From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. Book excerpt: This book addresses the complications and implications of parental involvement as a policy, through an exploratory theoretical approach, including historical and sociological accounts and personal reflection. This approach represents the author's effort to understand the origins, meanings, and effects of parental involvement as a prerequisite of schooling and particularly as a policy 'solution' for low achievement and even inequity in the American educational system. Most of the policy and research discourse on school-family relations exalts the partnership ideal, taking for granted its desirability and viability, the perspective of parents on specific involvement in instruction, and the conditions of diverse families in fulfilling their appointed role in the partnership. De Carvalho takes a distinct stance. She argues that the partnership-parental ideal neglects several major factors: It proclaims parental involvement as a means to enhance (and perhaps equalize) school outcomes, but disregards how family material and cultural conditions, and feelings about schooling, differ according to social class; thus, the partnership-parental involvement ideal is more likely to be a projection of the model of upper-middle class, suburban community schooling than an open invitation for diverse families to recreate schooling. Although it appeals to the image of the traditional community school, the pressure for more family educational accountability really overlooks history as well as present social conditions. Finally, family-school relations are relations of power, but most families are powerless. De Carvalho makes the case that two linked effects of this policy are the gravest: the imposition of a particular parenting style and intrusion into family life, and the escalation of educational inequality. Rethinking Family-School Relations: A Critique of Parental Involvement in Schooling--a carefully researched and persuasively argued work--is essential reading for all school professionals, parents, and individuals concerned with public schooling and educational equality.

An ERIC search was conducted to identify relevant studies. Noting that the most accurate predictor of student achievement is the extent to which the family is involved in his or her education, this report presents a collection of research papers on the function and importance of family to a student's achievement and education in school and the community. The research is divided into two categories: (1) studies on programs and interventions from early childhood through high school, including school policy; and (2) studies on family processes. The first category presents studies that evaluate or assess the effects of programs and other interventions, including early childhood and preschool programs and home visits for families with infants and toddlers, programs to help elementary and middle schools work more closely with families, and high school programs and community efforts to support families in providing wider opportunities for young people. The second category presents studies on the way that families behave and interact with their children, including the relationship between parent involvement and student achievement from the family perspective, characteristics of families as learning environments and their effects on student performance, and class and cultural mismatch. Two pages are devoted to each study. Each study is summarized; key elements of the program and important findings are presented. Book excerpt: The book investigates the impact of the market-oriented economic reform in China on a unique aspect of the labor market outcomes — individuals' access to different employment sectors, that is, the state and collective sector, the private sector, and the sector of family contract farming in the 1990s. Using the longitudinal data of China Health and Nutrition Survey, the author finds that the access to different employment sectors is not equally distributed among Chinese workers during the market transition. And the hierarchy of employment sectors is reproduced through the procedure that assorts individual workers to different employment sectors. In addition to achieved characteristics such as human capital, ascribed characteristics such as family background and gender are important factors in understanding the procedure of social stratification in the reform era. The book will be of value to social scientists interested in the market transition of socialist societies in general and the social transformation of contemporary China in particular.
