Book excerpt: Previous research demonstrated the ability of snow fences to significantly lower both public and private costs related to the control of blowing and drifting snow. Follow-up research specifically addressed the knowledge of MnDOT staff and attitudes and practices related to the promotion and implementation of snow control measures. These efforts identified a need for a better understanding of landowners' knowledge, attitudes and practices related to snow control measures to develop more effective outreach and foster the adoption of snow control measures. We identified four regions of the state with highway corridors with snow problems. In each region, we carried out listening sessions with landowners and MnDOT personnel, and based on those sessions while applying the KAP (knowledge, attitudes and practices) methodology, we designed a landowner survey to explore landowner knowledge, attitudes and practices related to snow problems and the willingness of landowners to implement snow fences to address the problems. The survey was carried out once prior to an outreach effort and then again after the outreach effort to measure any changes in landowner knowledge, attitudes and practices resulting from the effort. We found that landowners were generally not aware of MnDOT's program to address snow problems and were able to identify constraints to adoption as well as incentives that might be required to promote adoption. We also identified the most acceptable channels for outreach to landowners as well as ways to better structure the MnDOT program to address constraints identified by landowners and provide the assistance and incentives needed to promote greater adoption.

Book excerpt: Previous research that estimated the costs and benefits of snow-fences for MnDOT in terms of a reduction in the costs of mitigating blowing-and-drifting snow problem areas (MN/RC 2012-03) demonstrated the ability of snow-fences to significantly lower those costs for MnDOT districts. To address lack of adoption, this project designed and tested an outreach program for MnDOT offices in one district and worked with MnDOT to prepare an outreach plan to promote greater adoption and cost savings in the remaining offices in the state. The overall goal is to reduce blowing, and drifting, snow problems and associated costs in the state through an effective outreach program to MnDOT district offices and through them, to landowners. The objectives of the project were to 1) carry out a pre-promotion KAP (knowledge, attitudes, and practices) survey; 2) implement a snow-fence promotion program; 3) carry out a post-promotion KAP study; 4); based on the KAP study, design an outreach plan to promote installation of snow-fences and the associated cost savings and 5) assess the market and non-market value of different permanent and non-permanent snow-fence designs.

Book excerpt: Snow and ice problems on Minnesota roadways represent a cost of close to $100 million annually to MnDOT in addition to the associated public safety and environmental costs. MnDOT and the University of Minnesota have collaborated to estimate the costs and benefits of snow control measures as well as the constraints that landowners face to adopt snow fences to control snow and ice problems. Benefits outweigh costs, often by a wide margin, but landowners are constrained by the lack of knowledge and the real and perceived inconvenience of installing, maintaining, and farming around a snow fence. Landowners think that the payments provided by MnDOT to install and maintain a snow fence are an important incentive but want more information about the issues involved with installing and maintaining a snow fence from a trusted source, a peer, or a testimonial. The project goal is to promote greater adoption of measures to address blowing and drifting snow problems through greater landowner and public engagement. To move toward that goal, we 1) carried out and prepared a minimum of 30 case studies of landowners who have implemented snow control measures; 2) entered the case studies into a computer and smartphone-based program that can be accessed by MnDOT and landowners; 3) revised and improved a MnDOT snow fence inventory to assist MnDOT in identifying and reporting on snow fences; and 4) developed curriculum and training materials for MnDOT personnel to prepare them for promoting snow control measures.

Book excerpt: Private land conservation provides an opportunity to address problems of habitat fragmentation and biodiversity loss caused by an increase in the development and parcelization of private land. Conservation easements (CEs) are an innovative tool used by land trusts to protect significant natural qualities of private land in perpetuity, while also allowing the land to remain in private ownership. Traditionally, property represents an individualistic relationship, however, CEs redefine this relationship by seeking to maximize the overlap in private and public goods in property. In this study, I explore the relationship between the common good and private property through an analysis of landowner attitudes and interest in conveying CEs. To address my research objectives I implemented a mixed-mode survey to 664 private landowners in the Whychus Creek Watershed in Deschutes County, OR. I received 257 survey responses, yielding a response rate of 41%. The first layer of this study focuses on landowner attitudes towards CEs (Chapter 2). The results of an exploratory factor analysis suggest there are two dimensions to landowner attitudes towards CEs--internal and external dimension. I constructed logistic regression models to predict positive internal and external attitudes and found that external attitudes are primarily influenced by environmental beliefs, whereas internal attitudes are influenced by a suite of factors including financial beliefs and perceived risk to private ownership. Furthermore, landowner knowledge and awareness of CEs may play a role in attitude development. I found that as awareness increased the number of landowners perceiving low risk also increased. Additionally, I found that those who learned about CEs from a peer were more likely to have an extreme positive or negative attitude towards CEs. The second part of this study focuses on landowner interest in conveying a CE (Chapter 3). The results of a multinomial logistic regression analysis suggest that positive external and internal attitudes towards CEs provide the foundation for CE, while personal incentives and connections to the social and/or natural community serve as the motivation driving CE conveyance. Although the results of this study are only representative of landowners in the Whychus Creek Watershed I argue that some of the findings may be more broadly applicable. Contributing to our conceptual understanding of CEs, I discuss how CEs may be beneficial in reintegrating the common good into private property. Further, I highlight that landowner connections to both the social community and natural environment are important characteristics of CE conveyance as well as private land conservation in general.

Book excerpt: In 1992, after a FWS initiative to establish a wildlife refuge, Kaskaskia Watershed landowners voiced their intentions to retain private ownership and to develop restoration and protection goals for this riparian forest. Currently, the success of conservation easement programs appears mixed. The purpose of this study is to gain a better understanding of perceptions held by landowners and agency personnel. A qualitative research design was utilized that included personal interviews, facilitated focus groups, as well as secondary analysis of an existing quantitative data set. Landowner motivations to participate (or not) in conservation easements emerged from the analysis. The motivations identified (i.e., trust, time, ambiguity, money) hold multiple implications for landowner acceptance of and participation in conservation easements. The findings expand on current conceptualizations of collaborative partnerships. This research provides a conceptual model of landowner motivations that can be used to guide both public agencies and land trust alliances seeking to build similar conservation partnerships.

Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.
