Book excerpt: Amidst ever-growing demands for accountability and increased graduation rates to help justify the rising costs of higher education, few topics in undergraduate education elicit a broader range of responses than student evaluations of teaching (SETs). Despite debates over their efficacy, SETs are increasingly used as formative (pedagogical practices) and summative (employee reviews) assessments of faculty teaching. Proponents contend SETs are a necessary component in measuring the quality of education a student receives, arguing that they further enable educators to reflect upon their own pedagogy and thus informing best practices, and that they are a valid component in summative evaluations of faculty. Skeptics argue that SETs are ineffective as the measurements themselves are invalid and unreliable, students are not qualified evaluators of teaching, and faculty may lower educational standards due to pressure for higher ratings in summative evaluations. This study dives more deeply into this debate by exploring faculty perceptions of SETs. Through the use of surveys of 27 full- and part-time faculty within one division at a private, four-year teaching-focused college, this study explored faculty perceptions of SETs primarily as an initial step in a larger process seeking to evaluate perceived and potential efficacy of SETs. Both quantitative and qualitative data were collected and analyzed using Patton's (2008) Utilization-Focused Evaluation (UFE) framework for engaging evidence based upon a four-stage process in which evaluation findings are analyzed, interpreted, judged, and recommendations for action are generated, with all steps involving intended users. Overall, the study data suggests that faculty were generally very supportive of SETs for formative assessments, and strongly reported their importance and use for evaluating their own pedagogy. Findings also indicated faculty relied primarily upon the students' written qualitative comments over the quantitative reports generated by externally determined scaled-questions on the SETs. Faculty also reported the importance of SETs as part of their own summative evaluations, yet expressed concern about overreliance upon them and again indicated a desire for a more meaningful process. The utility of the UFE framework for SETs, has implications beyond the institution studied, nearly every higher education institution is faced with increasing demands for accountability of student learning from multiple stakeholders. Additionally, many institutions are grappling with policies on SETs in summative and formative evaluation and to what extent faculty and administrators do--and perhaps should--utilize SETs in measuring teaching effectiveness is a pertinent question for any institution of higher education to examine. Thus, the study suggests that to what extent faculty reflect upon SETs, and to what extent they utilize feedback, is a salient issue at any institution; and Patton's model has the potential to maximize the utility of SETs for many relevant stakeholders, especially faculty.

The areas considered were use of the current Student Evaluation of Faculty (SEF) instrument to measure teaching effectiveness; use of the current instrument for annual faculty review; faculty involvement in developing the instrument; utilizing the instrument to improve teaching; and demographics of faculty gender, college/school in which they teach, and the numbers of years of higher education experience. Participants included 734 full-time instructional faculty members at Mississippi State University who taught during the fall 2012 semester and utilized the current SEF instrument. From the 734 faculty invited to participate in the study, 205 responded. The study was conducted in the fall 2013 semester. Over 71% of the participating faculty indicated a negative perception toward the current SEF instrument as an effective tool for their use in evaluating teaching effectiveness. However, 60% of the participants agree the instrument serves as an effective tool for their use to improve teaching. The faculty also indicated they would like to be able to compare their SEF results to others teaching comparable courses. Participants were asked to rate each question taken from the current SEF instrument, indicating its level of usefulness in their ability to utilize the results to improve teaching. Of the 11 questions, only 2 were found to be least useful to the faculty. One of those was related to the tests they give being fair and the other related to the student learned a great deal in the class. Almost 81% of the participants indicated that faculty involvement in the development of the current student evaluation of faculty instrument increased the usefulness in measuring teaching effectiveness. Conclusions based on the findings indicated a need to continue revising the evaluation process and instrument to include a multidimensional process. This multidimensional process should provide separate instruments to be used for annual faculty review and for improving teaching. These revisions should be carried out with faculty involvement to ensure acceptance of the processes and maintain positive perceptions.

A mixed methods approach was used, combining faculty and student surveys, faculty interviews, debriefing sessions, and a comparison of mid-course evaluations scores with end-of-semester scores. Out of 510 section mean scores (128 sections) from faculty members who participated in the study, 352 section mean scores (88 sections, 69%) showed students' perceptions of their own learning improved between the time they completed the mid-course evaluation and the time they completed the end-of-course student rating survey. Results showed when faculty administered a mid-course evaluation, students' perceptions of their own learning improved. Faculty members saw more improvement if they conducted a mid-course evaluation, read the feedback, and discussed this input with their students. Faculty members saw the most improvement in their ratings when they also made changes based upon student feedback. The results of this study should be encouraging to all faculty members and administrators who may feel they want to improve their teaching and increase student learning but have limited time to devote to course revisions.

Based on historical research and the results of a yearlong, on-line course evaluation experiment conducted at Duke University during the 1998-1999 academic year, the effects of student grading on various educational processes, and their subsequent impact on student and faculty behavior, is examined. Principal conclusions of this investigation are that instructors' grading practices have a significant influence on end-of-course teaching evaluations, and that student expectations of grading practices play an important role in the courses that students decide to take. Grade inflation is the natural consequence of this incentive system. Valen Johnson is a Professor of Biostatistics at the University of Michigan. Book excerpt: This study explored how faculty members at regular higher education institutions in China perceived the National Undergraduate Teaching and Learning Evaluation (NUTLE). Specifically, this study examined how the NUTLE influenced faculty teaching and research and how the NUTLE influenced student learning outcomes. Primarily descriptive and exploratory, the quantitative study utilized a web-based bilingual survey that was sent to 595 faculty members affiliated with 15 institutions in Northwest China. The survey achieved a response rate of 46.9%. Descriptive statistics and cross tabulation analyses were used to better understand the relation between demographic characteristics and faculty perceptions. Findings indicated that the majority of the faculty members were informed of the NUTLE at formal meetings and were involved in preparing for the NUTLE. After the NUTLE, most faculty members reported that their universities required them to do more research than before the NUTLE. Most of them believed the main purpose of the NUTLE was to insure higher education quality, with only 7.4% believing the main purpose was to enhance student learning. While disagreeing that their institutions made every effort to improve undergraduate student learning outcomes, regardless of institution types, year of evaluation, and the NUTLE grade received, most of the faculty members' overall perception of the NUTLE was positive. The findings were analyzed and interpreted through Hofstede's framework of cultural dimensions. Implications for policy and practice were addressed, including reducing government administration and intervention in the implementation process of higher education evaluation, empowering colleges and universities by providing them more training opportunities to understand higher education evaluation both locally and globally, and setting up offices of Institutional Research to collect data for proactive self-evaluation. Recommendations were also provided for future research.
