Book excerpt: "The Maricopa Association of Governments’ (MAG) Regional Domestic Violence Council, in partnership with Arizona State University’s Partnership for Community Development ... set out to determine an estimate of the fiscal impact of domestic violence upon local criminal justice systems in the MAG region. This pilot study included a survey of the police departments, prosecutor’s offices, and municipal courts of four municipalities to determine an estimate of local incidence, as well as local costs. The participating cities were the City of Avondale, City of Glendale, City of Phoenix, and City of Scottsdale. These four cities ... do not provide a representative sample of the entire MAG region. It was found that each municipality in the region tracks data on domestic violence-related crimes differently; therefore, it was difficult ... to reach an average cost for the entire region. Although the scope was significantly limited, it was determined that the average cost to provide the services included in the study would, at a minimum, likely range between $18 and $26 million per year across the MAG region"--Page 1.

Book excerpt: Measuring the social and economic costs of violence can be difficult, and most estimates only consider direct economic effects, such as productivity loss or the use of health care services. Communities and societies feel the effects of violence through loss of social cohesion, financial divestment, and the increased burden on the healthcare and justice systems. Initial estimates show that early violence prevention intervention has economic benefits. The IOM Forum on Global Violence Prevention held a workshop to examine the successes and challenges of calculating direct and indirect costs of violence, as well as the potential cost-effectiveness of intervention.

Book excerpt: Domestic violence ranks among the most common 911 calls to police statewide. Morrison Institute's System Alert report reveals that the victims making the calls and the professionals working in Arizona's criminal-justice system say the state's response is at risk of failing. The report finds that despite important strides made over the past three decades, the Arizona's criminal justice system is too often falling short of its goals of achieving victim safety and offender accountability. System Alert examines the impact of this destructive force through the views and opinions of front-line practitioners in Arizona's criminal-justice system and the victims who have sought its aid. Researchers conducted more than 800 confidential surveys and 71 in-depth interviews of prosecutors, judges, probation officers, victim advocates, and victims throughout Arizona. This report completes an examination of domestic violence attitudes and outcomes in Arizona that began with the 2005 report Layers of Meaning: Domestic Violence and Law Enforcement Attitudes in Arizona.

Book excerpt: Based on a literature review, consultation with experts in the field, and onsite study of individual programs, this report outlines the roles which police, prosecutors, probation officers, and judges can perform to improve the handling of domestic assault cases. Following a discussion of the myths and assumptions associated with domestic violence, general recommendations cover the role of legislation and action steps for criminal justice agencies. Some action steps recommended are the designation of domestic violence cases as high priority, written policies for handling such cases, procedures to ensure employee compliance with written policies, the collection of separate data on domestic violence incidents, and interagency coordination in the handling of domestic violence cases. A chapter on the police role in domestic violence cases addresses written policies, the service call, arrest policy, the enforcement of protection orders, victim assistance, investigation, and training. A chapter with guidelines for prosecutors addresses the domestic violence unit, written policies, charge filing, pretrial release and diversion, plea bargaining, and victim support and protection. Another chapter covers trial procedures, sentencing options, and the role of probation officers following conviction. Other topics discussed are court-ordered counseling and education for batterers and community education and outreach. Appendixes contain various relevant materials from local criminal justice agencies.

Available in PDF, EPUB and Kindle. Book excerpt: This important new book on criminology is a major attempt to evaluate actual victim compensation programs as well as their political and economic contexts, through the eyes of the victims themselves. Elias traces the experiences of violent-crime victims throughout the entire criminal justice process, comparing New York's and New Jersey's victim compensation programs. He shows how programs differ when compensation is viewed essentially as welfare and when it is viewed as a right. The study uses extensive interviews with officials and with violent crime victims. The study indicates victim compensation programs largely fail to achieve their stated goals of improving attitudes toward the criminal-justice system and the government. The programs produce poor attitudes toward government and criminal justice.
