Whilst Jobcentre Plus employees prioritise each request received, they cannot be sure that those who apply were in most need. Inequities in the budgets set for district offices mean that some high priority claims have been refused because of the limited funds available locally. In addition, the large volume of claims that are never likely to receive funding have to be assessed under the same process, thereby adding considerably to the administrative burden. Decisions are essentially based on what has been stated on the application form, which makes it difficult to identify if claims are overstated and there are no checks on how the money is spent. Introducing a centralised contract to supply items directly could improve the control over the scheme and achieve economies of scale of at least £14 million a year. Also, greater standardisation of the amount awarded for items could save up to £7.5 million a year. The Department does not wholly agree with these conclusions. In the Department's view it is in the nature of a discretionary scheme that there will be variations in the way in which judgments will be exercised and to operate more rigidly would fail to meet the needs of those it is designed to assist. The Department notes that it is required to operate the scheme within a legal framework and under tight constraints of turnaround time and resource availability

Book excerpt: The Community Care Grant provides an important safety net for those most in need by helping them to obtain essential items. The scheme has been frozen in cash terms since 2006-07, however, and future funding is expected to remain at £141 million a year. Applying for and awarding a grant is essentially a paper-based exercise and the quality of decision making is unsatisfactory. Around half of the appeals considered were found to contain significant errors because decisions were based on incomplete information and without challenging applicants' statements. At 12% of total Grant funds distributed, administrative error is too high. The risk of fraud and error is further increased by a lack of basic checks and balances: customers are not required to keep receipts and no spot checks are carried out by the Department. Moreover, at £19 million in 2008-09 and 13% of total funds distributed, administration costs are also unacceptably high. Funding is not fairly distributed across the country and more should be done to forecast demand based on established patterns and trends. Concerns were raised five years ago yet the Department still does not know whether fund distribution is fair. Finally, there is scope to make the purchasing arrangements more efficient. Agreeing central contracts for frequently requested items could generate financial savings of around £14 million a year for the scheme and provide a guarantee of quality to applicants. Such an approach can be used even if responsibility for decision making transfers to local authorities. Technological advances, such as the use of store cards, could also make purchasing easier for customers while preserving their dignity.

Book excerpt: One of the aims of the British Government is to create an attractive combination of personalised academic and vocational pathways to reduce the appeal of short-term employment and effectively raise the school leaving age from 16 to 18. In preparation for this change, a literature review of international research into âlarge-scaleâ and âunitaryâ youth allowance schemes was carried out. The findings revealed that most OECD countries have complex, and often fragmented, systems of income support for 16 to 19 year olds. The Australian Youth Allowance was both âunitaryâ and âlarge-scaleâ and aimed to increase the participation of young people in education, training and employment. It appeared also to be successful with the Australian minister responsible claiming that between 1994 and 1999, the number of young Australians receiving income support and involved in some form of study or training had increased from 59 to 84 per cent. This edited collection brings together world-leading authors writing about a wide range of issues related to responsibility and healthcare, and from a variety of perspectives. Alongside a comprehensive introduction by the editors outlining the scope of the relevant debates, the volume contains 14 chapters, split into four sections. This volume pushes forward a number of important debates on responsibility and its role in contemporary healthcare. The first and second groups of chapters focus, respectively, on (a) the potential justification and (b) nature of 'responsibility-sensitive' policies in healthcare provision; in other words, policies that would hold some patients responsible for their ill health via differences in treatment. These sections include empirically-informed work on public opinion, chapters linking responsibility in healthcare with ongoing debates around criminal responsibility, and new conceptual and theoretical work on the details of responsibility-sensitive policies.
