for this effort. Reports provide statistics on changes in levels of ridership associated with fare-free service. White papers or agency reports identified by the topic panel or discovered through interviews with fare-free transit managers were also reviewed. Through topic panel input, Internet searches, listserv communications, and APTA and TRB sources, the first comprehensive listing of public transit agencies that provide fare-free service in the United States was identified. A selected survey of these identified public transit agencies yielded an 82% response rate (32/39). The report offers a look at policy and administrative issues through survey responses. Five case studies, achieved through interviews, represent the three types of communities that were found to be most likely to adopt a fare-free policy: rural and small urban, university dominated, and resort communities.

Available in PDF, EPUB and Kindle. Book excerpt: Just like we don't pay to use elevators, this book argues that we shouldn't pay to ride public transit. In an age of increasing inequalities and ecological crisis, movements advocating free public transit push us to rethink the status quo and consider urban transit as a fundamental human right. Editors Jason Prince and Judith Dellheim have collected a panorama of case studies from around the world: the United States, Canada, Estonia, Greece, France, Italy, Sweden, Poland, China, Australia, Brazil, Mexico, and more. These movements are spread across the world, and they aim to achieve two main outcomes-ecological good and fair wealth distribution. Free public transit-coupled with increased capacity and improving service of public transit-might well be the only viable strategy to eliminating car usage and achieving greenhouse gas targets in industrialized cities within a reasonable timeframe. Movements for free mass transit also aim to see public transit treated as a public good, like water and garbage service, that should be paid for out of general tax revenues or a fairer regional tax strategy. This book covers the rapidly changing transport options in cities today, including bike and car share options, Uber and Lyft, and the imminent arrival of driver-less vehicles. The first English-language book ever written on the subject, Free Public Transit is a ground breaking book for those concerned about the future of our cities and an essential resource for those who make, or try to change, urban planning and transport policies.

Book excerpt: When the renowned social scientist Erik Olin Wright passed away in 2019 at the height of his intellectual powers, he left behind an unfinished project intended to forge a connection between class analysis and real utopias. In taking up this project, the essays in this volume pay tribute to his generative theory, crystalline thinking, inspirational teaching, and personal generosity. - "Friends of the late Erik Olin Wright celebrate his life and work with essays about his lifelong preoccupations with analytical Marxism and the transformation of capitalist societies. The result is a beautiful book that glows with intelligence, optimism, and love." FRANCES FOX PIVEN - "Erik Wright succumbed to cancer while he was advancing a decades-long project of envisioning real utopias-designs for a workable socialism. The essays in this superb volume recount this monumental undertaking and also advance it in significant ways." VIVEK CHIBBER - "Erik Olin Wright devoted his brilliant mind to the challenging task of rethinking and reimagining socialism after the fall of the Soviet Union and China's turn towards full-blown capitalism. In this tribute to his work, progressive intellectuals and activists bring forward and deepen Wright's trail-blazing Real Utopias Project amidst the current deep crisis of capitalism." WALDEN BELLO - "These rich and compelling essays testify to the power and actuality of Erik Olin Wright's thought, as well as to his dialogism, mentorship, and influence. A terrific read and a fitting tribute to a brilliant scholar and beloved comrade." NANCY FRASER

Book excerpt: Public transit is a powerful tool for addressing a huge range of urban problems, including traffic congestion and economic development as well as climate change. But while many people support transit in the abstract, it's often hard to channel that support into good transit investments. Part of the problem is that transit debates attract many kinds of experts, who often talk past each other. Ordinary people listen to a little of this and decide that transit is impossible to figure out. Jarrett Walker believes that transit can be simple, if we focus first on the underlying geometry that all transit technologies share. In Human Transit, Walker supplies the basic tools, the critical questions, and the means to make smarter decisions about designing and implementing transit services. Human Transit explains the fundamental geometry of transit that shapes successful systems; the process for fitting technology to a particular community; and the local choices that lead to transit-friendly development. Whether you are in the field or simply a concerned citizen, here is an accessible guide to achieving successful public transit that will enrich any community.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides examples and suggestions for readers to understand how public investment decisions for sustainable infrastructure are made. Through detailed analysis of public investment in infrastructure over the last few decades in the United States, the United Kingdom, and Finland, the author explores how the decision-making processes for major public works spending, many of them requiring quite rigorous and detailed computational methodologies, can result in plans that underserve large portions of the population, are inequitable, and fail to efficiently preserve public property. Beginning with some of the commonly offered explanations for the slow pace of investment and repair in a supposedly prosperous society facing serious environmental challenges, the book then explores media’s role in shaping the public-at-large’s understanding of the situation and the unimaginative solutions put forward by politicians. It continues with some case studies of infrastructure investment, or lack thereof, including an exploration of competing uses for government funds. It concludes with some suggestions. It is aimed at a large readership of professionals, students, and policy makers in political science, urban planning, and civil engineering.
