The Last Planner System (LPS) is developed by Glenn Ballard and Greg Howell as a production planning and control system to assist in smoothing variations in construction work flow, developing planning foresight, and reducing uncertainty in construction operations. The LPS challenges the old practices of developing schedules and pushing them from top management down to frontline people to execute. It advocates collaborative planning, performing collaborative constraint analysis, and learning from planning failures. The LPS is not only a system for production planning and control but also an enabler for social exchange on construction projects. It institutionalizes coordination and communication by incorporating them v into everyday activities and into a managerial structure for project planning and control, team building, and continuous improvement. The primary results of implementing LPS, including benefits, barriers, and the critical success factors for a commercial construction project are presented in this thesis. The results demonstrate numerous benefits in terms of improving construction planning and site management. However, there were some potential barriers reported which hinder the achievement of full potential of LPS. Finally, a comparison between pre- and postimplementation outcomes for the case study is briefly presented.

Purpose: The purpose of this research is to explore the benefits of using the Last Planner System with respect to the key project metrics of cost, safety, quality, and time performance in projects operating in highly disruptive environments. Very few qualitative studies have been done on the Last Planner System in commercial construction and none specifically studying work in areas of high disruption. Research Method: The study utilizes qualitative methodology with a grounded theory approach with input from focus groups and structured interviews. Twenty-one individuals who were practicing engineering professionals from the middle east participated in this research. Findings: The grounded theory approach led to four themes regarding the use of the Last Planner System. These themes were planning, quality, safety and cost. 95% of the participants felt that using a lean approach helped reduce waste in construction projects, 75% reported that lean approach had improve planning and quality of work, and 65% of them reported the lean approach extended safety in their construction work in Iraq. Limitations: This study utilized professionals from the Middle East who were working on specific types of commercial construction projects. Results may be different for other construction sectors. Implications: Results indicate that the use of the LPS can assist in improving the project metrics of cost, quality, safety, and planning over traditional project management methods. Value for authors: This paper communicates results from engineers and managers in the field and thus are highly applicable.

Book excerpt: The analysis presented in this paper was to demonstrate how the implementation of Last Planner® System (LPS®) impacted the College's construction, which included two buildings under the scope of work, and allowed the project team to overcome the inherent shortcomings caused by contractual arrangement and delivery method. The construction was commenced in February 2011 with the anticipated completion date of December 2012; however, by the end of 2012, it was behind the schedule without a completion date in sight. The project suffered from the following underlying issues: General Contractor's (GC's) inability to orchestrate the team, a lack of responsible parties, limited collaboration, and an invalid/unrealistic schedule. The owner hired a new GC along with the third party LPS® consultant to save the troubled project. The team was encouraged to participate in weekly pull planning sessions and to communicate issues directly to one another. This enforced each member of the team to collaborate and be accountable for promises that they made to each other and to the project. Percent Plan Complete (PPC) and root causes of broken promises or "variances" were recorded daily and compiled weekly to monitor how the project progressed. The data were then transformed into charts and graphs to analyze any trend occurred over the seven month period, from December 2012 to July 2013. This paper found that nearly 80% of variances for this project were: incomplete prerequisite work, bad planning, failing inspection, and design issues. They were due to a lack of collaboration that was originated from the project structure as discussed. It was unfortunate that there was no reliable data collected prior to the implementation of LPS® to conduct any analysis of before-and-after impact; however, the paper was able to conclude that PPC continued to improve as the team members accept the culture of LPS® and collaboration with a common goal of a successful finish..
