Book excerpt: Even though Sri Lanka is a fore-runner in many human development dimensions and aspects of gender equality amongst the South Asian countries, it is similar to other South Asian countries when it comes to women's participation in economic activities. Female labor force participation has not changed much in recent decades and remained stagnant at a rate around 30 to 35 percent of working age women. This rate is much lower than one would expect given the educational attainment of the female population in Sri Lanka. In order to encourage increased women s participation in economic activities, the first condition is to understand what is keeping them out of the scene. This paper analyzes the underlying reasons behind low participation rates of women in economic activities. It also investigates the employment outcomes, occupational choice, rates of returns, and skills set of economically active women in comparison with men to identify and understand the gaps. The findings have been used to suggest potential policies and programs that can help remove some of those barriers and encourage and enable women to become more economically active in the labor market.

Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Book excerpt: Sri Lanka has long been regarded as a model of a successful welfare state in a low-income setting, yet it has not succeeded in creating a sufficient number of good jobs for the increasing number of young people. Hence, young Sri Lankans perceive their country as an unjust and unequal society, in which mainstream institutions have failed to address inequalities in the distribution of resources, as well as of benefits deriving from economic growth. Against this background, 'The Challenge of Youth Employment in Sri Lanka' aims to identify ways to improve the opportunities available to new job market entrants by addressing existing inequalities and to help young people more fully realize their potentials. Drawing from original research and a review of existing studies, the authors use the 4Es conceptual framework to analyze four key aspects of labor markets employment creation, employability, entrepreneurship, and equal opportunity identifying main issues and results, current trends, and possible new approaches.

The sector-focused chapters provide insights into the gender equality issues and considerations relevant to sector planning, related government policies and legal frameworks and commitments, and institutional structures for promoting gender equality actions. Each chapter concludes with gender issues and opportunities to consider in designing sector-related interventions for possible use by and discussion with government, civil society, and development partners.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the barriers to women’s economic empowerment in the Global South. Drawing on evidence from a wide range of countries, the book outlines important lessons and practical solutions for promoting gender equality. Despite global progress in closing gender gaps in education and health, women’s economic empowerment has lagged behind, with little evidence that economic growth promotes gender equality. International Development Research Centre’s (IDRC) Growth and Economic Opportunities for Women (GrOW) programme was set up to provide policy lessons, insights, and concrete solutions that could lead to advances in gender equality, particularly on the role of institutions and macroeconomic growth, barriers to labour market access for women, and the impact of women’s care responsibilities. This book showcases rigorous and multi-disciplinary research emerging from this ground-breaking programme, covering topics such as the school-to-work transition, child marriage, unpaid domestic work and childcare, labour market segregation, and the power of social and cultural norms that prevent women from fully participating in better paid sectors of the economy. With a range of rich case studies from Burkina Faso, Democratic Republic of the Congo, Ethiopia, Ghana, India, Kenya, Nepal, Rwanda, Sri Lanka, Tanzania, and Uganda, this book is perfect for students, researchers, practitioners, and policymakers working on women’s economic empowerment and gender equality in the Global South.

Book excerpt: This book examines the drivers of, and barriers to, participation of women in the Asian labour market for its socio-economic development and structural transformation. Based on original comparative research and extensive fieldwork, Transformation of Women at Work in Asia highlights the commonalities as well as the diverse nature of challenges that women across Asia face in gaining access to more and better jobs. Findings show that women across the continent have contributed significantly to its spectacular growth story; yet, social norms and economic factors limit their levels of participation. The book calls for a comprehensive approach to improve opportunities for women's participation in the labour market as well as for the freedom to engage in paid employment. This will, in turn, contribute to a more inclusive growth process. It addresses important challenges faced by women workers and provides policy options for governments to promote decent work opportunities for women across social strata.
