Using an array of historical sources, this provocative book explores the barriers that African American and Latino candidates faced in attempting to become public school teachers in New York from the turn of the century through the end of the 1970s. Christina Collins argues that no single institution or policy was to blame for the citys low numbers of non-white educators during this period. Instead, she concludes in this deeply researched book that it was the cumulative effect of discriminatory practices across an entire system of teacher training and selection that created New Yorks unique lack of racial diversity in its teaching force. Book excerpt: ABSTRACT: This study examined the recruitment programs and strategies that the personnel administrators are using to attract minority candidates into the field of education. Research has indicated that having a more representable number of minority teachers teaching will have a positive effect upon not only minority children, but also all children in public schools. Also examined are the challenges involving the recruitment issues and barriers that are encountered by those who recruit teachers. There were several conclusions resulting from this study. The state and national programs that were available to the personnel administrators are being used to recruit teachers. However, specific programs that target minority teachers were not being used to the fullest extent. The job fairs attended by school districts were deemed very effective, whereas the use of the minority media was not as widely used but was perceived to be effective by respondents. The non-participation in some programs causes a low perception of the effectiveness of such programs. Recruitment problems were found to be centered on the fact that there are a limited number of minority candidates available to select. The perception of personnel administrators is that local school districts are putting forth-substantial effort to recruit minorities. Local businesses, professional organizations, and universities have been, and will continue to be, a contributing factor as they lend their resources to the recruitment effort. Finally, there is both a minority teacher shortage and an overall teacher shortage in North Carolina as evidenced by the perceptions of the personnel administrators and the state of North Carolina taking steps to addressed the shortage by implementing various initiatives and programs to help resolve this issue.

Much more than the administrative perspective, however, is involved in questions of the relationship between races in the schools. On August 30, l982, just prior to the Opening Of the l982-83 school year, Massachusetts Commissioner of Education John Lawson found it necessary to send a memorandum to school superintendents and school committee chairs regarding a serious increase in Massachusetts of racial and anti-semitic acts Of the increasing frequency of these acts occurring in our public schools. The presence of minority teachers, many have asserted, is a crucial factor in addressing such situations. In sum, Proposition 2-l/2 is not a discrete factor but an event that embraces and illuminates a whole range of inter-related conditions. Book excerpt: This qualitative study explored the career choices of urban Black middle and high school students and the factors that cause them to enter or avoid careers in teaching. Participant opinion regarding the need to increase the number of Black teachers was also examined. Semi-structured interviews were conducted and collected data analyzed via open coding. Interview questions were created using Social Cognitive Career Theory as the conceptual framework. Findings revealed a narrow range of career choices demonstrating a lack of information regarding career options and educational requirements. The majority of participants at the middle school level stated career goals in sports or entertainment and the majority of participants at the high school level identified career goals primarily in the medical and legal fields. Choices in fields such as science, technology, finance, and business were virtually nonexistent. Regarding teaching careers, student discipline, lack of prestige, and paperwork were cited as primary issues causing students to opt for careers other than education. The desire to help others, a love for children, and a love of learning and sharing knowledge were determining factors cited by both participants who had decided to pursue careers in teaching. Variables under each sphere of influence outlined in Social Cognitive Career Theory impacted the career choice process of participants thus supporting the efficacy of the theory for urban Black students. The majority of participants believed there to be a need for more Black teachers citing compatibility, understanding, faculty diversity, varying viewpoints, and role models as the primary factors for this belief. Findings suggest a need for improved career education to begin in middle school grades, more culturally responsive curricula and teaching practices, and increased respect for the profession to address concern.
