Book excerpt: South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality. Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates—using a new methodology—the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period. Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages—mainly for better-off groups, like more educated workers, males, and more-experienced workers—although less-skilled workers would see the largest reduction in informality. How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills).

Book excerpt: Very few studies focus on the growth of labor market opportunities that follow from exports. Entangled is one of the first to systematically examine the localized effects of long-run export growth in South Asia. The basic premise is that adjustment costs matter. If adjustment costs matter, then we would expect to see significant and persistent differences in wages across industries and regions. We would expect to see that exporting industries and regions tend to pay higher wages and that these differences would only slowly dissipate over time (if at all). We would expect to see that increases in exports would increase the demand for workers. An increase in demand for workers could increase either wages, employment, or both, depending on the ability and willingness of workers to switch industries and regions.If workers face high adjustment costs, the increase in labor demand from exports would be associated with higher wage growth, but not necessarily higher employment growth because workers would not move into expanding industries. As a result, firms would have to raise wages to attract the workers they need. Since expanding takes more time than contracting, we would expect to see the strongest positive wage effects over the longest time horizon because exports take longer to affect labor markets than import competition. The report evaluate these predictions using data from India, Sri Lanka, and Bangladesh. The results are consistent with the presence of very significant worker-level adjustment costs in South Asia and suggest that the gains from exports to date have still been modest.--

Despite labor costs increasing in China, India and its neighbors have yet to become a global manufacturing hub for labor-intensive products. And growth has not done enough to match the fast-growing working-age population, leading to lingering concerns about jobless growth and poor job quality. While self-employment and casual wage work are buoyant, the deficit is particularly severe in relation to regular wage employment. Could a greater export orientation in South Asia result in better labor market outcomes? To answer this question, this study rigorously estimates the potential impact from increasing South Asian exports per worker on wage employment and on labor earnings. The study is one of the few to estimate the effects of exports on local labor market outcomes. The results suggest that increasing exports per worker would result in higher wages and lower casual work (reduction of informality). Wage growth for less-educated workers is found to be smaller than that for more educated workers; smaller for women than for men; and smaller for less-experienced workers than for more-experienced ones. However, women and less skilled workers would experience the largest reductions in informality, probably because they are currently on the margins of the labor force. The main implication of the report is that increasing exports per worker would have significantly positive labor market implications for South Asian workers. However, complementary policies would amplify the positive effects. Those policies should focus on investing in skills, removing distortions in the allocation of inputs, and facilitating female employment in manufacturing.

Available in PDF, EPUB and Kindle. Book excerpt: While other emerging regions were thriving, MENA's aggregate export performance over the past two decades has been consistently weak. Using detailed firm-level export data from Customs administrations, this report explains why. One central finding is that the size distribution of MENA's exporting firms is suggestive of a critical weakness at the top. With the exception of the top firm, MENA's elite exporters are smaller and weaker compared to their peers in other regions. The largest exporter is alone at the top-Zidane without a team. MENA countries have failed to nurture a group of export superstars which critically contribute to export success in other regions. Part of the reason behind weak export performance is the lack of a competitive real exchange rate. The deleterious effects of an uncompetitive currency can be traced all the way down to the firm, hurting expansion at the intensive and extensive margin and preventing the emergence of export take-offs. The lack of heavy weight exporters at the top of the distribution also reflects the region's failure to push for trade and business climate reforms energetically. Finally, MENA's prevalent cronyism and corruption under pre-Arab Spring regimes (at least) confirms that business-government ties led to distortionary allocation of favors and rent dissipation by beneficiary firms, with little evidence that those firms developed into national champions or helped lift the region's export performance. The possibility of state capture in itself should call for caution when advocating any form of government intervention. In contrast, some interventions, like export promotion programs show effects on small exporters. However, because these firms are marginal in trade, such programs cannot be game changers. More broadly, the success of MENA countries in promoting export growth and diversification as well as generating jobs depends heavily on their ability to create an environment where large firms can invest and expand exports and new, efficient firms can rise to the top.

Although, various papers focus on job reducing effects of surging imports from China and the theory that export exposure creates jobs is well accepted, the effects on the US labour market due to changes in global export exposure had not been examined yet.
