Book excerpt: The American university is at a point in its history where it seems that the faculty's role in governance is being diminished by the real or perceived weaknesses of its most conspicuous venue for involvement: the senate. Regardless of the number and types of solutions offered by those who would see shared governance and senates join the graveyard of history, the fate of shared governance can not be determined until researchers explore how or even if the cause of faculty involvement in shared governance is being served by means external to the senate. The purpose of this qualitative case study conducted at four major research universities is to explore presidents', provosts', and senate leaders' perceptions of one type of possible other-than senate venue for shared governance---the campus-wide committee---to determine what form these committees take, what their relationship is to more traditional governance structures, and whether they provide a valuable and legitimate outlet for faculty participation in shared governance all with an eye toward positing some nascent theories for the use of nonsenate committees as a means of achieving shared governance. While not all the committees discussed in the case studies fit a single set of criteria, there is a subset whose members share significant traits that suggest they represent something new to the literature of governance. Dubbed Extra-Senate Executive Advisory Committees, or ESEACs, the committees in this subset are created by the executive; include faculty in their membership; provide advice and data relative to the executive; intersect with, but are not of the senate; and, in the view of study participants, provide a valued and legitimate outlet for the inclusion of faculty in the governance process external to the senate. The four nascent theories---or emergent principles---that arise from consideration of these committees not only tie back to the senate, but also suggest that, while there are other ways to involve faculty in governance, the senate may not be in as bad a shape as some detractors suggest.

Community college faculty members' role in institutional governance has not been the major focus for studies. Currently, faculty members from Liberal Arts (LAC) programs represent about 70 percent of the faculty in California community colleges; they also represent the largest percentage (88) of academic senate presidents. By comparison, approximately 30 percent of Career and Technical Education (CTE) faculty represent only 12 percent of the academic senate presidents in 2012. This study identified and explored the differences between LAC and CTE faculty perceptions of their values and roles regarding their involvement in the academic senate and shared governance process at their institutions. In addition, the study also identified and explored the notable differences and similarities between LAC and CTE disciplined full-time faculty member's perceptions of incentives and disincentives regarding running for Academic Senate president. The qualitative research design was used to interview and study Liberal Arts (LAC) and Career Technical Education (CTE) full-time tenured and tenured-track California community college faculty members at two community colleges located in one Southern California college district. The researcher discovered that the majority of the CTE participants did not feel as though the academic senate or college valued their discipline or discipline expertise. In stark contrast, the majority of LAC participants did believe that the academic senate and college valued their discipline and discipline expertise. The study identified that LAC and CTE participants share more similarities when it comes to the identification and perception of disincentives. Although LAC and CTE participants identified the same incentives, they had differing perceptions of the exact meaning or motivation behind them. More research is needed in this area of study if community colleges want to continue to have faculty from all representative disciplines participate in shared governance at their colleges. If these areas are not thoroughly explored, there will be a continued lack of participation from faculty, especially CTE faculty.

Book excerpt: Over the past several decades higher education institutions have faced many criticisms regarding governance. Past studies have shown that as much as 70% of campus faculty and administrators believe decision making processes are ineffective and new approaches are needed. As many scholars point out, however, little empirical research exists and few studies have been conducted to advance the body of literature to better understand the perceptions held by both faculty and administrators in regards to governance, and of those, even fewer in the community college. The literature heavily suggests the way faculty and administrators form perceptions about governance is based on the organizational environment in which they function. Few in-depth studies have attempted to investigate the implications of an organization's environment, as it relates to shared governance. Most research in the area of governance focuses on internal and external forces of colleges, ways of altering structure, faculty participation in governance, student government, faculty senates, governing boards or subunits of these. It is clear that research has been conducted regarding the various afore mentioned areas, and the viewpoints of governance has been described through many lens; faculty, administrator and board of trustees to name a few. However, in areas regarding faculty and administrative perceptions and, how they interact to alter governance, few studies have been conducted. Thus, this study's purpose was to explore institutional governance in a public two-year community college, provide a more comprehensive understanding of institutional governance, and investigate the perceptions of faculty and administrators within this sector. The results provided valuable insight to the site institution regarding participants' perceptions of institutional structure, supervisory relationships, and shared governance. The findings of the study indicated that faculty and administrators significantly differ in these aspects of their organization, and that an environment of trust and cooperation in a community of equals is not the norm. Data analysis provided further evidence of a strong correlation and a significant relationship between institutional structure and shared governance, revealing that faculty and administrators perceptions of shared governance were strongly related to their perception of institutional structure.

