It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Book excerpt: What is the effect of urban expansion on the gender wage gap of rural residents? Although much is known about the relationship between urbanization and income, little evidence shows the impact of urbanization on gender inequality, especially the important questions of how and why women respond to urban expansion differently to men. Using the city-county merger reform in China as a natural experiment, we find that the gender wage gap of new municipal districts has widened in the merged counties. We also show that individuals who live in counties with a higher probability of being merged into superior cities earn higher salaries than their counterparts, and this magnitude of salary increase is larger for men compared to women applying a fuzzy regression discontinuity design. We further show that the widened gender gap is realized through labor inflows, better road networks, and more economic activities from manufacturing firms. We also find that less-educated and rural hukou women are more likely to be affected by the city-county reform.
