The focus of the analysis is on a long term seafood trade patterns. The report aims to establish a link between the annual economic reports of the Scientific, Technical and Economic Committee for Fisheries (STECF) and the short term price and trade analyses already regularly provided by the European Market Observatory for fisheries and aquaculture (EUMOFA). The report is structured in the following main sections: International context, EU overview, Examples of trade trends from the national analyses, National chapters. The analyses consist of a description of trade balance, import and export by country, year, main commercial species and preservation and processing groupings. In addition the following three indices were used to describe specific aspects of the trade patterns: Trade Competition Ratio (TCR), used to measure the exposure of domestic production to trade competition the extent of openness to trade of country; Normalised Revealed Comparative Advantage (NRCA), used to measure the competitive advantage of the export of country for a given product; Margin of exports growth, used to measure how a country is increasing its exports either by expanding existing trade relations or by getting access to new markets. The data used for the analyses covers world seafood export and import in value and volume for the period 2001-2012 extracted from COMEXT and COMTRADE.

The core of the study comprises an analysis of the fish trade between the two sides of the Mediterranean basin, the EU and the non-EU countries. At the European level, the trade in fish products between the northern and the southern Mediterranean is of particular importance when considering recent in production and consumption, as well as the legal framework covering both the production and trade sides of the fishery sector. The cross-sectoral analysis of fishery production and trade provides a number of conclusions and lessons for the future of fishery management.

It is widely accepted that IUU fishing is harmful, and should be stopped, but there are different approaches to tackling it. Acknowledging this, this book argues that major efforts to fight IUU fishing require careful analyses if the goal is to achieve optimal results and avoid unintended consequences. The book draws on the recent experiences of Thailand and Australia to offer an empirical examination of one increasingly prominent solution, trade-restrictive measures. With Thailand representing direct, active intervention by the EU and Australia a more indirect dispersion of policy narratives and discourses, the book provides a rounded view on how likely it is that different countries in different situations will adapt to the changing policy norms regarding IUU fishing. Understanding the reactions of countries who might be targeted, or otherwise be influenced by the policy, generates new knowledge that helps inform a more effective and scalable implementation of the policy on the part of the EU and a better governance preparedness on the part of non-EU fishing nations. In broader terms, this book exposes a key moment of change in the compatibility between environmental regulations and international trade. The EU IUU policy is a prime example of a policy that uses the mechanisms of international trade to account for environmental and conservation objectives. By way of the unilateral and trade-restrictive stance against IUU fishing, the EU has positioned itself as a major market and normative power, driving its sustainability norms outwards. This book sheds light on the efficacy of this policy setup based on the analysis of country perspectives, which is a key factor influencing its potential spread.
