Available in PDF, EPUB and Kindle. Book excerpt: As in other parts of the world, agriculture in Europe is not sustainable. It must urgently and importantly evolve. The Common Agricultural Policy (CAP) must foster this evolution. In that perspective, this book draws the contours of an ambitious CAP that would facilitate the necessary agro-ecological transition of agricultural systems in the European Union. The book is divided into three parts. The economic aspects are the subject of the first part. The climate, environmental and health dimensions are addressed in the second part. The third part deals with rural development and innovation. With the exception of the first chapter, which provides a brief history of the CAP, the different chapters are organized according to the same structure. They begin with a description of the issue; they continue with a critical presentation of how the issue has been considered within the CAP to date and, if relevant, in other public policies; they finally propose policy recommendations to better address the issue. Each chapter can be read independently. Even if the disciplines and skills mobilized cover a broad spectrum, the general framework of analysis is that of public economics. This reading key is used both to justify the objectives of the CAP and to define the policy instruments to be implemented in order to achieve these objectives in the most efficient way. The concluding chapter addresses three aspects: first, an analysis of the global coherence of our recommendations, including in terms of their links with other policies than the CAP; second, a critical reading of the June 2021 agreement for the 2023-2027 CAP in the light of our recommendations; third, a reading of our recommendations in the light of the ambition of the European Green Deal for agriculture and food. This book is aimed at all actors interested in the future of the CAP and more generally of agriculture in the European Union: policy makers, agricultural stakeholders, non-governmental organizations, researchers, teachers and students.

Book excerpt: The Common Agricultural Policy: Continuity and Change is a major retrospective analysis of the CAP since its inception, set against the background of agricultural policy in Western Europe since the end of the Second World War. The topics covered include the development of the CAP, inparticular the early dominance of the market policy contrary to the original intention; the struggle to introduce a structural policy and its subsequent unsatisfactory record; the uneasy relationship between market policy and trade policy; the question of agricultural incomes; and the broadening ofpolicy horizons since the mid-1980s, particularly to include environmental issues. The book concludes with a discussion of some unresolved issues, including the role and appropriateness of a sectoral policy in today's circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural research and development have profoundly increased the quantity and quality of food production in the twentieth century. As populations increase, however, and land and water resources become more scarce, we must improve productivity and efficiency to provide adequate food supplies. Issues such as the environment, genetic diversity, food safety, poverty, human health, animal rights, public versus private responsibilities, and the question of intellectual property rights further complicate this task. Agricultural Science Policy: Changing Global Agendas consists of twelve chapters that describe important issues in agricultural science policy, the relevant facts, current economic thinking, and new results. Topics Include: Changing Global Contexts and Agendas for Agricultural R & D; Productivity Measures and Measurement; Research, Productivity, and Natural Resources; Research for Genetic Improvement; and a Conclusion, which suggests directions for the future. The chapters in this volume will provide researchers and policy makers with a timely review of progress on the existing agenda as well as laying the foundation for a new agenda and new directions for global agricultural science policy in the 21st century. Book excerpt: In this objective and well-balanced report, you get the findings of what has become the most politically explosive issue surrounding European economic integration in 1992. Highly topical, emotionally charged and written by leading European experts, this new guide is a major contribution to the controversial and complex debate over how agricultural policy will be shaped and who will pay for it. The clear analysis and realistic thinking set this work apart from its competitors and provide a sound basis upon which politicians can build for the future.

The papers in this volume include the president's address, the Elmhirst Lecture and a selection of 20 contributed papers. It also includes panel discussion reports, reports on the discussion groups and mini-symposia, poster paper abstracts, and the synoptic view presented at the close of the conference by the new president of the IAAE, Joachin von Braun.
