Book excerpt: The shape of economic integration in the global and regional economies - and the extent to which goods, services and factors of production move more or less freely across borders - depends not only upon underlying economic conditions but also upon politics. Whether integration is market-led, as has been the case in Asia, or institution-led as in Europe, there are political elements that affect all forms of regional and international economic integration. While geopolitics influences international economic integration, so too does domestic politics. Economic integration in Asia has been driven by rapid unilateral trade and investment liberalization and, while trade and investment patterns have been determined largely by comparative advantage, political forces have also affected patterns of economic interdependence. The form that regional institutions take, and their effectiveness, also depends on political relations between countries. The particular circumstances in Asia, and the relationships between regional economies has profoundly shaped regional institutions and will continue to do so. The chapters in this volume draw on papers originally presented to the 33rd Pacific Trade and Development Conference held in Taipei in 2009 to look in original ways at how politics shape economic integration and its various dimensions in Asia and the Pacific and globally.

Despite expanding power and influence, Asian states have played a minimal role in creating the norms and institutions of international law; today they are the least likely to be parties to international agreements or to be represented in international organizations. Book excerpt: The French entered the Pacific in the late 17th century, but the ocean remained largely a Spanish preserve until British navigators began to cross its vast expanse in the mid 1760s. France's concerns that Britain might establish its superiority in the area, meant they welcomed Louis de Bougainville's voyage of exploration undertaken in 1766-9. After handing over the colony he had established in the Falkland Islands to Spain, he sailed through the still relatively unknown Straits of Magellan into the poorly charted South Pacific. He made a number of discoveries in the south west, but was too late to discover Tahiti, where Samuel Wallis had preceded him by less than a year. Reports on Bougainville's reception there and on life in the island were to create wide interest and controversy in Europe. He then sailed to the Samoan Islands and on to Vanuatu, as far as the Great Barrier Reef, and north towards New Guinea and the Samoan Islands making a number of discoveries and all the while leaving his name to a number of features, the best known of which are the island of Bougainville and the Bougainvillea flower. He returned home by way of the Dutch East Indies and the Indian Ocean. Although Bougainville published an account of his voyage in 1771, his original journal was published only in 1977; the present volume makes the latter text available for the first time in English translation.

Book excerpt: East Asian countries are now pursuing greater formal economic institutionalization, weaving a web of bilateral and minilateral preferential trade agreements. Scholarly analysis of “formal” East Asian regionalism focuses on international political and economic factors such as the end of the Cold War, the Asian financial crisis, or the rising Sino-Japanese rivalry. Yet this work pays inadequate attention to the strategies of individual government agencies, business groups, labor unions, and NGOs across the region. Moreover, most studies also fail to adequately characterize different types of trade arrangements, often lumping together bilateral accords with minilateral ones, and transregional agreements with those within the region. To fully understand this cross-national variance, this book argues that researchers must give greater attention to the domestic politics within East Asian countries and the U.S., involving the interplay of these subnational players. With contributions from leading country and regional trade specialists, this book examines East Asian and American trade strategies through the lens of a domestic bargaining game approach with a focus on the interplay of interests, ideas, and domestic institutions within the context of broader international shifts. With respect to domestic politics, the chapters show how subnational actors engage in lobbying, both of their own governments and through their links to others in the region. They also trace the evolution of interests and ideas over time, helping us to generate a better understanding of historical trends in the region. In addition to scholars of East Asian and comparative regionalism, this book will be of interest to policy-makers concerned with international trade and U.S.-Asia relations, and those interested in understanding the rich trade institutional landscape that we see emerging in the Asia-Pacific.