Book excerpt: ABSTRACT: This study's purpose was to investigate the level of involvement of Florida's full-time community college faculty in institutional governance, their perceptions of the faculty governance body's role in institutional decision-making, and the characteristics of an ideal governance process. This study also explored the relation between a faculty member's level of involvement in governance activities and his or her perceptions of the desired roles of faculty in institutional governance as well as the relation between a faculty member's level of involvement and his or her gender, race, age, and years of employment. Certain factors that encourage or discourage faculty participation in governance were also studied. Research methods included a 25-item survey (Miller & Vacik, 1998) detailing the purpose of the study and asking questions regarding the faculty member's demographics and level of involvement in governance. The research also included 12 faculty interviews. The interview analysis used established inductive methods. This study has shown that Florida's full-time community college faculty do participate in institutional governance but often do not attend faculty governance body meetings. They are, however, actively involved in service on committees and are likely to attend committee meetings regularly. While Florida's community college faculty can identify the roles faculty governance bodies play in institutional governance, they agree less about the characteristics of an ideal governance process or their perceptions of the roles of their faculty governance bodies. Age does not seem to affect faculty involvement in institutional governance although the race of the faculty member may have some effect. The faculty member's years of experience do not have a major effect on the faculty member's level of involvement. The faculty interviewed desire a faculty voice in decision making and believe that governance structures and processes should enable faculty to make their opinions known to all members of the college community. The influence of the college president and the senate president is critical for shared governance. The senate president should have access to the highest level of decision-making at the college.

Having evolved from traditional public school bureaucratic and political models that emphasize control and oversight, community college governance is now a dynamic process with a host of participants. Gone are the days when presidents and trustees acted unilaterally on college issues. Although boards retain the legal authority to govern their colleges, prudent trustees now encourage broad-based involvement in governance. Nationwide, the trend is toward more participation and shared responsibility, and some states are codifying the process. For example, the California legistlature has mandated a shared governance system in public community colleges, reflecting the movement toward involvement and transparency. College leaders resist or ignore that trend to the detriment of their colleges and at their own peril. Interest in community college governance will increase among scholars and practitioners for many reasons. Enrollments are increasing rapidly while funding is not keeping pace. Taxpayer resistance is a reality. Workforce training programs will compete with transfer curricula for resources. Increasing numbers of poorly prepared students will require remediation. For-profit institutions will compete for students. Employee unions will press for better salaries and benefits and meaning participation in governance. Special interest groups will continue electing advocates to governing boards. P-19 initiatives will require close collaboration with public schools. In the meantime, rogue trustees will try the patience of everyone. Traditional governance models will not suffice in this demanding arena. Governance structures that are more collegial, flexible, and inclusive will be essential in the future as community colleges evolve to meet the needs of an increasingly complex and diverse society. This expectation and willingness to participate has been affected by contemporary factors such as accountability, shifting priorities among teaching, service, and research, corporatization, and retrenchment. Comparing faculty perceptions between Dykes' 1968 landmark study and faculty today is important for determining if there has been a change in facultys view of their role. The purpose of this study was to explore faculty perceptions of their ideal and actual governance role within higher education and their satisfaction in those roles. The findings of this study of facultys ideal role in decisions were in line with those found in Dykes' study. Across all five areas of faculty role in decision making, the ideal involvement scores were significantly higher than the actual involvement scores with retrenchment decisions having the largest discrepancy. Based on the findings of this study, it is reasonable to conclude that the desire for faculty to take an active role in institutional governance is present. The barriers to participation continue to be strong and include most prominently an increasing focus on research and the corporatization of higher education.
