En la presente obra se utiliza la locución «políticas comunes» tomándola como una meta a alcanzar en el futuro, teniendo presente que, de acuerdo al grado de desarrollo alcanzado por la integración centroamericana hasta el momento, es más apropiado referirse a «políticas coordinadas» o «armonizadas». El libro se divide en tres capítulos, dedicados a analizar cada uno de los ámbitos centrales para el perfeccionamiento de las políticas armonizadas/comunes. De esta manera, en el primer capítulo se describen los avances y los desafíos aún pendientes en materia de cooperación política y fortalecimiento de la democracia, coordinación de las políticas exteriores entre los Estados Miembros y cooperación judicial. En el segundo capítulo se aborda el establecimiento de políticas comunes centroamericanas en materia agrícola, comercial y medioambiental. En el tercer, y último, capítulo se analizan los avances alcanzados en Centroamérica en lo que respecta a la coordinación de políticas en materia de derechos humanos, educación superior y producción cultural.

Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved.
