The symposium, held in Arlington, Virginia, on June 10-12, 1992, was designed to move the discussion of congestion pricing from the academic tone of scholarly discourse to a more practical exchange of ideas about the problems and prospects for real-world demonstrations of congestion pricing concepts. More than 160 transportation professionals representing local, State, and Federal government agencies, highway user groups, transit interests, universities, and private industry participated in the symposium.

One solution is the operation of high-occupancy toll (HOT) lanes. This book outlines a method for dynamic pricing for HOT lanes based on non-linear programming (NLP) techniques, finite difference stochastic approximation, genetic algorithms, and simulated annealing stochastic algorithms, working within a cell transmission framework. The result is a solution for optimal flow and optimal toll to minimize total travel time and reduce congestion. ANOVA results are presented which show differences in the performance of the NLP algorithms in solving this problem and reducing travel time, and econometric forecasting methods utilizing vector autoregressive techniques are shown to successfully forecast demand. To conduct this study, the National Research Council established the Committee for Study on Urban Transportation Congestion Pricing. The committee's deliberations were supplemented by liaison representatives from several groups concerned about the benefits and costs of congestion pricing. After a review of the literature, and drawing from its expertise, the committee commissioned papers on a variety of topics. Volume 1 contains the committee's overview of the material contained in the commissioned papers, its conclusions, and its recommendations regarding the potential of congestion pricing, the need for evaluation of early demonstrations, and other research needs. Volume 2 provides a rich array of information about individual case studies from around the nation and thoughtful analyses by individual scholars about many of the critical issues surrounding congestion pricing., as revised by their authors after the symposium.
