Attempts to grasp the many facets of the transfer of training in a comprehensive theory have been few. Transfer has traditionally been regarded as a training product to be measured at a fixed point of time after the course. Alternatively, some authors suggests a process approach to transfer and argue that transfer of training is a complex and discontinuous process of successful skill application and recurring setbacks, of achieved behaviour change and frequent relapse to old habits. Consequently, the identification and measurement of transfer delivers a comprehensive picture only when it sets in at various points of time after the training. Throughout the transfer process the trainee is exposed to factors inhibiting or facilitating the transfer of training to the workplace. The influences of transfer facilitators and transfer barriers are outlined in this text.

However, because the attainment of new skills does not by itself ensure transfer to classroom use, teacher training programs should incorporate study of the transfer process itself, reinforced by team effort. Accordingly, strategies are suggested for a collaborative approach to teacher development, involving continuous training and study of both the academic substance and the craft of teaching. Chapter 1 of this inquiry concerns the need to integrate research and practice in learning to teach. Chapter 2 distinguishes between "horizontal transfer" (a direct shift of skill from training to actual use) and "vertical transfer" (the adaptation of skills to fit conditions of the workplace). Chapter 3 concerns attacking the transfer problem by controlling the context of the workplace. Chapter 4 concerns ways of making training more effective: forecasting the transfer problem, overlearning skills, peer coaching, and "executive control." The latter, a key concept, refers to developing a functional and adaptive understanding of a given model. Chapter 5, "Parallels with Athletic Training," is an interview with Coach Rich Brooks of the University of Oregon, focusing on acquisition and incorporation of new skills. Chapter 6 reviews basic principles for increasing learning aptitude and stresses the importance for teachers of continual growth. An appendix reviews the essential literature on teacher training. However, these training efforts may not be as effective. One area of particular interest is learning transfer, or the extent to which learning from training is applied on the job. Recent research efforts have led to the development of the Learning Transfer System Inventory (LTSI), the only valid and reliable measure of key transfer system factors. This study validated the constructs of the LTSI for use in Jordan. By doing so, HRD practitioners in Jordan can use such instrument to diagnose early problems with learning transfer, the key to training effectiveness and individual performance. The LTSI was translated through a rigorous cross-cultural translation process which involved forward and back translations, pilot testing, and the establishment of equivalency using objective measures of evaluation. The ALTSI was administered to 500 employees employed by 28 public and private sector organizations operating in Jordan who have attended nine different types of training. Responses were received from 450 employees with a response rate of 90%. The results showed that 18 factors were valid for use in Jordan.
