Book excerpt: This research study examined the social and academic factors that predict involvement in post-secondary education (PSE) and science, technology, engineering, and math (STEM) degree attainment among African American students. The conceptual framework that informed this research study was Nora's (2003) Student/Institution Engagement Model. The hypothesized conceptual model included the role of background characteristics (gender, first generation students, and socioeconomic status), school type (urban, public versus private), family factors (family composition, father's and mother's educational attainment), academic factors (AP courses, academic self concept) and social support (teacher relationships, parent involvement, peer relationships). The study utilized the National Education Longitudinal Study of 1988 (NELS: 88-2000), which is a nationally representative data set. Three models were tested using logistic regression. The first model examined the dichotomous variable of attended post-secondary education after high school versus did not attend post-secondary education after high school (n = 884). The second model examined the dichotomous variable of majored in a STEM field versus did not major in a STEM field (n = 771). The last model examined the dichotomous variable degree attainment in a STEM field versus a non-STEM field (n=393). The findings identified academic rigor, specifically advance placement (AP) classes, pursuing an academic high school diploma, gender (female), being from a single parent home, family SES, and self expectancy as predictors of attending PSE, while gender (male) and first generation status (not being first generation) predicted STEM degree attainment. The study also found that the overall models for predicting PSE and predicting STEM degree attainment were significant, while the model predicting majoring in a STEM field was not significant. The findings are discussed in terms of measurement of the variables, handling of missing data, and the need for greater assessment of variables specific to math and science achievement during high school. Implications for future research emphasize the importance of designing programs and initiatives to help African American students succeed in high school and college in STEM fields.

Research has also shown that many barriers exist for effective parent engagement activities in rural school settings, including communication (Halsey, 2005), life contexts (Eidahl, 2013), and school environments (Englund, Luckner, Whaley, & Egeland, 2004). Understanding the differences in perceptions of effective parent engagement activities will identify a comprehensive understanding of what types of parent engagement opportunities promote a collaborative and supportive relationship between home and school. Currently, there is a gap in research studies in rural school settings that examine parent engagement activities. This qualitative research study examined the differences in perceptions of effective parent engagement activities between disparate groups of parents, school administrators, and teachers. Data for this study was collected through surveys, program evaluations, interviews, and focus groups. Analyses of the data identified similarities and differences in the characteristics of effective parent engagement activities as perceived by school administrators, teachers, and parents. Five key findings that were identified include: (a) smallness of a rural school district is seen as a strength and challenge for effective parent engagement activities, (b) developing personal connections within a rural community, (c) opening lines of communication, (d) developing parent-to-parent relationships and (e) gaining the perspective from inactive parents. These findings and recommendations can be used to develop school programs that better support parent involvement in educational programs and to strengthen the community and education of students.

A large majority of secondary school students fail to reach proficiency in math and science, and many are taught by teachers lacking adequate subject matter knowledge. When compared to other nations, the math and science achievement of U.S. pupils and the rate of STEM degree attainment appear inconsistent with a nation considered the world leader in scientific innovation. In a recent international assessment of 15-year-old students, the U.S. ranked 28th in math literacy and 24th in science literacy. Moreover, the U.S. ranks 20th among all nations in the proportion of 24-year-olds who earn degrees in natural science or engineering. A recent study by the Government Accountability Office found that 207 distinct federal STEM education programs were appropriated nearly $3 billion in FY2004. Nearly three-quarters of those funds and nearly half of the STEM programs were in two agencies -- the National Institutes of Health and the National Science Foundation. Still, the study concluded that these programs are highly decentralized and require better coordination. Several pieces of legislation have been introduced in the 109th Congress that address U.S. economic competitiveness in general and support STEM education in particular. These proposals are designed to improve output from the STEM educational pipeline at all levels, and are drawn from several recommendations offered by the scientific and business communities. The objective of this report is to provide a useful context for these legislative proposals. To achieve this, the report first presents data on the state of STEM education and then examines the federal role in promoting STEM education. The report concludes with a discussion of selected legislative options currently being considered to improve STEM education. The report will be updated as significant legislative actions occur.

Researchers disagree about whether there are enough STEM workers to meet employer demand. GAO was asked to study the extent to which STEM education programs are aligned with workforce needs. GAO examined (1) recent trends in the number of degrees and jobs in STEM fields, (2) the extent to which federal postsecondary STEM education programs take workforce needs into consideration, and (3) the extent to which federal K-12 STEM education programs prepare students for postsecondary STEM education. GAO analyzed trends in STEM degrees and jobs since 2002 using 3 data sets, the Integrated Postsecondary Education Data System, American Community Survey, and Occupational Employment Statistics, and surveyed 158 federal STEM education programs. There were 154 survey respondents (97 percent): 124 postsecondary and 30 K-12 programs. In addition, GAO conducted in-depth reviews, including interviews with federal officials and grantees, of 13 programs chosen from among those with the highest reported obligations. GAO makes no recommendations in this report. GAO received technical comments from the Departments of Education, Energy, and Health and Human Services; National Science Foundation; and Office of Management and Budget.

Book excerpt: Achievement in STEM (Science, Technology, Engineering and Mathematics) is a marker of racial inequality. Despite making up 13 percent of the U.S. populace, Black representation in STEM education and the STEM workforce is far from equitable. A reversal of this trend, however, exists at Historically Black Colleges and Universities (HBCUs), where HBCU graduates represent nearly 18 percent of STEM baccalaureate degrees awarded to Black students. Through a multi-site case study of STEM education at four HBCUs, I interviewed students, faculty and administrators involved in services and programs (i.e. undergraduate research, mentoring) specific to supporting students in the gateway courses. Validation Theory and Science Identity Theory were used to inform the overall design--collection and analysis of data--of the study. I found that these services make a meaningful difference in the achievement of students in STEM by providing them with sound relationships and effective study skills, embedded within a culture of family, that help them overcome the challenges associated with the gateway courses. This difference can also be attributed to the multiple roles that faculty plays outside the classroom to address the challenges that externally bear on their students' achievement. By understanding how these four HBCUs have helped their students overcome this critical stage in the STEM educational pipeline, findings help identify salient practices and strategies that encourage minority student learning and persistence that could be informative to other minority serving institutions and majority institutions struggling to support these student populations. Lastly, this study also demonstrates the ongoing importance of HBCUs in improving minority access to opportunities in the STEM workforce.
