En una situación como la vivida durante la última crisis económica internacional, las Tecnologías de la Información y la Comunicación (a partir de ahora serán denominadas como TIC) desempeñan y desempeñarán un papel crucial por sus efectos económicos sobre el crecimiento, ya que la mayoría de los expertos consideran que es un elemento básico de mejora de la productividad y la competitividad del país. La medición de la aportación de las TIC al crecimiento sigue siendo un asunto de discusión, del que no se pueden establecer unas conclusiones claras, así como también ocurre con la potencialidad de su posible desarrollo en un futuro no muy lejano. También se trata de investigar y se discute la forma en que estas tecnologías aumentan la productividad de una economía. (Myro, 2009) Sin embargo, la producción y la utilización de los bienes y servicios TIC no es el único factor explicativo del patrón de crecimiento económico de los últimos años en las economías desarrolladas, sino que también han tenido mucho que ver las políticas ma- croeconómicas orientadas a evitar fuertes oscilaciones de la economía. This is a difficult exercise considering the multiple factors affecting implementation of an HIT programme. Factors include organisational characteristics, the kinds of changes being put in place and how they are managed, and the type of HIT system. The report finds that barriers to HIT implementation are still substantial but that some progress has been made on reporting the organisational factors crucial for the adoption of HIT. However, there is a challenge to adapt the studies and publications from HIT leaders (early implementers and people using HIT to best effect) to offer lessons beyond their local circumstances. The report also finds limited data on the cost-effectiveness of HIT.

In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Book excerpt: South American ecosystems suffered one of the greatest biogeographical events, after the establishment of the Panamian land bridge, called the “Great American Biotic Interchange” (GABI). This refers to the exchange, in several phases, of land mammals between the Americas; this event started during the late Miocene with the appearance of the Holartic Procyonidae (Huayquerian Age) in South America and continues today. The major phases of mammalian dispersal occurred from the Latest Pliocene (Marplatan Age) to the Late Pleistocene (Lujanian Age). The most important and richest localities of Late Miocene-Holocene fossil vertebrates of South America are those of the Pampean region of Argentina. There are also several Late Miocene and Pliocene localities in western Argentina and Bolivia. Other important fossils have been collected in localities of Pleistocene age outside Argentina: Tarija (Bolivia), karstic caves of Lagoa Santa and the recently explored caves of Tocantins (Brasil), Talara (Perú), La Carolina (Ecuador), Muaco (Venezuela), and Cueva del Milodon (Chile), among others. The book discusses basic information for interpreting the GABI such as taxonomic composition (incorporating the latest revisions) at classical and new localities for each stage addressing climate, environments, and time boundaries for each stage. It includes the chronology and dynamics of the GABI, the integration of South American mammalian faunas through time, the Quaternary mammalian extinctions and the composition of recent mammalian fauna of the continent.
