This book was released on 1995-10-27 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Endangered Species Act (ESA) is a far-reaching law that has sparked intense controversies over the use of public lands, the rights of property owners, and economic versus environmental benefits. In this volume a distinguished committee focuses on the science underlying the ESA and offers recommendations for making the act more effective. The committee provides an overview of what scientists know about extinction--and what this understanding means to implementation of the ESA. Habitat--its destruction, conservation, and fundamental importance to the ESA--is explored in detail. The book analyzes Concepts of species--how the term "species" arose and how it has been interpreted for purposes of the ESA. Conflicts between species when individual species are identified for protection, including several case studies. Assessment of extinction risk and decisions under the ESA--how these decisions can be made more effectively. The book concludes with a look beyond the Endangered Species Act and suggests additional means of biological conservation and ways to reduce conflicts. It will be useful to policymakers, regulators, scientists, natural-resource managers, industry and environmental organizations, and those interested in biological conservation.

Book excerpt: ITER presents the United States and its international partners with the opportunity to explore new and exciting frontiers of plasma science while bringing the promise of fusion energy closer to reality. The ITER project has garnered the commitment and will draw on the scientific potential of seven international partners, China, the European Union, India, Japan, the Republic of Korea, Russia, and the United States, countries that represent more than half of the world's population. The success of ITER will depend on each partner's ability to fully engage itself in the scientific and technological challenges posed by advancing our understanding of fusion. In this book, the National Research Council assesses the current U.S. Department of Energy (DOE) plan for U.S. fusion community participation in ITER, evaluates the plan's elements, and recommends appropriate goals, procedures, and metrics for consideration in the future development of the plan.

This book was released on 2008-08-11 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Science Foundation (NSF) has long collected information on the number and characteristics of individuals with education or employment in science and engineering and related fields in the United States. An important motivation for this effort is to fulfill a congressional mandate to monitor the status of women and minorities in the science and engineering workforce. Consequently, many statistics are calculated by race or ethnicity, gender, and disability status. For more than 25 years, NSF obtained a sample frame for identifying the target population for information it gathered from the list of respondents to the decennial census long-form who indicated that they had earned a bachelors or higher degree. The probability that an individual was sampled from this list was dependent on both demographic and employment characteristics. But, the source for the sample frame will no longer be available because the census long-form is being replaced as of the 2010 census with the continuous collection of detailed demographic and other information in the new American Community Survey (ACS). At the request of NSF's Science Resources Statistics Division, the Committee on National Statistics of the National Research Council formed a panel to conduct a workshop and study the issues involved in replacing the decennial census long-form sample with a sample from the ACS to serve as the frame for the information the NSF gathers. The workshop had the specific objective of identifying issues for the collection of field of degree information on the ACS with regard to goals, content, statistical methodology, data quality, and data products.

Book excerpt: A compelling overview of systems and strategies implemented to safeguard U.S. resources from a plethora of threats, the vulnerabilities and security gaps in these infrastructure systems, and options to enable the future security of the homeland. Since the first edition of this book was published in 2009, significant changes have occurred in the security landscape, both domestically and internationally. This second edition is thoroughly updated to reflect those changes, offering a complete review of the various security and resilience measures currently in place and potential strategies to safeguard life and property within the U.S. homeland. As noted in the U.S. Department of Homeland Security's National Preparedness Goal, the mission area of protection is vital to the homeland in its focus on actions to protect people, vital interests, and our nation's way of life. With that in mind, this book discusses strategies such as risk analysis and assessment, information sharing, and continuity planning. The authors focus on relevant and timely threats and hazards facing specific infrastructure components including, but not limited to, agriculture and food, banking and finance, water, energy, telecommunications, and transportation. The dynamic posture of critical infrastructure security and resilience (CISR) underscores the importance of an integrated, layered all-hazards approach. In describing this approach, the book includes new chapters on planning and guidance, public and private partnerships, cyber issues and threats, and careers in infrastructure protection. Additions such as discussion questions, learning objectives, and fundamental concepts for each chapter provide additional direction for instructors and students alike.

It also spends over $25 billion per year for acquisition, renovation, and upkeep. Despite the size of these sums, there is a growing litany of problems with federal facilities that continues to put a drain on the federal budget and compromise the effectiveness of federal services. To examine ways to address these problems, the sponsoring agencies of the Federal Facilities Council (FFC) asked the National Research Council (NRC) to develop guidelines for making improved decisions about investment in and renewal, maintenance, and replacement of federal facilities. This report provides the result of that assessment. It presents a review of both public and private practices used to support such decision making and identifies appropriate objectives, practices, and performance measures. The report presents a series of recommendations designed to assist federal agencies and departments improve management of and investment decision making for their facilities.

Book excerpt: Envision a cadre of leading scientists and practitioners working collaboratively on a highly focused program of education research that is tightly coupled with practice. Much of the research is carried out in school settings. Research influences educational practice, and the outcomes in practice inform further research efforts. The Strategic Education Research Partnership (SERP) is designed to make this vision a reality. It proposes a large-scale, coherent program of research and development that would put the problems of educational practice at its center, and focus on all stages necessary to influence practice. These include theory testing, the development and evaluation of instructional programs, the study of practice in context, and attention to taking innovations to scale. This book explains the features of SERP and the ways in which it would address the major challenges of linking research and practice. It is a call to mobilize the nation's resources and political will, the power of scientific research, and the expertise of our educators, to create a more effective research and development program for improving student learning.
