By that the authors mean the strategic responsiveness of early-entry forces in situations where time is critical. Through a case study based upon the Army's new Stryker Brigade Combat Team (SBCT), the authors examine two components of early-entry force strategic responsiveness: rapidly tailoring a mission-focused force package and moving the force. The report begins by analyzing options, given existing technology, for improving the deployment time of Army units. Then it examines how the Army might improve its ability to facilitate the rapid-deployment initiation of joint, mission-tailored packages of capabilities. In essence, there are two problems: initiating deployment of the right force capabilities and then getting these capabilities where they need to be as quickly as possible. Specific issues examined in the report include forward basing, new concepts in prepositioning, significant but underappreciated opportunities in process improvement, and speeding the delivery of initial operating capabilities through deployment phasing and improved planning. The research offers an approach for leveraging force modularity concepts to transition to a capabilities-based, rapid mission, force-tailoring construct. (3 tables, 38 figures, 32 refs.).

Book excerpt: This study concludes airpower will play an increasingly dominant role in future US contingency responses. Power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions. Power projection contingencies are characterized as wars and operations short of war, but not conflicts that are global or total in nature. Future contingencies that demand a US response may occur without warning, be time sensitive, and require short duration deployments. US forces may not have immediate access to or a previously established presence in potential theaters of operation. Due to the changing nature of the international environment and domestic priorities, the President defined a new National Secunty Strategy that emphasizes projecting military forces in response to regional conflicts. The military services are currently modifying their doctrine and force structures to reflect the shift towards power projection. The services agree power projection forces must be lethal, flexible, deployable, mobile, and capable of surviving an increasingly hostile threat environment. Comparing force characteristics reveals airpower has greater flexibility, deployability, mobility, and is better able to survive future threat environments than surface forces. New domestic imperatives have also forced the services to engage in a healthy competition to preserve their share of a shrinking defense budget. In terms of efficiency, apportioning resources according to an arcane formula that does not reflect force capabilities or the future utility of primary service functions is illogical. Building a strong power projection capability requires a thorough evaluation of the relative efficacy of air, land, and sea power to perform the power projection mission.

But most accounts of this build-up have been impressionistic and partial. Indian Power Projection assesses the strength, reach and purposes of India's maturing capabilities. It offers a systematic assessment of India’s ability to conduct long-range airstrikes from land and sea, transport and convey airborne and amphibious forces, and develop the institutional and material enablers that turn platforms into capabilities. It draws extensively on the lessons of modern expeditionary operations, and considers how India’s growing interests might shape where and how it uses these evolving capabilities in the future. This study finds that Indian power projection is in a nascent stage: limited in number, primarily of use against much-weaker adversaries, and deficient in some key supporting capabilities. India’s defence posture will continue to be shaped by local threats, rather than distant interests. Indian leaders remain uncomfortable with talk of military intervention and expeditionary warfare, associating these with colonial and superpower excess. You are about to embark upon a truly remarkable journey as an officer of Marines. That journey begins with your successful completion of the Warrant Officer Basic Course (WOBC) at The Basic School (TBS) in Quantico, Virginia. Warrant Officers and Title 10: Warrant Officer (WO) is an appointed rank, vice a commissioned one. Chief Warrant Officers (Marine Gunners and Recruiting Officers) are commissioned. All Chief Warrant Officers and Warrant Officers must successfully complete the WOBC in order to retain their appointment or commission. Title 10 U.S.C. Section 1165 states: THE SECRETARY OF THE NAVY HAS THE AUTHORITY TO TERMINATE THE REGULAR APPOINTMENT OF ANY PERMANENT REGULAR WO AT ANY TIME WITHIN THREE YEARS AFTER THE DATE WHEN THE OFFICER ACCEPTED HIS ORIGINAL PERMANENT APPOINTMENT. A MARINE WHOSE APPOINTMENT IS TERMINATED MAY, UPON HIS REQUEST AND AT THE DISCRETION OF THE SECRETARY OF THE NAVY, BE ENLISTED IN A GRADE NOT LOWER THAN THAT HELD IMMEDIATELY PRIOR TO APPOINTMENT. THEREFORE, THE FIRST THREE YEARS AS A WO IS A PROBATIONARY PERIOD AND THE APPOINTMENT TO WO WILL BE TERMINATED IF A MARINE DOES NOT COMPLETE THE REQUIREMENTS OF THE WOBC. WOBC MISSION STATEMENT: Train and educate newly appointed warrant officers in the high standards of professional knowledge esprit-de-corps, and leadership required to transition from enlisted Marine to officer with particular emphasis on the duties, responsibilities and warfighting skills required of a provisional rifle platoon commander. The Warrant Officer Basic Course: The WOBC is an eighteen-week course that focuses on the transition from enlisted Marine to Marine officer. TBS and the WOBC focus on five horizontal themes that define expectations of all Marine Officers: (1) a man/woman of exemplary character, (2) devoted to leading Marines 24/7, (3) able to decide, communicate, and act in the fog of war, (4) a Warfighter who embraces the Corps’ warrior ethos, and (5) mentally strong and physically tough. The universal concept that Marine Officers must be able to assess situations, weigh the pros and cons of various decisions, make a decision, develop a plan, communicate that plan effectively, and supervise its execution is stressed and exercised throughout the course. The course will teach the science and art required for service of Marine Officers with an emphasis on decision making throughout. Provisional infantry and planning subjects are together used as the means or vehicle to teach and evaluate this process. Since all students are evaluated on leadership as Marine Officers; physical, mental, and emotional stress are incorporated throughout the course in order to evaluate the ability to lead in chaotic and stressful environments. Some individuals will be pushed close to their failing point, but the WOBC is designed to give students an opportunity to display positive leadership qualities in the face of adversity. The WOBC is not a “check in the block.” It is a course designed to provide students with the learning experiences necessary to effectively transition to service as a Marine Officer. Students who do not successfully complete the course face a variety of administrative actions, including repetition of the course, recycle to a six month lieutenant Basic Officer Course, revocation of appointment, or separation from the service. The WOBC curriculum is an academically rigorous, provisional infantry and staff planning based program of instruction (POI) which consists of approximately 935 hours of formal instruction. The POI includes classroom instruction, field exercises, sand table exercises, and discussion groups. Classroom instruction is designed around the flipped classroom model.
