Available in PDF, EPUB and Kindle. Book excerpt: Policy makers need information about the nationâ€"ranging from trends in the overall economy down to the use by individuals of Medicareâ€"in order to evaluate existing programs and to develop new ones. This information often comes from research based on data about individual people, households, and businesses and other organizations, collected by statistical agencies. The benefit of increasing data accessibility to researchers and analysts is better informed public policy. To realize this benefit, a variety of modes for data accessâ€" including restricted access to confidential data and unrestricted access to appropriately altered public-use dataâ€"must be used. The risk of expanded access to potentially sensitive data is the increased probability of breaching the confidentiality of the data and, in turn, eroding public confidence in the data collection enterprise. Indeed, the statistical system of the United States ultimately depends on the willingness of the public to provide the information on which research data are based. Expanding Access to Research Data issues guidance on how to more fully exploit these tradeoffs. The panel's recommendations focus on needs highlighted by legal, social, and technological changes that have occurred during the last decade.

Available in PDF, EPUB and Kindle. Book excerpt: A solution to inequalities wherever we look—in health care, secure retirement, education—is as close as the public library. Or the post office, community pool, or local elementary school. Public options—reasonably priced government-provided services that coexist with private options—are all around us, ready to increase opportunity, expand freedom, and reawaken civic engagement if we will only let them. Whenever you go to your local public library, send mail via the post office, or visit Yosemite, you are taking advantage of a longstanding American tradition: the public option. Some of the most useful and beloved institutions in American life are public options—yet they are seldom celebrated as such. These government-supported opportunities coexist peaceably alongside private options, ensuring equal access and expanding opportunity for all. Ganesh Sitaraman and Anne Alstott challenge decades of received wisdom about the proper role of government and consider the vast improvements that could come from the expansion of public options. Far from illustrating the impossibility of effective government services, as their critics claim, public options hold the potential to transform American civic life, offering a wealth of solutions to seemingly intractable problems, from housing shortages to the escalating cost of health care. Imagine a low-cost, high-quality public option for child care. Or an extension of the excellent Thrift Savings Plan for federal employees to all Americans. Or every person having access to an account at the Federal Reserve Bank, with no fees and no minimums. From broadband internet to higher education, The Public Option reveals smart new ways to meet pressing public needs while spurring healthy competition. More effective than vouchers or tax credits, public options could offer us all fairer choices and greater security.

Book excerpt: This publication examines an alternative way to provide education more efficiently and effectively through public–private partnerships by looking into the secondary education policy of the Republic of Korea and Japan. Focusing on the financial support for private schools and on the accountability system, it explores the contribution of public–private partnerships in universal secondary education in these two countries. Despite initial challenges, these countries succeeded in expanding educational opportunities by involving private sector under well-organized accountability system. Drawing from these case studies, the publication provides recommendations that aim to help developing member countries expand educational opportunities and improve the quality of education as appropriate for each country.

Available in PDF, EPUB and Kindle. Book excerpt: The old saying does often seem to hold true: the rich get richer while the poor get poorer, creating a widening gap between those who have more and those who have less. The sociologist Robert K. Merton called this phenomenon the Matthew effect, named after a passage in the gospel of Matthew. Yet the more closely we examine the sociological effects of this principle, the more complicated the idea becomes. Initial advantage doesn't always lead to further advantage, and disadvantage doesn't necessarily translate into failure. Does this theory need to be revisited? Merton's arguments have significant implications for our conceptions of equality and justice, and they challenge our beliefs about culture, education, and public policy. His hypothesis has been examined across a variety of social arenas, including science, technology, politics, and schooling, to see if, in fact, advantage begets further advantage. Daniel Rigney is the first to evaluate Merton's theory of cumulative advantage extensively, considering both the conditions that uphold the Matthew effect and the circumstances that cause it to fail. He explores whether growing inequality is beyond human control or disparity is socially constructed and subject to change. Reexamining our core assumptions about society, Rigney causes us to rethink the sources of inequity.

Book excerpt: 'Intentional Disruption: Expanding Access to Philosophy' is intended for those interested in pre-college philosophy; the nine contributions within cover a wide array of approaches to bringing philosophy to younger students in a number of new settings. The chapters in this book describe programs taking place across the United States—some inside school and some in unexpected settings such as camps, art museums and nature trails—and offer help to those who want to establish or enrich philosophy programs at pre-college levels while discussing an underlying philosophy and the challenges the programs have faced. At a time when institutional philosophy is imperiled, the programs in this volume point towards new directions being forged to bring the benefits of doing philosophy to more people. This volume will be of particular interest to those interested in pre-college philosophy, and it is intended for philosophy professors, graduate students in philosophy or education, and philosophy teachers in pre-college settings. 'Intentional Disruption: Expanding Access to Philosophy' will also be helpful to school administrators, parents and philosophy camps instructors.
