Seventeen Fort Benning captains who had submitted their paperwork to separate from the Army ("leavers"), 15 Fort Benning captains who planned to remain in the Army ("stayers"), and 15 captains from four Infantry posts who had separated from the Army but had recently returned to active duty ("returners") were interviewed. Because the majority of those interviewed were assigned to Fort Benning, the generality of the results to the Army as a whole are limited. However, job dissatisfaction/frustration, family issues, and the perception of strong civilan job opportunity were the main reasons captains left. Pay and benefits were not among the top factors mentioned. Leavers also were less satisfied with their degree of intrinsic job satisfactions and chances for advancement than stayers or returners. Stayers and returners valued the intrinsic qualities of Army work and life. Suggestions for improving captain retention include earlier and more meaningful mentoring of junior officers, giving officers more control in the job assignment process, and better management of operational tempo (OPTEMPO).

Book excerpt: This study is designed to determine what factors are influencing junior officers to leave the military organization. A questionnaire was mailed to 324 West Point Graduates. The sample was equally divided between active duty officers and officers who had resigned from the Army. Personnel were queried regarding the influence of extrinsic and intrinsic factors on their career decisions. Responses were analyzed through text and tables throughout this study. Results indicated that both extrinsic and intrinsic factors influenced the young officer to stay in or leave the Army. The influence of senior officers, family separations, perception of proper utilization of background skills, money, fringe benefits and intrinsic motivators were found to be important in influencing the junior officer's career decision. It is evident that this research has only lightly touched the subject of junior officer retention. It is hoped that it will be utilized for future, more extensive research and in that aspect materially aid the ARMY WITH THE RETENTION PROBLEM AND IN TURN INCREASE THE YOUNG OFFICER'S JOB SATISFACTION.

Book excerpt: Increasingly high numbers of Junior Officers are choosing to leave the U.S. Army at the end of their military obligation (Naylor,2000). High rates of deployments, a strong economy, and frustrations with leadership have all been cited as explanations for the relatively low rate of retention (Naylor, 2000; Skelton, 1999). As part of a larger two-year study on the effects of the pace of operations on soldiers in the U.S. Army Europe, the current study examines the relationship between work environment and the career decisions of Junior Officers. Lieutenants were surveyed and interviewed about different factors affecting their career decisions. A majority of the lieutenants reported they were either undecided (28.7%) or planning to leave the military at the completion of their enlistment (24.1%). Over one-third (35.3%) indicated they would stay until obligation or retirement from the military. Gender, marital status and race were not significantly different across careen decision category. Officers deciding to stay in the military were significantly older, however, than those officers intending to leave even after controlling for years in service. The principle reasons reported by officers for leaving the military were long work hours, expected deployments and the high frequency of military training exercises. The majority of the junior officers stated that helping others and travel and adventure were reasons to stay in the military. Results further suggested that factors such as leadership and monetary incentives were not major issues for officers in making career decisions. These preliminary results suggest that higher operational demands are associated with the decision of Junior Officers to leave the military.

Book excerpt: This research examines if the U.S. Army has a problem retaining high performing junior officers, with a focus on officers with the rank of Captain. It is theoretically posited that officer retention is influenced by a contradiction that exists between the profession of being an army officer and the social context of the bureaucratic structures in which officers are embedded. Specifically, the formal, rational bureaucratic structures utilized by the army restrict the agency of individual officers in making professional career decisions. In turn, it is hypothesized that this serves as a disincentive for officers to remain in the army. A methodology is developed for categorizing the performance characteristics of U.S. Army Captains. Retention rates are compared among Captains with different performance levels. Logistic regression analysis is used to identify correlates between Captains' perceptions of army bureaucratic structures and their planned career decisions. The results of this study can inform the development of retention strategies or policies that target the retention of high performing Captains in the U.S. Army.

Book excerpt: The purpose of the Longitudinal Research on Officer Careers (LROC) research project was to track the changes in attitudes and career experiences of company grade officers over time; to identify the individual, organizational, psychosocial, and family factors that influence officer career decisions; and to investigate the effects of policy change and world events on the attitudes and career decisions of officers. The LROC survey was conducted annually from 1988 to 1992. Interviews were also conducted in 1991. This report highlights results from the four surveys and the interviews. Specifically, the report focuses on the factors that potentially influence career decisions, namely, organizational identification, job/career issues, and the perceived impact of downsizing. Results indicate that-officers participating in the LROC project were strongly committed to the Army; however, they were more concerned and less confident about their career prospects in 1992 than they were in 1988. About 35-40% of the officers were not in the branch of their choice. This branch mismatch negatively influenced their job and career satisfaction and-their perceptions of their career prospects. This was accomplished using data from the 1985 DOD Survey of Officer and Enlisted Personnel in a logistic regression model. Several conclusions were drawn from this study. Intrinsic factors appear to contribute more to the career decision than extrinsic factors. Specifically, promotion probability and satisfaction with current job have the most influence . Extrinsic factors, especially length of service and sex, are also important. The impact of individual factors, however, is generally quite small; so an effective retention program must include a combination of factors. Finally, the Army as a whole, Marine Corps as a whole, and Army medical specialists are not homogeneous and so must be considered separately when determining policy changes intended to increase retention.
