Book excerpt: Every time control of the U.S. presidency is passed from one party to another, the entire top layer of the executive branch changes. Thousands of men and women take down their pictures, pack up their desks, and move back into private life, just as others dust off their pictures and move in. The U.S. stands alone in this respect. Nearly every other advanced democracy is managed-save for elected officials and a few top aides-by an elite cadre of top civil servants selected by highly competitive examinations. Hudleston and Boyer tell the story of U.S. efforts to develop higher civil service, beginning with the Eisenhower administration and culminating in the passage of the Civil Service Reform Act of 1978. Arguing that the highly-politicized U.S. system simply hasn't worked, they examine why and how reform efforts have failed and offer a series of recommendations for the future.

Available in PDF, EPUB and Kindle. Book excerpt: Although it is seldom recognised as such by the public, the civil service is a profession like any other. The UK civil service employs 400,000 people across the country, with over 20,000 students and graduates applying to enter every year through its fast-stream competition alone. Martin Stanley's seminal How to Be a Civil Servant was the first guidebook to the British civil service ever published. It remains the only comprehensive guide on how civil servants should effectively carry out their duties, hone their communication skills and respond to professional, ethical and technical issues relevant to the job. It addresses such questions as: How do you establish yourself with your minister as a trusted adviser? How should you feed the media so they don’t feed on you? What’s the best way to deal with potential conflicts of interest? This fully updated new edition provides the latest advice, and is a must-read for newly appointed civil servants and for those looking to enter the profession – not to mention students, academics, journalists, politicians and anyone with an interest in the inner workings of the British government.

Some better-endowed countries could use certain agency-type features selectively, moving toward an agency system as their institutional capabilities increase.

Book excerpt: Black & white print. American Government 3e aligns with the topics and objectives of many government courses. Faculty involved in the project have endeavored to make government workings, issues, debates, and impacts meaningful and memorable to students while maintaining the conceptual coverage and rigor inherent in the subject. With this objective in mind, the content of this textbook has been developed and arranged to provide a logical progression from the fundamental principles of institutional design at the founding, to avenues of political participation, to thorough coverage of the political structures that constitute American government. The book builds upon what students have already learned and emphasizes connections between topics as well as between theory and applications. The goal of each section is to enable students not just to recognize concepts, but to work with them in ways that will be useful in later courses, future careers, and as engaged citizens. In order to help students understand the ways that government, society, and individuals interconnect, the revision includes more examples and details regarding the lived experiences of diverse groups and communities within the United States. The authors and reviewers sought to strike a balance between confronting the negative and harmful elements of American government, history, and current events, while demonstrating progress in overcoming them. In doing so, the approach seeks to provide instructors with ample opportunities to open discussions, extend and update concepts, and drive deeper engagement.

Available in PDF, EPUB and Kindle. Book excerpt: Unparalleled in its depth and breadth, this volume analyzes the way the academic profession is increasingly differentiated and professionalized in modern society. Its findings will help educators and laymen around the world to understand between the problems and the changing nature of a profession responsible for training the members of virtually all the other leading professions. The academic profession provides the basic staff for universities and colleges everywhere. Its competence is central to the competence of higher education. Long a subject for satire and fiction, this key profession as receive a relatively little systematic study. What do we know of its nature? What determines its character and strength, its capacity to carry out the many functions of modern postsecondary education? The authors of these far-ranging studies examine the academic profession in three decisive settings: the national, the disciplinary, and the institutional. The four chapters of Part I, written mainly by historians, point to the similarities and differences in the development an current composition of the profession in Great Britain, the Federal Republic of Germany, France, and the United States, In Part II, chapter give highlights the vast differences in the nature of the profession between continental Europe and America. Chapter six examines the differences exacted by the many disciplines that operate as ongoing concerns organized around specialized bodies of knowledge. Chapters seve and eight concentrate on the American scene, examining respectively the differences between professional schools and the letters and science departments of American research universities, and the varying academic worlds now provided by types of institutions that range from research universities to community colleges. Finally, Burton Clark presents the themes of the volume and a synthesis of findings in excellent introductory and concluding chapters. This title is part of UC Press's Voices Revived program, which commemorates University of California Press's mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Available in PDF, EPUB and Kindle. Book excerpt: As government management in Israel is gradually replaced by private sector management, it is becoming apparent that the collective-oriented mission of government cannot be fulfilled by the private sector or by the non-profit organizations of civil society. This book provides an analysis of the machinery of government in Israel, highlighting the inadequacy of the private sector as an alternative and how public management will need to cope with the new challenges and pressures of the 21st century. Providing hitherto unpublished data and analysis in English for the first time, this book gives a comprehensive analysis of the issue of public and private-sector management. The author examines the tasks of the civil service; the legal foundation of the public management machinery; and the profile of civil servants, and looks at the unwieldy budget process; the prevalence (and absence) of regulation; and external and internal mechanisms of oversight. This analysis is balanced by a detailed exposition of Israel's political-administrative culture with its excessive centralization, secrecy, turf protection, and legacy of improvisation, and their effect on policymaking and administration. This comprehensive and detailed examination of public management in Israel will be of great interest both to students and scholars of business and management, government and politics, and to policymakers in the region.

Book excerpt: In this study, we assess the size of the government wage bill and employment in the member countries of the Eastern Caribbean Currency Union and their implications for fiscal sustainability and the adequacy of public service delivery. Over the period 2005 to 2015 their wage bill (as a percentage of GDP, government revenues and expenditures) is higher than in other small states notwithstanding recent efforts by governments to make it more manageable. The composition and distribution of employment is sub-optimal and is reflected in skills mismatches contributing to inefficiencies in public service delivery. Using a dynamic fixed-effects panel, we find that wage bill growth reflects the expansion of government activities to speed up economic and social development and that wage bill spending is procyclical in good times but is rigid during downturns. Finally, we identify the main institutional and legal reforms needed to improve wage bill management and public service efficiency.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses changes which have occurred in the organization and management of the UK public services over the last 15 years, looking particularly at the restructured NHS. The authors present an up-to-date analysis around three main themes: the transfer of private sector models to the public sector, the management of change in the public sector, and management reorganization and role change. In doing so they examine to what extent a New Public Management has emerged, and ask whether this is a parochial UK development or of wider international significance. This is a topical and important issue in management training, professional, and policy circles. Important analytic themes include: an analysis of the nature of the change process in the UK public services, characterization of quasi markets, the changing role of local Boards, and possible adaptation by professional groupings. The book also addresses the important and controversial question of accountability, and contributes to the development of a general theory of the New Public Management.
