The volume provides the first dataset of battlefield coalitions, uses primary sources to understand how non-state actors of varying types form such groupings, reports interviews with policymakers illuminating North Atlantic Treaty Organization operations, and uses cases studies of various wars waged throughout the nineteenth, twentieth, and twenty-first centuries to understand how other such collectives have operated. Part I introduces battlefield coalitions as an object of study, demonstrating how they are distinct from other wartime collectives. Using a novel dataset of actors fighting in 492 battles during interstate wars waged between 1900 and 2003, it provides, for the first time, a comprehensive portrait of the universe of battlefield coalitions. Part II explores processes and dynamics involved in the formation of battlefield coalitions, addressing how potential coalition members prepare for future battles in peacetime (as well as the consequences of such preparations) and the dynamics of mission design. Part III focuses on how battlefield coalitions are organised and fight when combat ensues, notably their decision-making rules and practices, command structures, and learning capacities. Part IV addresses three curious tendencies observed in the operations of battlefield coalitions: partners under-providing effort in combat, rebels and terrorist networks persisting in cooperation even when their interests diverge, and members defecting from the collective. Part V concludes with a chapter outlining for future researchers what we know about battlefield coalitions and what remains to be understood. This book will be of much interest to students of military and strategic studies, defence studies and International Relations.

Book excerpt: The success of political efforts to create a more open economy in Brazil over the past decade has depended crucially on support from the industrial sector, which long enjoyed the benefits of protection by the state from economic competition. Why businesses previously so sheltered would back neoliberal reform, and why opposition arose at times from sectors least threatened by free trade, are the puzzles this book seeks to answer. Drawing on more than one hundred interviews with industrialists and business association representatives, as well as a wide range of other sources, Peter Kingstone argues that the key to understanding the behavior of industrialists lies in the impact of four factors on their preferences for reform: the effect of economic crisis on industrialists' perception of the viability of the earlier development model; the sectoral location of their firms in the economy and the advantages historically accruing therefrom; the adjustment options available to them given their position in the market; and the credibility of the government's promises about reform and its tactical choices for getting them implemented through the political system. The mix of these four factors, Kingstone shows, left business preferences relatively malleable and thus available for support of reform, even in the face of potentially high costs. Whether such support was forthcoming depended on industrialists' perceptions of the ability of government leaders to deliver on their promises. Widespread resistance to reform occurred when leaders lost their credibility. Under Fernando Collor's leadership, that credibility was never recovered; under Fernando Henrique Cardoso's, it was recovered through increasing concessions to industrialists on the character of the reform program.

It provides in-depth studies of government formations in Europe that cannot be accounted for by existing coalition theory in order to identify potential explanatory factors that have been neglected so far. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics. Four critical principles emerge from U.S. joint doctrine that provide a means to examine coalition warfare: national goals, unity of effort, strategic plans, and adherence to plans. These principles illuminate the primary importance of coalition warfare in the defeat of Napoleon. The failure of an earlier coalition the Second Coalition in 1799 underscores the importance of the principles of coalition warfare to the success or failure of the coalitions against Napoleon and the French. This coalition failed because of its lack of attention to the details of coalition warfare. Its basic flaw, lack of a common coalition goal, undermined its unity and resulted in defeat. The development of a common goal, the liberation of Germany, combined with the decline of the French and reforms by Napoleon’s opponents led to a level playing field 1813. The 1813 spring campaign resulted in a stalemate. The coalition used the subsequent armistice to further improve their coalition both politically and militarily. These improvements, particularly the adoption of a unified military strategy, resulted in improved unity of effort and provided the coalition the margin for ultimate victory.
