The book includes information on key issues in juvenile delinquency such as victimization of young people, alcohol and drug use and its relation to juvenile crime, involvement in youth gangs, immigration, family and school and neighborhood situations. It provides insight into different views on what can be considered juvenile crime; what acts are subsumed in its definition and when we can speak about structural delinquent behavior. These insights are based on self-reported information systematically and simultaneously collected from about 70,000 12-15 year old youths in 28 countries. Until recently, the self-report methodology has not been applied on such a large scale in an international context. The results of this survey provide new and unexpected data about those young people who structurally commit criminal acts, as well as on the frequency of the behavior and the conditions that have an impact on offending. The wealth of descriptions and insights in delinquency of all these countries will be of great interest to scholars, students and practitioners because of the special character of the publication; it is a book of reference to everyone interested in the backgrounds of juvenile delinquency.

Book excerpt: In 1994 the School of Criminology, a part of the Department of Criminal Law, Criminal Procedure and Criminology in the Faculty of Law of the Katholieke Universiteit Leuven, celebrated the 25th anniversary of its study programme. To give added lustre to this landmark in its history, the Institute accepted the invitation from the International Society of Criminology to organise the 49th International Course of Criminology. The title of the course was: Changes in Society, Crime and Criminal Justice in Europe. A challenge for criminological education and research'. This course explored two themes, both of which are likely to be the focus of debate in criminal policy in the near future: crime and insecurity in the city, and international organised and corporate crime. The presentation and discussion of both themes followed two main approaches. Lectures and seminars focused on the analysis of the nature, the quantity and the development of the phenomena, and meetings were focused on the policy needed to gain control of these phenomena. Moreover, attention was paid to technical and ethical problems which show up at the moment that empirical research is carried out. This publication brings together the main part of the introductory lectures. Part one relates to the theme of crime and insecurity in the city; the second part contains the lectures on international organised and corporate crime. Together both parts present a good picture of what was explained and commented on during the Course, especially in relation to important European developments concerning crime, criminal justice and criminal policy. This book will become an important source of inspiration for both criminological educationand research.

Book excerpt: This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding children’s work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against ‘child labour’, and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of ‘child labour’. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a child’s development to become a full, responsible, and respectable member of society.
