As a result, export diversifi cation has gained new urgency as one way of using exports to recover lost growth momentum. Moreover, diversifi cation is central to reducing income volatility and sustaining high growth rates, which are especially important for countries with large populations living in poverty. In the 1950s, countries became concerned that their dependence on primary products would lead to steady falls in the purchasing power of primary exports and thus slow growth. A major policy objective of developing countries since that time has been to diversify out of primary products into manufactures. Although some nations have been at least partially successful, many low-income countries remain dependent on a narrow range of primary products. 'Breaking Into New Markets' argues for a comprehensive view of diversifi cation. It explores new thinking and evidence about export diversifi cation and elaborates on policies for its promotion. These policies span tariffs and taxes, services, and government activities to help fi rms take advantage of global opportunities. The book is a compilation of chapters written as short, policy-focused pieces. Many digest longer, more academic papers in an effort to make the information accessible to a larger policy and nontechnical audience. In that sense, the book is a policy primer on what export diversifi cation can and cannot do for growth and how to make diversifi cation happen. Intelligently designed policies that effi ciently address the obstacles to export growth are critical for overall economic growth and poverty reduction. This book offers insights useful to policy makers and practitioners as they embark on efforts to design new programs of competitiveness in their trade strategies.

While in the eighteens century Britain, and in the twenties century Korea and Japan grew rich, other countries remained poor. One of the discussed causes for this underdevelopment might be the small domestic market. While the idea started with Rosenstein-Rodan (1943)1, who thought the solution would be aid and investment programs, since the 1960s advocates tend to the Idea that openness of the economy resolve the problem of a small domestic market. The theory is that openness would induce an export-led „Big Push“ in terms of simultaneous growth over different sectors (Murphy et al.1989, p.1003). In the current discussion the „Big Push“ induced by aid has its comeback in the Millennium Development Goals from the UN (Easterly 2005, p.3). The focus of this paper is on the East Asian countries, where the export-promotion-policy had had an important role. But Trindade (2005, p.41) was the first author who interpreted the coordination-problem as solvable with solely export-promotion, because of the naturally coordination effect of exports (Asche, 2005, p.24 gloss 28). So the question is not if exports are good for an economy, but if exports can induce a „Big Push“ and thus making aid superfluously.

Book excerpt: Despite progress in communication technologies, lack of information still severely handicaps companies seeking to operate in international markets. Furthermore, the investments that these companies must make to gather the information required to trade with foreign markets may yield reduced returns and may consequently be low from a social point of view as third parties may derive benefits from this same information. Thus, lack of information may negatively affect trade, and thereby productivity and economic growth. For these reasons, firms carrying out export projects may require support to overcome information barriers. This is precisely the service that export promotion organizations provide. But, there is little evidence on how well these organizations perform this task. Export promotion is costly, and the resources used might be better employed elsewhere. In order to ascertain that these resources are, in fact, being well invested, it must be first determined whether the policy initiatives they finance have an impact on those variables that are supposed to affect, in this case, exports. Making this determination is the aim of this report. This study first makes a comprehensive analysis of export promotion organizations in some three dozens of countries and regions; and second, it provides robust evaluations, using state-of-the-art econometrics and original data sets purposely compiled, of the impacts that policies have had on export outcomes of countries and firms. Findings reported in this study suggest that trade promotion has been effective in facilitating export expansion, especially along the extensive margin. At the same time, the report points the need for further research to gain deeper insights into its relative merits.
