Book excerpt: Presents the results of an analysis of the technical and economic factors that influence an industrial manufacturing firm's decision to engage in cogeneration. The study considers the influence of industry characteristics, fuel costs, and government regulations. In general, cogeneration is a financially attractive option. Electrical power from a cogenerating plant can be produced relatively cheaply and in most cases can be made more cheaply than (1) the current median U.S. industrial rate (approximately 50 mills/kWh), and (2) that possible from a new central station steam plant (40+ mills/kWh). Furthermore, the real, after-tax rate of return for all but a very few of the cases analyzed exceeded 10 percent. The study shows that cogeneration is most financially attractive for industrial plants with large process steam requirements that operate 24 hours a day year-round. However, for small industrial plants with lower load factors, the financial attractiveness of cogeneration is heavily influenced by the level of credit available through the Public Utility Regulatory Policies Act of 1978.

Book excerpt: This report summarizes two interdependent studies which explore the underlying factors in the decision by private, private non-profit, and public sector facility owners to invest in cogeneration technology. They employ factor analysis techniques to explain the decision to invest and discriminant analysis to group the survey respondents into non-cogenerators and potential cogenerators. Data for both studies come from a survey of commercial, industrial, and institutional electric energy consumers who used more than 750 kW demand in any one month of 1981 for a selected electric utility in the Boston area. There were 129 usable responses to the survey of 32.2% of the population. The studies reported here confirm that a number of factors other than purely economic considerations may prevent use of cogeneration technology at the present time. These factors include: uncertainty caused by regulatory action; desire for energy self sufficiency by the organization; financial flexibility; experience with electricity cogeneration or self generation; and capital budget planning methods. These studies provide a ranking of the factors involved in the cogeneration decision explaining most variance to least variance. However, the ranking of factors provides no measure of the importance of these factors in the decision to adopt or not adopt cogeneration technology. The results of these studies can be used to provide a rough estimate of capacity (kW) and energy (kWh) available from potential cogenerators in this electric utility service territory and the probability that a facility can be a cogenerator. These studies project a maximum potential of 106 MW and 559,000 MWH of cogenerated electrical energy in the utility service territory between 1982 and 2002.

Book excerpt: This dissertation investigates the factors affecting adoption rate of combined heat and power (CHP). CHP, also known as cogeneration, is an efficient approach to producing electricity and thermal energy simultaneously from a single fuel source close to the point of use. CHP is an energy efficiency (EE) initiative with several economic, environmental and societal benefits. However, its full potential has not been achieved due to the presence of barriers and the creation of what is called "CHP gap" or "CHP paradox". To overcome this "CHP paradox", this dissertation developed a framework for the effective promotion and implementation of CHP initiatives. This framework was analyzed using Industrial Assessment Center database and the results of a survey taken by CHP stakeholders. Twelve hypotheses were tested using logistic regression and ANOVA models. It was found that payback period and savings generated by CHP projects are the most important factors that influence CHP adoption rate in the early stages of the CHP evaluation process. During the latest stages of the CHP development project, utilities programs, outreach programs and supportive regulation are the significant factors that influence CHP adoption rate. With the information generated during this dissertation, an implementation guide was developed. This implementation guide takes all stakeholders into consideration and presents two tools that will help industries in the early stages of the CHP decision-making process.
