Available in PDF, EPUB and Kindle. Book excerpt: QUOTE...two issues remain central to the [Chinese] government's rural development objectives: food security and poverty alleviation. China has made remarkable progress in meeting these goals: the economy, including the rural sector, has grown at phenomenal rates during the reform period.QUOTEWhile China's rural products, input, labor, and land markets are improving, they remain nascent. China still needs to foster several critical institutions, such as an effective fiscal system, a more efficient rural financial system, a workable land tenure arrangement, and a revamped trade and investment environment for agriculture. The primary purpose of this report is to identify and consolidate information on these crucial issues that impact on rural development in China. This report assesses strategic options from the perspective of efficiency, equitable development, and growth. It is intended to assist government officials and World Bank staff to prioritize policy and institutional reforms and public investment decisions in the rural sector.

Book excerpt: The past forty years have seen a wide proliferation of disputes under international law concerning cultural heritage. These have included the restitution of stolen art objects or the protection of monuments. Unlike other fields of international law, international cultural heritage law does not have an ad hoc mechanism of dispute settlement. As a result, controversies are to be settled through negotiation or, if it fails, through existing dispute resolution means. This can result in similar cases being settled in different ways, thereby bringing about an incoherent and fragmentary enforcement of the law. This book offers a comprehensive and innovative analysis of the settlement of cultural heritage disputes. This examination is two-fold. First, it assesses the existing legal framework and the available dispute settlement means. Second, it explores the feasibility of two solutions for overcoming the lack of a specialized forum. The first is the establishment of a new international court. The second concerns existing judicial and extra-judicial fora and their interaction through the practice of 'cross-fertilization'. The book focuses on the substance of such interaction, and identifies a number of culturally-sensitive parameters (the 'common rules of adjudication'). It argues that existing judicial and non-judicial fora should adopt a cross-fertilizing perspective to use and disseminate jurisprudence containing these common rules of adjudication. It sets out how such an approach would enhance the effectiveness and coherence of decision-making processes and would be conducive to the development of a lex culturalis. This can be defined as a composite body of rules designed to protect cultural heritage by excluding the mechanical application of the norms established for standard business transactions of ordinary goods.

Book excerpt: Labour Market Reform in China documents and analyses institutional changes in the Chinese labour market over the last twenty-five years, and argues that further reform is necessary if China is to sustain its high growth rates. The book first assesses the problems associated with the pre-reform labour arrangements. It offers an in-depth analysis of the urban labour market and its impact on individual wage determination, ownership structure, labour compensation and labour demand and of social security reform. In its main chapters, the book investigates the impact of rural economic reform on rural labour market. Detailed consideration is given to the rural agricultural labour market, labour arrangement in the rural non-agricultural sector, and the wage gap between the rural agricultural and non-agricultural sectors. Finally, the book examines the phenomenon of rural-urban migration, its impact on rural and urban economic growth, and models its effect on urban employment, unemployment and earnings.

Book excerpt: ‘Well-being’ is a contemporary term used by people around the globe to address how comfortable their lives are. The notion is considered significant to business management. Nevertheless, is well-being significant to Chinese family business? In response to this inquiry, this book demystifies the notion from a critical lens. It examines well-being in a Chinese family business context of Hong Kong. This book consists of an archaeological and anthropological examination. The first part of the analysis draws from Foucault’s (1979) Archaeology of Knowledge to examine the discursive (trans)formation of well-being. The second part is an ethnography that focuses on a Chinese perspective regarding the everydayness of life. In light of the recent social movements, this book not only offers an insight into the core values of Hong Kongers, but also dissects various layers of meaning in these values. Hopefully, this book can lift up the voices of Hong Kongers, who was once marginalised in the discourse of well-being.

Available in PDF, EPUB and Kindle. Book excerpt: The Thucydides trap and a US-China face-off are not structurally inevitable; US-China relations are what the US and China make of them. Phua focuses on the ability to see "US as US" and "China as China" to trigger both countries’ cultural tendencies towards pragmatism. Phua examines China’s arduous journey to fit in the Westphalian system, the deep cultural misunderstandings by the West of Sunzi’s The Art of War, and attempts to offer an inside-out cultural synthesis of classical and modern Chinese thought as a proxy of their operational code, beyond the standard clichés about Confucian and Daoist thought. He builds on Jervis’ perception and misperception as well as Alastair Johnston’s cultural realism. Readers will benefit from a culturally-Chinese, western-educated and politically neutral understanding of "China as China". An essential primer for academics, practitioners and students of international relations, diplomacy and Chinese culture.

The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement - on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come.
