Book excerpt: Given the large size of aggregate remittance flows (billions of dollars annually), they should be expected to have significant macroeconomic effects on the economies that receive them. This paper directly addresses the two main issues of interest to policymakers with regard to remittances--how to manage their macroeconomic effects, and how to harness their development potential--by reporting the results of the first global study of the comprehensive macroeconomic effects of remittances on recipient economies. In broad terms, the findings of this paper tend to confirm the main benefit cited in the microeconomic literature: remittances improve households' welfare by lifting families out of poverty and insuring them against income shocks. The findings also yield a number of important caveats and policy considerations, however, that have largely been overlooked. The main challenge for policymakers in countries that receive significant flows of remittances is to design policies that promote remittances and increase their benefits while mitigating adverse side effects. Getting these policy prescriptions correct early on is imperative. Globalization and the aging of developed economy populations will ensure that demand for migrant workers remains robust for years to come. Hence, the volume of remittances likely will continue to grow, and with it, the challenge of unlocking the maximum societal benefit from these transfers.

In return to giving their children the gift of life, families expect reciprocity, best secured through economic success abroad and the sending of remittances by migrants. As families in Cameroon heavily contribute to the funding of migration trajectories, often by selling properties such as land or houses or borrowing money, they also expect a return on their investments. All that constitutes this study explores under the notion of the moral economy of transnational remittances. In this study, remittances are understood to be a composite of financial, material, and cultural flowsmaintaining and transforming social and kinship ties. The book proposes also a large exploration of themes in relation to transnational migration: why and how Cameroonians migrate (the role of the operational family in terms of decision and funding; the role of migration brokers through the identification of lines and the provision of the necessary papers); the moral justification for migration; the ways social relations and customs are changed by status gained through migration; the ways people explain the failure of migration projects, the difficulties to stay abroad; the matrimonial strategies to go and stay abroad. Based on household surveys in Indonesia and the Philippines, the results show that women are in worse condition and are more vulnerable than men. Women migrants still have lower education and skills, reflected in their inferior jobs. They face greater difficulties in reintegration when they return, forcing them to return abroad. Women also bear a heavier burden due to their gendered role in the family, and those who stay are more often unemployed or in vulnerable employment. Moreover, despite strong views that the man should be the breadwinner and the one going abroad, the increasing feminization of current migration indicates that necessity is a strong push factor forcing more women to go abroad. These findings further strengthen the call for considering gender in migration policies.
