Historically, countering terrorism has been something that security services have carried out on behalf of the state, without community consultation or consent. Since 9/11 however, this tradition has increasingly been questioned and the idea that communities have the potential to defeat al Qaeda - related or influenced terrorism has gained ascendency across policy, security and other contexts. Based on research in the US, Britain and Northern Ireland, this book examines the involvement of Muslim and other communities in terror crime prevention work, exploring the complexities of community involvement as well as its advantages and examining how trusting relationships between police, security services and communities can be built.

Available in PDF, EPUB and Kindle. Book excerpt: Counter-Terrorism Networks in the European Union: Maintaining Democratic Legitimacy after 9/11 presents a model of democratic legitimacy for within international counter-terrorism co-operation. Exploring the current practices of European Union (EU) counter-terrorism policing, developed after 9/11, it highlights the current significant challenges to democratic legitimacy and seeks to present tools and solutions which ensure 'democratic' counter-terrorism actions and the protection of human rights. Counter-terrorism policing is now a global concern, with co-operation between security authorities of different countries a crucial feature in the fight to prevent terrorism and extremism. Yet, given the emphasis on pre-emption, this type of policing tends to interfere to a far greater extent with the rights of the individual than traditional policing. This book scrutinises the current focus of enhanced communication between counter-terrorist associates at member-state and EU levels within Europe, alongside analysis of just how far the traditional, protective mechanisms of accountability and oversight are managing to keep up with this development. It proposes that current forms of counter-terrorism policing within the EU should be understood as networks - sets of expert institutional nodes or individual agents, from at least two countries - that are interconnected in order to authorize and provide security with regard to counter-terrorism, using the European Police Office (Europol) as a key example.

Book excerpt: Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

Combating Violent Extremism and Radicalization in the Digital Era is an essential reference for the latest research on the utilization of online tools by terrorist organizations to communicate with and recruit potential extremists and examines effective countermeasures employed by law enforcement agencies to defend against such threats. Focusing on perspectives from the social and behavioral sciences, this book is a critical source for researchers, analysts, intelligence officers, and policy makers interested in preventive methods for online terrorist activities.

Book excerpt: Community policing has been a prevailing approach to public safety for the past three decades. When properly implemented, community policing improves civic engagement of local residents, gives them stake in coproducing outcomes with local police, and increases police legitimacy in the eyes of the public. Community policing's broad approach places a greater emphasis on proactive and preventive policing and has been applied to a diverse array of public safety concerns, including child safety, traditional crime, and gangs. The same community policing strategies and principles that have helped improve public safety and reduce crime and social disorder are now being leveraged to counter terrorism and prevent violent extremism. This guide discusses five key principles of community policing applied to homeland security concerns and provides practical examples from law enforcement agencies implementing community policing approaches to counter violent extremism.

Protecting the public from the excesses of extremism remains the primary responsibility of government. For over a century Special Branch, MI5 and MI6 have prevented terrorist atrocities and have pursued those who wish to destroy the United Kingdom’s free and democratic way of life. Yet, despite developing one of the world’s most sophisticated security architectures, successful terrorist attacks have occurred with alarming regularity. For the very first time, this new volume explores the evolution of counter-terrorism practice in the United Kingdom, brought to life with dramatic case studies and personal insider accounts provided by leading policy makers, prosecutors and counter-terrorism practitioners who openly reveal the challenges and operational reality of countering contemporary terrorist threats. From the troubles in Northern Ireland to the al Qa’ida inspired genre of international terrorism, this volume plots the trajectory of counter-terrorism policy and practice exploring the events that have served to change the course of civil protection. This unique title is enriched by leading academic perspectives providing analysis of counter-terrorism responses and identifies lessons to be learned from the past, the present, as well as exploring the terrorist threats of the future to be tackled by the next generation of counter-terrorism practitioners. This accessible and authoritative volume is required reading for all in authority and academia who are concerned with national security, counter-terrorism and the law, as well as those with a vested interest in the preservation of human rights, the protection of civil liberties and democracy itself.

Book excerpt: Police officers on the beat, officers on patrol, all cops - local, state, tribal and federal, 750,000 strong - doing what they do every day are the first and most effective line of defense against terrorist acts committed in the Homeland. This manual is designed to overcome the failure of our national counter-terrorist strategy to better utilize local cops in homeland security by providing essential and practical knowledge local officers can use to identify terrorist precursor activities and more effectively interdict and prevent terrorist attacks from occurring. The goal is to acquaint officers with proactive “first preventer” knowledge and tactics so they can make police counterterrorism an integral part of their duties. Numerous case studies flesh out concepts such as terrorism, homeland security, terrorist threats posed by different terror groups, police counterterrorism intelligence, lone wolf terrorism, behavioral indicators of Islamist radicalization, terrorist tradecraft, terrorism indicators and warning signs, the terrorist attack cycle, terrorist attack tactics such as sniping, weapons of mass destruction, arson, improvised explosive devices (IEDs), suicide bombing tactics and surveillance detection techniques. This manual is an excellent source of basic to intermediate training for intelligence analysts, members of Joint Terrorism Task Forces, criminal intelligence investigators, and all police officers.
