Book excerpt: Many countries have implemented policies to correct market and behavioral failures that lead to inefficient energy use. It is important to know what factors and policies can effectively overcome such failures and improve energy efficiency; however, a comprehensive analysis has been difficult because of data limitations. Using state scores compiled by American organizations recently, and adopting fixed-effects regression models, I analyze the joint impacts of relevant factors and policy programs on residential electricity consumption in each U.S. state. The empirical results reveal that increases in electricity price have small and negative effects, and increases in personal income have positive effects on residential electricity sales per capita (a measure of energy efficiency). The results suggest that it may take time for economic factors to affect electricity sales. The effects of personal income suggest the difficulty of controlling residential electricity consumption; however, they also imply that there is some room in households to reduce electricity use. The study also finds that programs and budgets of several policies seem to be associated with electricity sales. The estimates from a model including interaction terms suggest the importance of including multiple policies when analyzing and designing policies to address electricity efficiency. The results also imply the possibility of rebound effects of some policies, whereby improvements in energy efficiency lead to increases in energy consumption due to the associated lower per unit cost. Future studies should analyze both short-term and long-term effects of economic factors and policies, based on improved and accumulated time series and panel data, in order to design more effective policies for improving residential electricity efficiency.

A review of the evolution of energy intensity in European and Former Soviet Union countries indicates a positive trend: high-energy-intensity countries have now reached the level of medium-energy-intensity economies 15 years earlier, and in the same period, medium-energy-intensity ones had similarly evolved to levels of low-energy-intensity. At the same time, the fast transitioning economies of Central Europe converged towards similar levels of energy intensities, in line with EU Directives, while successful EU-15 countries managed to maintain economic growth while keeping energy use flat. This report looks at how countries effect the transition from high- to medium- to low-energy-intensity, exploring whether leapfrogging is possible (it’s not) and what policies can be particularly helpful. Some of the lessons include: energy prices tend to evolve from subsidized levels to full-cost-recovery to full-cost-recovery-plus environmental externalities; industrial energy efficiency is often the starting point, with privatization and competition driving companies to reduce production costs, including energy; successful countries excell at governance (setting targets, building institutional capacity, creating and improving the legal and regulatory framework, and monitoring and evaluating); households tended to be the last, and most difficult, area of reform, starting with pricing improvements, outreach campaigns, financing programs, and building certificates programs.

The difference made by the program is traced along the chain of interventions: (i) at the level of banks, the program is narrowly based on one of the two partner banks, which, with the help of the program, expanded its energy efficiency lending as a new business line; (ii) at the level of energy management companies, the program s technical assistance improved the program participants access to finance; and (iii) at the end-user level, it promoted the use of energy efficiency investments that achieved reduction of greenhouse gas emissions. The utilization of IFC s program has been rapid compared with other similar programs. The energy efficiency investments supported by the program have reduced greenhouse gas emissions by 14 million CO2 tons per year, slightly in excess of the target set at the beginning of the program. However, there is only a weak differentiation in behavior surrounding energy efficiency investment between end users supported by the program and other similar companies that were not. It is important to note that the performance of the program was heavily influenced by the government s policy actions and the earlier efforts of other players: The Chinese government and other players such as the World Bank. However, as the National Action Plan for Energy Efficiency (NAPEE 2007) points out, many utilities continue to shy away from aggressively expanding their energy efficiency efforts when their shareholder's fundamental financial interests are placed at risk by doing so. Thus, there is increased interest in developing effective ratemaking and policy approaches that address utility disincentives to pursue energy efficiency or lack of incentives for more aggressive energy efficiency efforts. New regulatory initiatives to promote increased utility energy efficiency efforts also affect the interests of consumers. Ratepayers and their advocates are concerned with issues of fairness, impacts on rates, and total consumer costs. From the perspective of energy efficiency advocates, the quid pro quo for utility shareholder incentives is the obligation to acquire all, or nearly all, achievable cost-effective energy efficiency. A key issue for state regulators and policymakers is how to maximize the cost-effective energy efficiency savings attained while achieving an equitable sharing of benefits, costs and risks among the various stakeholders. In this study, we modeled a prototypical vertically-integrated electric investor-owned utility in the southwestern US that is considering implementing several energy efficiency portfolios. We analyze the impact of these energy efficiency portfolios on utility shareholders and ratepayers as well as the incremental effect on each party when lost fixed cost recovery and/or utility shareholder incentive mechanisms are implemented. A primary goal of our quantitative modeling is to provide regulators and policymakers with an analytic framework and tools that assess the financial impacts of alternative incentive approaches on utility shareholders and customers if energy efficiency is implemented under various utility operating, cost, and supply conditions. We used and adapted a spreadsheet-based financial model (the Benefits Calculator) which was developed originally as a tool to support the National Action Plan for Energy Efficiency (NAPEE). The major steps in our analysis are displayed graphically in Figure ES- 1. Two main inputs are required: (1) characterization of the utility which includes its initial financial and physical market position, a forecast of the utility?s future sales, peak demand, and resource strategy to meet projected growth; and (2) characterization of the Demand-Side Resource (DSR) portfolio? projected electricity and demand savings, costs and economic lifetime of a portfolio of energy efficiency (and/or demand response) programs that the utility is planning or considering implementing during the analysis period. The Benefits Calculator also estimates total resource costs and benefits of the DSR portfolio using a forecast of avoided capacity and energy costs. The Benefits Calculator then uses inputs provided in the Utility Characterization to produce a?business-as usual? base case as well as alternative scenarios that include energy efficiency resources, including the corresponding utility financial budgets required in each case. If a decoupling and/or a shareholder incentive mechanism are instituted, the Benefits Calculator model readjusts the utility?s revenue requirement and retail rates accordingly. Finally, for each scenario, the Benefits Calculator produces several metrics that provides insights on how energy efficiency resources, decoupling and/or a shareholder incentive mechanism impacts utility shareholders (e.g. overall earnings, return on equity), ratepayers (e.g., average customer bills and rates) and society (e.g. net resource benefits).
