This book begins to solve the puzzle by looking at the conditions in sub-Saharan Africa that have led to only sporadic use of the plow rather than the hand hoe, very limited use of tractors and even oxen, and the failure of many projects seeking to move directly from hand hoes to tractors. The authors interviewed farmers at fifty sites in ten countries. They found that the pace of mechanization has been slow in Africa because it often is not cost effective. Among the issues discussed in the book are : (a) the effect on yields of substituting plows for hoes; (b) the cost-effectiveness of using draft animals as opposed to tractors; (c) conditions under which tractors can be used more efficiently than oxen; and (d) the negative consequences of government interventions to encourage the use of tractors beyond what is economically justified.

It advances four main reasons why agriculture in SSA deserves more public support. The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions. The text reviews the history of African agricultural and food security policy in the post-colonial period, across a range of geographical contexts, in order to contextualise the productionist approach embedded in the much heralded New Green Revolution for Africa. This strategy, supported by a range of international agencies, promotes the use of hybrid seeds, fertilisers, and pesticides to boost crop production. This approach is underpinned by a new and unprecedented level of public–private partnerships as donors actively work to promote the private sector and build links between African farmers, input suppliers, agro-dealers, agro-processors, and retailers. On the consumer end, increased supermarket penetration into poorer neighbourhoods is proffered as a solution to urban food insecurity. The chapters in this volume complicate understandings of this new approach and raise serious questions about its effectiveness as a strategy for increasing food production and alleviating poverty across the continent. This book is based on a special issue of African Geographical Review.
