An ongoing concern related to the development of this industry is that exposure to contaminants from waste discharges may cause ill effects on organisms and their habitat. Environmental Effects Monitoring (EEM) programs are undertaken to verify environmental impact assessment predictions, to detect any unforeseen effects, and to help identify cause-effect relationships. EEM has been carried out worldwide for many offshore developments, and much has been learned about the fate of drilling and production contaminants and their biological effects. EEM programs have rapidly evolved in response to new knowledge on the transport, fate, and effects of potential contaminants; changes in regulatory requirements; and improved impact assessment technologies and statistical approaches for data interpretation. In May 2003, an international group of scientists, environmental managers, and industry representatives shared their expertise and new knowledge at the Offshore Oil and Gas Environmental Effects Monitoring Workshop. The participants reviewed the status of current offshore oil and gas EEM programs and identified future research needs to advance our understanding of the impacts of the offshore oil and gas industry. This book represents a selected number of peer-reviewed papers from workshop participants, covering a range of topics including regional experience from past and ongoing EEM programs; environmental management issues such as risk assessment and decision-making processes; the development of predictive risk assessment models; and new approaches and technologies formonitoring potential alterations in benthic, pelagic, and tropospheric ecosystem components. This book will be of use to scientists, environmental managers, regulators, and industry representatives, as well as members of the general public wishing to improve their understanding on the application of offshore oil and gas EEM programs for the protection of our ocean environment and its resources.

Book excerpt: Nigeria has serious environmental degradation resulting from pollution related to the oil and gas industry. The Department of Petroleum Resources reports that there were over 4,200 oil spill incidences in Nigeria over the last 50 years, ranging from minor spills to over half a million barrels in one single incident; yet there are no coherent policies on the environment to deal with the on-going pollution problems. Significant improvements can be achieved by good Environmental Impact Assessments (EIA) and strict adherence to regulations. The history, strengths and weaknesses of EIA application and implementation in the oil industry are reviewed and assessed. The main research method was the use of a bespoke questionnaire sent to 705 recipients of whom 560 responded, and who were identified as a representative cross-section of stakeholders; including oil industry personnel, academics, government organisations personnel, representatives from local communities affected by the pollution, and Non-Governmental Organisations (NGOs). The questionnaire survey was used to determine the views of the stakeholders on the role of EIA in Nigeria"s oil and gas industry; it also investigated the levels of the respondents" involvement, experience and participation in EIA. The data from the questionnaire was analysed using statistical methods, which elucidated the nature of the perceived conflict between the oil companies and government organisations, against academics and stake-holder communities. The results clearly demonstrated the ingrained views and perceptions on each side of the dispute. In addition the results highlighted the constraints and challenges faced by various stakeholders in conducting EIA in Nigeria, and emphasized the need for changes in the way EIAs were conducted in the oil industry. The research identified components of particular concern within the Nigerian EIA structure, process and implementation; and raised questions about the adoption or external Agency or industry imposition of 1st World designed EIAs in Nigeria.

In the oil and gas industry, a carbon extensive industry, sound environmental practices are paramount to its growth and success. The environmental impact assessment process is relatively new to Trinidad and Tobago with the oil and gas industry accounting for over 60 percent of submitted project proposals. Instead of the 'develop now, minimize associated costs, and if forced to, clean up later' model, this paper makes the case for an improved environmental impact assessment process in the oil and gas industry in Trinidad and Tobago. As a reaffirmation of Trinidad and Tobago's commitment to sustainable development, loopholes in the environmental impact assessment process must be identified and closed. It is hoped that by addressing the issues plaguing the environmental impact assessment process in the oil and gas industry such as a lack of baseline data, the ease of access to data, conflicting environmental policies and a greater need for enforcement, that major gains will be attained for environmental management in the country.
